The managerial role of women in the South African Police Service : the case of Johannesburg SAPS / Johleen Mouton

Since 1991. South Africa has a new democratic dispensation. This new- Democracy in South Africa has the aim to change the lives of ever)- citizen in South Africa. A new Constitution and the Bill of Rights have been adopted to ensure that discrimination policies of the past are to be addressed. The Government of South Africa committed itself to gender equality and this commitment has to transpire to all public institutions. It is therefore. important that public institutions should engage in a process of ongoing change and investigate their own controlled styles in support of gender justice. In the South African Police. before 1994. women were not considered as an essential part of the workforce and they were not employed in senior management positions. The new South African Police Service adopted community policing as a new style of policing and embarked on a strong sense of service delivery to the community. South Africa has a diverse community and to enable the SAPS to deliver a proper service to the community they serve, the human-resource component should reflect this: incorporating men and women as equal partners. The managers of the SAPS have therefore to change accordingly and with that the whole organisation and its members. When times change. it requires a change in attitudes and perceptions. The aim of this study was to engender a new consciousness in the SAPS and the society about the role of policewomen as competent managers in a male-dominated profession and not for superiority of any of the genders. In any society women play a critical role: therefore the respect for the rights of women in society brings capability and builds capacity. Semi-structured interview schedules were used to conduct interviews with female police station managers as well as their subordinates at different stations to obtain the necessary information. A literature re vie^ was done to obtain information and views from other authors on the topic of policewomen. Limited research has been done on policewomen or on women in management positions in SAPS. Chapter one provides an orientation to the study. Legislation by Government as well as policies and directives from the SAPS were discussed in Chapter 2 to set the scene for the study. The question is asked whether these legislation. policies and directives are effectively being implemented to enhance the development of women in the organisation and to give them a fair chance to show their skills and competencies in managerial positions. The study further materialises in a discussion on the role and performance of women in the policing environment and a historical background of women in policing in South .Africa. The remainder of the study focuses on the research methodology. the empirical findings: a summary: recommendations and a conclusion. / Thesis (M. Job resources, positive work-home interaction and work engagement in a sample of police officers / S. Cronje

The two most significant domains in the lives of employed individuals are work and home, which can influence each other in both a negative and a positive way. However, there has been a lack of empirical research investigating the positive interaction between the work and home domains, as well as the possible antecedents and outcomes associated with it, including job resources and work engagement. The objectives of this study were to test a structural model that includes job resources, positive work-home interaction (WHI) and work engagement, and to determine the mediating role of positive WHI in the relationship between job resources and work engagement for police officers in the North West Province. A cross-sectional survey design was used. Random samples (n = 468) were taken of employees in the South African Police Service in the North West Province. The Job Demands-Resources Scale, the positive WHI scale of the Survey Work-Home Interaction - Nijmegen (SWING) and the Utrecht Work Engagement Scale (UWES) were administered. Structural equation modelling showed that people who receive sufficient job resources (including organisational support, possibilities for advancement, growth opportunities and contact with colleagues) experience positive WHI that leads to work engagement. In addition, job resources help to enhance work engagement. These results provided evidence for the partial mediating role of positive work-home interaction in the relationship between job resources and work engagement. The structure and content of undergraduate economics curricula offered by South African universities / Ermie Annelies Steenkamp

Often academic departments have little knowledge about the course content that is presented by similar departments at other universities. This study aims to investigate the economics curricula offered by South African universities in order to contribute to the quality and content of the economics courses. International best practices with regard to the structure and content of, as well as the logistics behind an economics curriculum are identified, and the economics curricula offered by South African universities are compared to these international best practices. This study is attempted through gathering of available open source information as well as conducting a survey study to determine the status quo situation with regard to various issues relating to the economics curricula offered at South African universities. In terms of the structure of an economics curriculum, a benchmark tree structure is drawn from international best practices. To compare the structure of the economics curricula offered by the South African universities included in this study to international best practices, a tree structure of each university's curriculum is drafted in the same format as the benchmark tree structure. These tree structures are used to determine how each university's curriculum complies to international best practices. The textbooks that are used in a course are thought to be an indication of the content of that course. Therefore, the textbooks that are used by the different universities in each course are indicated in this study. With regard to the logistical aspects of an economics curriculum, e.g. student/lecturer ratios, the actual situation at most universities differs substantially from international best practices. International best practices suggest class sizes of no more than 25 students. The qualitative and quantitative evaluation of estrogen and estrogen-mimicking substances in the South African water environment / Liesl van der Merwe

Recently some chemicals has been accused of mimicking the female hormone estrogen. The mode of action is termed estrogen-mimicking, because of the effects that is produced by these chemicals. Playing canary in a coal mine, wildlife was the first to indicate that something was wrong. Reproductive abnormalities such as abnormal sperm, reduced sperm production, cryptorchidism (undescended testes). abnormal hormone levels – particularly high estrogen ratios to that of testosterone. infertility, and genital abnormalities were all evidence that something in the environment was affecting the reproductive status of these animals. Also in humans instances like rising cases of infertility, abnormal sperm conditions and cases of breast cancer raised an increased concern about the potential disruptive effects of these substances on the human existence. After investigations were conducted, it was found that substances which enhance the quality of life like some detergents, agricultural products, additives to plastic, dyestuffs, paint components and pharmaceuticals to name but a few, all caused an abnormal reproductive status as seen in animals. The aims of this study were not to focus on the effect of these substances, but rather to identify estrogen and estrogen - mimics in the South African environment and to evaluate their presence in the water environment qualitatively and quantitatively with the most suitable analytical methods. Estrogen - mimics such as nonylphenol. o'p' and p'p' DDE, o'p' DDD, lindane, atrazine and the PCB's : Arochlor 1254 & Arochlor 1260 were found to contaminate the environment. An evaluation of the "HIV and AIDS awareness" capacity building programme of the South African Police Service / Motshegwa Johannah Montsi

Background: As a result of the restructuring of the South African Police Service (SAPS) in 1996 and various other factors, Police Social Work Services decided to broaden the scope of its services by developing and introducing proactive, personnel capacity building programmes. By 1999, 15 such programmes were developed. The need subsequently arose for a comprehensive impact assessment of these programmes and the Evaluation of Personnel Capacity Building Programmes (EPCBP) study was launched in 2001. The evaluation of the HIV and AIDS Awareness programme formed part of this research. Objectives: The primary aim of the study was to determine the effect of the HIV and AIDS Awareness Programme on SAPS personnel's knowledge, attitude and behaviour. Procedure: In the research, the comparison group pre-test and post- test design and triangulation were used. Six measurement scales and a presenter's evaluation questionnaire were developed and completed by 261 experimental group respondents, 51 comparison group members and 24 presenters. Results: Through the triangulation of measurements it was determined that the HIV and AIDS Awareness programme had a practical significant effect on the respondents knowledge, attitude and behaviour. It was thus an effective tool in the hands of Police Social Work Service that not only empowered SAPS personnel to lead more healthy professional lives, but one that also enhanced their personal well-being. / Thesis (M.A. (MW))--North-West University, Potchefstroom Campus, 2008.

An item evaluation of a newly-developed strength-based approach scale in a South African working population / Nana Taboa Tabiri

South African organisations face the challenge of creating organisations that will engage employees in ways that allow for the optimisation of their strengths. This can be achieved by following a strength-based approach (SBA). An SBA aims to achieve optimisation of human functioning, where talents and strengths are the focus and weaknesses are understood and managed. Although previous research suggests that an SBA has positive influences on individual and organisational outcomes, no instrument exists within the South African context that measures employees’ perception of the extent to which they believe their organisation makes use of their strengths and talents. Recently, a new scale was developed to address this need. However, no studies have been done to see how well the items of this scale function. The objectives of this research were to 1) conceptualise an SBA according to literature, 2) determine whether the items in the SBA scale are unidimensional, 3) to determine the internal validity and reliability of the new SBA scale, and 4) make recommendations for future research. A cross-sectional quantitative research design was used whereby online and hardcopy versions of the questionnaire were distributed to participants. A sample of 699 participants was collected from the Gauteng and North-West provinces. Rasch analysis was used to determine the reliability and validity of the items. Acceptable item reliability was found. Both the item and person separation indices were acceptable. Mean infit and outfit indices for both person and item were acceptable. The seven-point frequency-based Likert scale worked satisfactorily overall, although categories 0, 1, and 2 were under-utilised. Finally, the infit and outfit statistics for all eight items functioned satisfactorily, except for one item. In Africa we are confronted daily with a society that has lost its moral fibre, resulting in seemingly endless problems in the educational sector. Universities have the special task of promoting the humanities and applying social values and the social relevance in their teaching, which should lead to effective learning and an improvement in the quality of learning. Neither the written text (Hebrew Bible) nor the archaeological discoveries have provided us with sufficient information on certain Israelite practices and customs. Africa has traditions that need to be respected. A study of oral traditions may provide a supplementary, or perhaps alternate, view. A comparative study between Lemba and proto-Israelite customs and beliefs indicates that there is yet another group whose customs and rituals correspond to a great extent with those of the proto-Israelites. It is comparison in aid of cross-cultural interpretation, as is now forcefully stated in more recent studies in religion. / Biblical and Ancient Studies

Predictability of monetary policy by the financial market in South Africa under the inflation targeting framework

(Financial Economics) / The success of a monetary policy framework depends mostly on whether economic agents, especially the financial market participants, understand monetary policy decisions and are able to predict them in advance. Academics and practitioners agree that a successful Central Bank should be “boring” such that surprises about monetary policy should not arise in the announcements and the actions of the Bank, but rather in the macroeconomic developments. Thus policies that enhance clarity, transparency and communication between a Central Bank and the market can contribute to strengthening monetary policy predictability and improve the effectiveness of monetary policy itself. This dissertation assesses the predictability of the South African Reserve Bank’s (SARB) interest rate decisions since the adoption of the inflation targeting monetary policy framework in February 2000. Firstly, in order to evaluate predictability, money market forward rates are used to test whether the financial market is able to forecast the future level of policy rates, using the unbiased forward rate hypothesis. Then, using an event study methodology, changes in the money market forward rates following a monetary policy announcement are used to test whether the financial market participants were surprised by the SARB’s monetary policy decisions. The results of the unbiased forward rate hypothesis (UFRH) and the event study analysis indicate that, at least in the short term, specifically on a one-month-forward period, financial market participants have been able to predict the SARB’s monetary policy decisions with a high degree of accuracy. Moreover, the results of the event study analysis show that the South African financial market is at least semi-strong efficient, in the sense that monetary policy decisions are quickly incorporated in the market interest rates following the announcements. The event study analysis also provided some evidence that volatility in financial markets at the time of interest rate decisions has been declining over time.

South Africa's adherence to the Gold Standard while many other countries abandoned it, placed the country in a difficult position. This was exacerbated by the worldwide economic depression that resulted in the sharp decline of primary commodity prices, a decrease in demand and unemployment. The commercial banks in South Africa were obviously also affected by the prevailing circumstances and the position of one of them, Barclays Bank (Dominion, Colonial and Overseas) will be the focus of this study. One of the most important questions that will receive attention is to what extent the bank was affected by the gold standard crisis. Linked closely to this is the question of the nature of the problems encountered by the bank and the measures, if any, it took to overcome these difficulties. In this regard it will be necessary to investigate the most important areas of the imperial banks' business and the type of customers they served. Another question or issue to be investigated is the relationship between the two British banks on the one hand and the South African Reserve Bank and the government on the other. The establishment of the Reserve Bank was not openly welcomed by the imperial banks as they feared competition from the Bank while, with their considerable balances overseas, they were not convinced that there existed a need for a central bank in South Africa. D.Litt. et Phil. / The Anglo-Boer War had a far-reaching impact on the Afrikaner community and on the relationship between the Afrikaners and the English. As a result of the Black segment of the population’s involvement in the war, either as involuntary victims or as collaborators with the English, the relationships between the various population groups was further complicated. For many years there was a distinction between them and us in the South African society. Irrespective of pleas for so-called nation building there remains distance and ignorance between the population groups in the country. This article portrays the relationship between the various population groups as represented in Afrikaans children’s books with the Anglo-Boer War as theme. Although most of the early books show a clear ethnocentricity, there is often also a corrective for the "nobleness" of "our side" and the "evilness" of "their side". Love affairs between people of different cultural groups, for example, were not possible in the early books, but it seems that more recent books want to bring about conciliation - also by means of the portrayal of such affairs. Just as most South African historians ignored the role and fate of blacks in the war for many years, no Afrikaans, and few English authors has really tackled the subject. Black characters usually move on the periphery of the war - usually as factotums of the English, but sometimes also as loyal subjects to the Boers.
