Informal settlement upgrading and the effect of governmentality on women's social networks : a case study of New Rest and Makhaza, Cape Town

Thesis (PhD)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: It is estimated that 70% of sub-Saharan Africa’s urban population resides in informal settlements. Cape Town (South Africa), in particular, has a projected 223 informal settlements within its boundaries (which house almost 136 000 households). The national government has attempted to meet housing needs through the upgrading of informal settlements. In situ upgrading has been seen as a particularly popular route to follow. This study aimed to investigate the City of Cape Town’s governmentality in the in situ upgrading of Makhaza and New Rest in Cape Town and explore the implications of this governmentality for women’s social networks in these two settlements. The study focused on the governmentality elements of rationalities, practices and techniques and counter-conduct. A review of the literature shows little attention has been paid to the various governmentalities (practice, techniques and rationalities) that exist within informal settlement upgrading. The literature has also not paid much attention to how the governmentality of those undertaking informal settlement upgrading, relates to women’s social networks (and their governmentality) within upgraded sites. The research made use of qualitatively-driven methodologies and approaches, employing the techniques of Neighbourhood Social Mapping, Social Network Assessment (SNA), semi-structured interviews, questionnaires, transect walks, observational studies and secondary data gathering. The study found, amongst other things, that the governmentality (rationalities, techniques and practices) used by the City to plan and implement the upgrading of informal settlements differs from that of the women’s social networks. The profound differences in governmentalities have meant that the settlements do not meet the needs of the women and their social networks. In response the women have redesigned their new settlement to meet the needs of their social networks. Integral Theory is used in this thesis to map and better understand the differing governmentalities and their relationship and was used to propose an Integral approach in managing differing governmentalities. The thesis suggests that, in order to understand fully and respond appropriately to the challenges faced in upgrading, those in power need to be aware of and include all perspectives and actors within their upgrading process and practice. / AFRIKAANSE OPSOMMING: Daar word beraam dat 70% van sub-Sahara Afrika se stedelike populasie in informele nedersettings woon. Kaapstad (Suid-Afrika), spesifiek, het ‘n beraamde 223 informele nedersettings binne die grense (wat omtrent 136 000 huishoudings huisves). Die nasionale regering het onderneem om behuisings behoefte te voorsien deur die opgradering van informele nedersettings. In situ opgradering is gesien as ‘n besonder gewilde roete om te volg. Hierdie studie het gepoog om die City of Cape Town (die Stad) se governmentality te ondersoek in die opgradering van Makhaza en New Rest in Kaapstad. So ook om die implikasies van hierdie governmentality vir vroue se sosiale netwerke in hierdie nedersettings te verken. Die diepgaande verskille in governmentalities het gelei daartoe dat die nedersettings nie voldoen aan die behoeftes van die vroue en hul sosiale netwerke nie. In reaksie daarop het die vroue die nuwe nedersetting herontwerp om in hul sosiale netwerk behoeftes te voorsien. A feasibility study of utilising shipping containers to address the housing backlog in South Africa

With current research showing that the backlog is not shrinking fast enough, the stakeholders of the formal and informal housing sector are facing an immense challenge. Most houses constructed after 1994 utilised conventional brick and mortar construction, with alternative means of building homes taking up a negligible share in the total housing supply. The purpose of this study is to test the feasibility of container-based homes as an alternative to brick and mortar homes in South Africa’s low-cost housing supply according to the triple constraints of project management i.e. cost, time and quality. Social acceptance and environmental sustainability are also analysed as two secondary parameters that will influence container-based projects. These parameters form the basis of the three pillars of sustainability, i.e. economic, societal and environmental parameters, which indicates the feasibility of a new design implementation. Two test cases for the feasibility study were designed. The first case considers a modular single-storey residential home, equivalent to standard “Breaking New Ground” housing solutions. The second test case considers a multi-storey, medium-density residential building, capable of housing multiple families .The test cases represent possible container-based solutions, with traditional brick and mortar construction (single and multi-storey) acting as the control solution. The three sustainability parameters act as benchmarks of each solutions’ feasibility, with the control solution acting as the counter-performance example. The comparison of the economic parameter relies on the cost of each design case, its construction time and the quality of the end-product. The bills of quantities were measured against a conventional building type, and it was found that a single-storey solution will prove more costly than a small brick and mortar home. However, the multi-storey solution proves to be feasible when compared to a concrete three-storey structure. Regarding time, the construction of an Intermodal Steel Building Unit (ISBU) home is up to 3 times faster compared to a conventional house. The end-product quality will depend on the quality system used by the contractor and its correct implementation; thus it is not an important dividing factor when comparing conventional versus Alternative Building Technology (ABT) systems. The societal parameter of an ISBU solution rests on its acceptance by the beneficiaries. Traditionally, resistance has met ABT home implementation, as stakeholders consider them as inferior products. A comprehensive survey was carried out in an informal settlement to test this statement. The results show that the majority of beneficiaries prefer conventional homes, unless the ABT home resembles its conventional counterpart. The environmental sustainability of a new product relies primarily on the carbon footprint of the materials and methods used. This was tested by comparing the impact of an ISBU solution with a conventional solution. The “upcycling” (as opposed to recycling) of used containers provides a large environmental benefit when comparing it to newly constructed brick for conventional homes, and thus the impact is lower. The findings of the study show that a single-storey solution utilising containers proves ineffective, as it is more expensive per square meter than a conventional home. However, a multi-storey container solution is feasible, as it is lower in cost (than comparative conventional solutions), faster to construct, allows for higher density expansion of settlements and is more environmentally friendly. / AFRIKAANSE OPSOMMING: Die enorme behuisingsagterstand van informele nedersetters in Suid-Afrika skep 'n geweldige uitdaging vir die rolspelers in die formele behuisingsektor. Huidige navorsing toon dat hierdie agterstand nie vinnig genoeg verminder nie, en baie mense verkeer in nood. Die meerderheid van huise wat opgerig is sedert 1994 maak gebruik van konvensionele baksteen en sement konstruksie, terwyl alternatiewe maniere van konstruksie 'n nietige aandeel het. Die doel van hierdie studie is om die bruikbaarheid van skeepshouer-gebaseerde huise te bepaal in teenstelling met konvensionele baksteen en sement huise, spesifiek vir die lae-koste behuisingsgeval in Suid-Afrika. Dit word uitgevoer volgens die "drietallige beperking" beginsel van projekbestuur, naamlik koste, tyd en kwaliteit parameters. The influence of land management on the prevalence of informal settlement and its implication for environmental management in Bahir Dar city, Ethiopia

Bahir Dar is one of the rapidly growing Ethiopian cities characterized by the rise of informal settlements. The expansion of spontaneous neighbourhoods in Bahir Dar is, among other things, conditioned by land management policies and practices. Thus, the intention of this research was to explore the influences of land management on the prevalence of informal settlements in Bahir Dar city, Ethiopia. So as to meet the study targets this research employed mixed method approach, and the data were gathered from various sources by applying different methods. The quantitative data was drawn from 156 random samples through household surveys. It was collected from four FGDs, interview of eight community elders, sub-cities and municipality officials and code enforcement professionals. Furthermore, case studies, published and unpublished documents, photographs, and satellite images were used to enrich the analysis. To analyse quantitative data, SPSS statistical software was used to extract descriptive statistics, to test hypotheses and to draw tables and various types of graphs. Content analysis was employed to analyse qualitative data. It was found that expansion of informal settlements in Bahir Dar was caused, among others, by Poverty of inhabitants, rural-urban migration, limited capacity of the city to deliver basic services, low housing supply and high housing demand, and limitations in land lease laws, as well deficiency of essential amenities like water, sanitation and electricity. The influences of land management policies and practices that resulted to prevalence of informal settlements were found to be the subjective implementation of housing and land leasing policies, harsh government farm expropriation and very low compensation payments, weak governance practices in land administration, frequent demolishing of houses and precarious security of tenure. Even though informal settlements help to address the housing shortage in the city and contribute to environmental management in some areas of the city, it is largely intimidating environmental management, deteriorating the livelihoods and thus brought about the unsustainable city development. In order to address the challenges of informal settlements, it was suggested that legal framework to formalize informal settlements, develop an effective and efficient land administration system, improving good governance in land administration, establish land and housing policies favouring low-income population, and bring about attitude change favourable to urban development are essential. / Environmental Sciences / D. M.Tech. (Architectural Technology) / This dissertation is rooted within the process of analysing and understanding the dynamics of the context, from which principles can be drawn. The project is founded with the aim to address the harsh edges between Kliptown informal settlement and Kliptown CBD, which are physically separated by railway tracks. This dissertation identifies the context as the ‘bank’ of design informants. Thus it forces the author to undergo a critical analysis of the context. The proposed site (Kliptown) forms a comprehensive layer of history, which has over time influenced both physical development and movement of the site. The project propose a physical intervention in a form of a bridge over the railway tracks in attempt to connect the two areas. The author engaged with the context to establish program for the architectural intervention. The education gap was established within the informal settlement, which was then used to establish the program for the intervention. The average shack size of 15 square meters is never enough for learners to do they school work after schooling hours, thus the proposed programme of the physical bridge forms part of the bridging concept. The program is more about bridging the educational gap within the context.

Communal space construction : the rise and fall of Clairwood and district.

This study documents the emergence of an Indian cultural enclave located on the periphery of the colonial town of Durban, its subsequent rise to a flourishing communal space by the mid twentieth century, and its decline in the apartheid era. The focus on change and transformation locates the research question within the broad ambit of historical geography. Clairwood and District grew into a densely-populated informal living space with all facilities and institutions built by the community. Based on a cultural inheritance in the form of language, the extended family system and religious beliefs , the Indian settlers and their descendants developed an elaborate network of kinship and communal relationships which formed the moral and social framework for the process of communal space construction. Entering the colony of Natal predominantly as indentured labour, the Indians were from the outset ostracized and subjugated by the white settlers and perceived as an alien temporary group. This identity was henceforth embodied in discriminatory legislation which marginalized the Indians in South Africa and resulted in their neglect and spatial containment. Parallel to the organic process of Indian communal space construction occurring in southern Durban was the sustained policy of land-use transformation embarked upon by the Durban municipality. The goal of this policy was to create a 'productive zone' south of Durban within an explicit racial zoning plan. The application of this goal resulted in a clash between the dominant white culture and the subordinate Indian culture as each.sought to retain control of the southern corridor and define its land-use and identity. After a protracted struggle the Durban municipality succeeded in imposing a formal industrial landscape upon the communal living space with the exception of the small node in Clairwood itself which has remained a residential enclave. This vestige of the former flourishing residential area of Clairwood and District suffers from industrial penetration and a physically degraded environment. However, it retains a sense of place of the former vibrant community. Clairwood is currently undergoing a process of revitalization under the auspices of the Durban municipality with a subsequent redefinition of identity. The study documents the cultural meanings that have been produced in a unique urban landscape in a South African city revealing the need to uncover the historical geographies of minority groups as a source of identity and a resource for future urban reconstruction. / Thesis (Ph.D.)-University of Natal, 1994.

Land use planning for informal settlements : incorporating community-based planning in the local integrated development plan : a case study of Hanipark, Matjhabeng Local Municipality.

The problem of informal settlement is well established in many urban areas of South Africa and in many other developing countries. Efforts to upgrade urban informal settlements have largely failed due to lack of effective participation in the planning processes which are conventionally driven by professional land use planners. This study was carried with the objectives to determine the causes of failure of conventional land use planning in upgrading informal settlements and the resulting spatial implications. There also sought to investigate current best practices of in-situ upgrading of informal settlements and to use these in formulating a proposed approach that would include community-driven planning into the local integrated development planning. In a case study of the Hanipark Informal Settlement in Matjhabeng Local Municipality, Free State Province key informants identified from the various stakeholders involved in the upgrade process were interviewed in order to establish the causes of failure of the planning processes. Ortho-rectified imagery of 2000 and 2003 were also analysed to establish the spatial trends of the informal settlement during the informal settlement upgrade of the study area. The results showed that the in-situ upgrade of the Hanipark Informal Settlement was largely driven by the Matjhabeng Local Municipality planners using the conventional technical approach with minimum participation of the beneficiary informal settlement dwellers. It was revealed that while the upgrade planning was in progress, new informal dwellers continued to settle. Over a three-year period between 2000 and 2003, the number of informal settlement dwellers increased by more than 1,000 households, increasing settlement density and expanding the area extent of the informal settlement by more than 10 ha. The study results suggest that an adaptation of the current practices centred on the UN_HABITAT procedure could be more successful in informal settlement upgrading. A three-phase approach is proposed to include as the first phase, the formation of a Stakeholders Forum which conducts a land audit, identifies policy instruments and accessible resources and establishes a partnership with the private sector; as the second phase, a land zoning procedure and the establishing of a suitable land tenure framework and carrying out detailed planning and implementation as the third phase. / Thesis (M.Env.Dev.)-University of KwaZulu-Natal, Pietermaritzburg, 2007.

Urban informality as a generator for meaningful built form : towards a multi-purpose trade hub for Durban, South Africa.

Urban informality is a process established by people in the informal urban context to shape existing formal cities to form new informal cities that facilitate their everyday lives. This phenomenon has grown substantially in Latin American, Asian and African cities to a point that people have transformed many of their formal post-colonial cities within these regions to informal cities that can facilitate urban informality. Instead of seeing this process as a way where people living in the informal urban context are trying to create cities and infrastructure that suite their context and way of life, architects and urban design professionals are repeatedly adopting 'western norms‘ to solve urban informality rather than facilitating it. This starts to create a gap between the architectural built form and the way people live. The research was then undertaken to bridge this gap between built form making and the lived realities in the informal urban context by using the underlying principles of urban informality defined by the people to generate meaningful built form within the South African, African context. To achieve this, the research carried out investigations on current literature that dealt with three main principles that defined urban informality that could be used to generate an appropriate built form with the informal urban context. These principles were; socio- economic principles, emergence and the culture of urban informality and these started to suggest a flexible built form that can be adapted by its users to suit their needs. These principles were then tested against precedent and case studies to see their validity in the global and South African context. Qualitative interviews were conducted with a number of professionals that had a better understanding of the case studies than the author to make sure that the analyses and the conclusions based on those analyses were accurate. The research findings ultimately defined an indeterminate built form that is formed through a participatory process between the collaboration of urban design professionals and the future inhabitants of the built form. This built form is 'loosely‘ defined and its inhabitants can manipulate and reconfigure it, to a certain extent, to suit the future unforeseen states of urban informality. Housing tenure, property rights, and urban development in developing countries

The dissertation explores how distinctive institutional factors related to property rights determine urban development patterns and housing tenure modalities in a developing economy context. The first part proposes a choice-theoretic model that explains the existence of the Antichresis contractual arrangement as a way to temporarily divide property rights. The model explains why the Antichresis contract dominates the Periodic-Rent contract in terms of landlord profits for certain types of property in which the gains in expected profits from solving the problem of adverse selection of tenants offset the loss of expected profits created by the moral hazard in landlords investments. The empirical section of the dissertation provides evidence in support of the model. Using data from Bolivia, I find that property types that require less landlord maintenance investment have higher capitalization rates under Antichresis contracts than they would under Monthly-Rent contracts and vice-versa. Additionally, the model shows that the Antichresis contract has limited capacity for helping the poor as suggested by recent literature. On the contrary, it can be hurtful for the poor in markets were landlords have limited information about tenants, in markets with inefficient court systems, or in markets with tenant-friendly regulations. The second part of the dissertation explores the issue of squatter settlements in the developing world. The theoretical model presented in this part explains how the landlord squatter strategies based on credible threats drive capital investment incentives and ultimately shape urban land development in areas with pervasive squatting. The model predicts that squatter settlements develop with higher structural densities than formal sector development. This prediction explains why property owners of housing that originated in squatter settlements take longer periods of time to upgrade than comparable property owners who built in the formal sector even after they receive titles to their property. The higher original structural density increases the marginal benefit of waiting in the redeveloping decision creating a legacy effect of high-density low-quality housing in these types of settlements. Geo-coded data from Cochabamba, Bolivia, support the hypotheses proposed by the theoretical model and raise questions about the unintended consequences of current policies affecting informal development.
