Documentation and formalization of informal settlements ("insitu" i.e. while people continue to live in the settlement) needs appropriate mapping and registration system of real property that can finally lead into integrating an informal city to the formal city. For many years extraction of geospatial data for informal settlement upgrading have been through the use of conventional mapping, which included manual plotting from aerial photographs and the use of classical surveying methods that has proved to be slow because of manual operation, very expensive, and requires well-trained personnel. The use of high-resolution satellite image like QuickBird and GIS tools has recently been gaining popularity to various aspects of urban mapping and planning, thereby opening-up new opportunities for efficient management of rapidly changing environment of informal settlements. This study was based on Manzese informal area in the city of Dar es salaam, Tanzania for which the Ministry of Lands and Human Settlement Development is committed at developing strategic information and decision making tools for upgrading informal areas using digital database, Orthophotos and Quickbird satellite image. A simple prototype approach developed in this study, that is, 'automatic detection and extraction of informal buildings and other urban features', is envisaged to simplify and speedup the process of land cover mapping that can be used by various governmental and private segments in our society. The proposed method, first tests the utility of high resolution QuickBird satellite image to classify the detailed 11 classes of informal buildings and other urban features using different image classification methods like the Box, maximum likelihood and minimum distance classifier, followed by segmentation and finally editing of feature outlines. The overall mapping accuracy achieved for detailed classification of urban land cover was 83%. The output demonstrates the potential application of the proposed approach for urban feature extraction and updating. A cidade de Curitiba já foi tida como sinônimo de vanguarda em desenvolvimento urbano e equilíbrio ecológico. Porém, como na maioria das grandes cidades brasileiras, ela enfrenta problemas sociais, sobretudo, na área da propriedade urbana e da própria preservação ambiental diante das invasões urbanas. Entretanto, a Constituição Federal garantiu aos administradores municipais um elemento essencial para a gestão de suas cidades, o Plano Diretor. Este instrumento, regulamentado pelo Estatuto da Cidade, suscita um planejamento estratégico do município, do seu desenvolvimento e uma maior gestão democrática dos próprios interesses dos cidadãos habitantes da cidade. Esta dissertação de Mestrado tem como objetivo analisar a eficácia jurídica da lei do Plano Diretor de Curitiba 2015 (Lei nº 14.771/2015), no tratamento dado por seus idealizadores (Sociedade, Poder Executivo municipal e Poder Legislativo municipal) à função social da propriedade, sob a perspectiva dos direitos Urbanístico e Ambiental. Por meio de pesquisa em bases de dados acadêmicos, na literatura especializada e na jurisprudência nacional, estabeleceu-se parâmetros para a classificação da eficácia dos ordenamentos contidos no plano diretor de Curitiba em plena (aplicável de imediato), contida (apenas parte pode ser aplicada) e limitado (necessita de uma regulamentação futura para ter eficácia). Entre os principais resultados da pesquisa, tem-se que de 96 artigos da lei do Plano Diretor de Curitiba, diretamente ligados à área do direito urbanístico, direito ambiental e à propriedade, 40% dos mesmos possuem eficácia limitada, 16% dos artigos possuem eficácia contida e 44% possuem a sua eficácia plena. Ou seja, 56% dos artigos, voltados ao tema da pesquisa, não possuem uma aplicabilidade plena de suas diretivas. Isto significa que a lei responsável pelo planejamento do desenvolvimento urbano da cidade, nos próximos 10 anos, não possui eficácia imediata e suficiente para transformar o aspecto nebuloso da distribuição justa e correta da propriedade e de sua função social dentro do território do município de Curitiba. / The city of Curitiba has been regarded as a forefront synonymous of urban development and ecological balance. However, as in most large Brazilian cities, Curitiba faces social problems, especially in the area of urban property and its own environmental preservation facing urban invasions motivated by that. However, the Federal Constitution guaranteed the municipal administrators an essential element for the management of their cities, the Master Plan. This instrument, the Master Plan, which was regulated by the City Statute, provided a strategic planning for the municipality, in its development and a greater democratic management of its own citizens interests, the townspeople. This Master's dissertation aims to analyze the legal force of Curitiba’s Master Plan 2015 (Law No. 14,771 / 2015) in the treatment given by its creators (Society, Municipal Administration and Municipal Legislature) to the social function of property. It was elected as a paradigm for analysis of this work the Urban Law and Environmental Law and their determinations that guide the use, exploitation of urban land and the preservation of the natural and urban environment within the legal orders generated by the approval of the project law update of the master plan of the city of Curitiba. Through research in academic databases, in specific literature and in national jurisprudence, parameters were established for ranking the effectiveness of the orders contained in the full master plan of Curitiba (immediately applicable) contained (only part can be applied) and limited (it needs a future regulation to be effective). The results obtained throughout this work are posted at the end of this paper and they express that from the 96 articles directly related to the urban law area, environmental law and the property contained in the new law of Curitiba’s Master Plan, 40% of them have limited effectiveness, 16% of the articles have contained efficiency and 44% have their full effect, that is, 56% of the articles focused on the theme’s work does not have full applicability of their policies, which imposes thinking to the external observer that the law responsible for the urban development of the city for the next 10 years, at this moment, does not have sufficient efficacy to transform the nebulous aspect of the fair and correct distribution of property and its social function in the municipality of Curitiba.

Involving informally housed communities in shaping local government policies aimed at poverty alleviation: a South African perspective

This thesis discusses the involvement of informally housed communities in shaping local government policies aimed at poverty alleviation. Involving the poor in the design of anti-poverty policies at local level is regarded as an invaluable opportunity that should be used by municipal governments to make poverty alleviation efforts more demand-driven and therefore more relevant to the people they are meant to benefit. The argument is that because the poor know about poverty first-hand, they would be in a position to revive local government's capacity to respond effectively to their needs. But this does not come without a price. Because of the complexity of public management, participative democracy is liable to slow down the process of governance. It may also become advantageous to the interests of some people or groups of people at the expense of others if attention is not paid to the representation and consideration of all the voices in the community–to name two drawbacks. For this reason, it is essential to the realization of an effective bottom-up approach to anti-poverty policy-making that certain conditions are in existence and practical issues of involvement are worked through. Accordingly, it is the intention of this study to focus on two particular areas (conditions and practical issues that would facilitate the process of involving informally housed communities in the design of local government policies that affect their lives), which are investigated with particular reference to the South African context. Drawing upon a series of field surveys and a broad selection of relevant works of scholars from both the international and local scene, the picture that emerges is that there needs to be a proper level of government's commitment, capacity and legally binding responsibility coupled with a healthy degree of community's motivation, ability and organizational capacity in order to involve the poor in local governance efficiently. The study has also found that there needs to be proper forms of involvement (the most relevant of which are identified as an ombudsman, public meetings and residents' committees) that are to be employed with attention to such issues as stakeholders to be engaged, degree of participation, timing of involvement and topics for which public debate may be sought. / Development Studies / D.Litt. et Phil. Promoting household food security for many poor people globally and more so in Sub-Saharan Africa continues to be a challenge today. Ever rising poverty levels, an influx in the prevalence of the HIV/ AIDS pandemic, reduced rainfall accompanied by changing climatic patterns, environmental bankruptcy, the complexities associated with urbanization, globalisation as well as technology shift in the agricultural sector and capitalistic market economies all play a role in the food security debate. This research has highlighted some of the factors that influence the food economy and related these to the household food security of poor informal settlement dwellers. The balanced scorecard as a performance measurement tool for the South Africa government's upgrading of informal settlements programme

The perceived lack of progress by the Department of Human Settlements (“Department”) in meeting the increased demand for subsidised housing post-1994 is a ticking time bomb, given the repeated promises without any prospect of meeting the commitment to eradicate or upgrade all informal settlements by 2014. Despite ongoing delivery of subsidised housing, the backlog remained at 2,4 million households from 2005 to 2009, the indicator being the number of informal settlement households. The “Department” has acknowledged the existence of bureaucratic blockages throughout the housing delivery chain. Despite the urgency of the situation, there appears to be no research on the departmental factors hampering delivery under the Upgrading of Informal Settlements Programme (“programme”) and finding a solution that would maximise delivery within budgetary constraints. This research assesses the suitability of the Balanced Scorecard (BSC), a Strategic Management Accounting performance measurement and management tool, for addressing the departmental factors hampering delivery (“factors”) under the “programme” and develops a conceptual framework to guide any future application of the BSC to the “programme”.The complexity of housing delivery and the proposed integration of the BSC call for a detailed literature study of the post-1994 national housing and “programme” documentation and that of the public sector BSC. The theoretical study will establish how and by whom housing delivery should be done, the “factors” and the BSC framework and translation process. This will serve as the basis for the assessment of the suitability of the BSC for addressing the “factors” and the development of the conceptual framework.This study revealed that the BSC is suitable for addressing seven of the eight departmental factors hampering delivery under the “programme” and partially suitable for addressing the remaining factor. The recommendation is that the BSC be applied to the “programme” according to the conceptual framework provided. This study has contributed to knowledge by: producing an overall picture of the national framework for the delivery of subsidised housing, presenting the BSC as a suitable performance measurement tool for addressing the departmental factors hampering delivery under the “programme”, and developing a conceptual framework for any future BSC application to the “programme”. / Accounting Sciences / D. A comparative study of models of theological training for pastors and evangelists in Kibera informal settlement

Nairobi is one of the fastest growing cities in Africa with an average of five hundred people coming to the city on a daily basis. More than seventy percent of these people end up living in the informal settlements. An appropriate model of theological training for church leaders needs to be developed, so as to equip them to work with congregations and communities within the informal settlements, to address the needs and potential of people living in the context of Kibera informal settlements and to bring about spiritual and material transformation in their midst. A qualitative and comparative study was undertaken and data was collected through semistructured interviews and focus group discussions. After interpreting the data, the researcher found out: The problems and needs of the community and challenges of church ministers in the informal settlements are enormous. It includes unemployment, poor housing and sanitation, and a general lack of resources to meet basic needs; as well as negative ethnicity, inadequate ministers‟ stipends and the dependence of church members on ministers.  The existing models of theological education have not effectively equipped church ministers to face these challenges in informal settlement ministry. The research study end by proposing a model that will enable church ministers‟ witness to the incarnation of Christ among marginalized people in the informal settlement of Kibera. This model of theological training will be informed by African, Freirian and Western approaches to education. An evaluation of school readiness in an informal settlement

School readiness is a stage in a child's development when he learns easily and effectively. A child who is not yet ready for school on school entry is already at a disadvantage in the formal learning situation. This in itself can affect his school performance in the later years. The researcher, being a primary school teacher noticed that the children from the informal settlements that had no pre-school intervention arrived at school unready to learn. This investigation set out to evaluate the school readiness of children from an informal settlement without a pre-school programme. The school readiness of these children were compared against children from an informal settlement with a pre-school programme. Test and questionnaires were used to determine the five year olds' school readiness. The researcher used the idiographic method of research. Experiences of practitioners in early childhood development centres in impoverished and marginalised predominantly white communities

Poverty is a global concern and the implementation of a quality early childhood development (ECD) programme is one of the most powerful ways of breaking the poverty cycle. Although research has been done regarding ECD centres in impoverished, marginalised and predominantly black communities (informal settlements), there is little, if any, similar research regarding predominantly white settlements. The purpose of this narrative study is to explore and understand the experiences of ECD practitioners regarding their work in impoverished and marginalised predominantly white communities. I, therefore, conducted this study from a social constructivist paradigm. The participants constructed their realities based on their lived experiences and interaction with others. The experiences of the participants were also influenced by their entire ecological system – their everyday experiences in their work and lives, as well as more distal influences for example South-Africa’s socio-political dispensation and cultural influences. Consequently the study was framed within the Ecological Systems Theory of Bronfenbrenner. I collected data through narrative interviews with two participants (ECD practitioners), and through field notes from observations, documents, photographs and artefacts. From the coded data, four main themes emerged – social and personal experiences, experiences concerning place, experiences with camp leadership and experiences concerning support infrastructure. These themes will be useful to determine the kind of support that practitioners need to ensure the quality of ECD programmes to support the optimal development of the children. / Armoede is ʼn globale probleem en kwaliteit kleinkinderontwikkelingsprogramme (KKO-programme) is een van die kragtigste maniere om die armoede-siklus te verbreek. Alhoewel daar navorsing omtrent KKO-sentra in verarmde en gemarginaliseerde oorwegend swart gemeenskappe (informele nedersettings) gedoen is bestaan daar min, indien enige, soortgelyke navorsing in oorwegend blanke nedersettings. Die doel van hierdie narratiewe studie is om die ervarings van KKOpraktisyns in hulle werk in verarmde en gemarginaliseerde oorwegend blanke nedersettings te ondersoek en te verstaan. Daarom het ek hierdie studie vanuit ‘n sosiaal-konstruktivistiese paradigma uitgevoer. Die deelnemers het hulle realiteite geskep gebaseer op hulle geleefde ervarings en interaksies met ander. Die ervarings van die deelnemers is ook beïnvloed deur hulle hele ekostelsel – hulle daaglikse ervarings in hulle werk en lewens, asook verwyderde stelsels van invloed soos Suid-Afrika se sosio-politieke bedeling en kulturele invloede. Gevolglik is hierdie studie geformuleer binne die Ekologiese Sisteemteorie van Bronfenbrenner as raamwerk. Ek het data versamel deur narratiewe onderhoude te voer met twee deelnemers (KKO-praktisyns), en deur veldnotas van waarnemings, dokumente, foto’s en artefakte. Uit die gekodeerde data het vier hooftemas navore gekom – sosiale en persoonlike ervarings, ervarings met betrekking tot plek, ervarings met kampleierskap en ervarings rakende ondersteuningsinfrastruktuur. Hierdie temas sal bruikbaar wees om die soort ondersteuning te bepaal wat praktisyns benodig om ʼn kwaliteit KKOprogram te verseker om sodoende die optimale ontwikkeling van die kinders te ondersteun. / Early Childhood Education / M. This study has been undertaken to investigate whether the interventions implemented by City of Johannesburg Metropolitan Municipality to eradicate informal settlements are effective in addressing challenges faced by informal settlement dwellers. In South Africa, informal settlement upgrading process is acknowledged as an effective means of eradicating informal settlements. In this regard, interventions to eradicate informal settlements require extensive research in order to have proposals for future policy interventions.
