Higher Education and National Development: The Response of Higher Education Institutions in Malawi (2000-2010)

<p>Theoretically, the role of higher education in national development has become clearer than before, while empirically the evidence is overwhelming. Elsewhere in the world, countries that have made tremendous strides in both social and economic development invested heavily and strategically in higher education. In Malawi, the role of higher education in national development has always been recognised by development policies since independence in 1964 <span style="mso-bidi-font-style:italic">However, with the exception of the first 15 years of independence, Malawi&rsquo / s development path has registered abysmal results both on the social and the economic fronts despite undergoing significant socio-economic and political reforms. Malawi remains one of the most underdeveloped countries whether judged by Gross National Product (GNP) per capita, the UNDP&rsquo / s Human Development Index (HDI) or the Human Poverty Index (HPI). One of the factors that is considered as having contributed to low levels of development is the performance of education systems (primary, secondary and higher education) (World Bank, 2009).</span>It is against this background that this study sought to examine how Malawi&rsquo / s higher education institutions (HEIs) have responded to their roles as prescribed by the national development policies with a focus on the period between 2000 and 2010. Four questions guided the study: i) what specific roles do national development policies define for HEIs to ensure that higher education contributes to national development? ii) To what extent are these roles performed by HEIs in Malawi? iii) What factors determine the performance of HEIs in their expected roles? iv) What pattern of response to their (HEIs&rsquo / ) expected roles can be identified? Theoretically and analytically, the study was informed by the two perspectives of the open systems theory, namely the resource-dependency approach and neo-institutional approach. These two approaches contend that actions by organisations are limited and influenced by various pressures and demands emanating from their internal and external environments and that organisations often respond accordingly in order to survive. Methodologically, the study employed a mixed-method design (of qualitative and quantitative) with a dominant usage of qualitative methods. A multiple case study approach was used in which data were collected through unstructured interviews, semi-structured interviews and documentary review. For qualitative data, the analysis was done using a text method while quantitative data were analysed using Statistical Package for Social Sciences (SPSS) and Microsoft Excel to provide simple descriptive analysis through charts, tables and graphs.<span style="mso-fareast-font-family:TimesNewRoman"> Overall, the study found that Malawi development policies expect HEIs to enhance access, equity, relevance, efficiency and quality of higher education as a way of ensuring that higher education contributes to the national development project. However, the study identified several patterns of response by HEIs (towards these expected roles) that tentatively explain the sub-optimal contribution of higher education in national development. These patterns of response include: inclination towards responding to the politically sensitive crises in the higher education system (for public HEIs) and profit-compatible roles (for private HEI) / use of sub-standard resources and methods antithetical to genuine teaching and learning / duplication by private HEIs of the &ldquo / soft&rdquo / roles being undertaken by public HEI / the abandonment of some of the HEIs&rsquo / original ideals and founding pledges, which are compatible with national development roles / and substitution of long-term coherent academic planning by short-term survival strategies. </span><span style="mso-bidi-font-size:18.0pt / mso-fareast-font-family:TimesNewRoman / mso-bidi-font-family:Arial / color:black / mso-fareast-language:EN-US / mso-bidi-font-weight: bold">The study presents a number of implications, lessons and recommendations in the area of higher education and development. These include: the need for the government to recognise the importance and impact of intra-sectoral linkages in the entire education system on the performance of HEIs / the need to enforce the effective participation of private and public HEIs in national developmental project by establishing a proper regulatory framework / the need to enhance regional and internal collaboration among universities if they are to effectively respond to national roles / the need to reduce marginalisation of HEIs by maximising efforts that create linkages with the productive sector / the need to devise a robust public financing mechanism that broadly deals with issues of equity, relevance, quality and access of higher education / and the need to match education investment priorities and sequencing with development policies</span></p> <p>&nbsp / </p> <p class="MsoNormal" style="text-align:justify">&nbsp / </p> <p>&nbsp / </p>

A análise contempla a percepção de professores e de alunos concluintes, considerando dois aspectos básicos: o direcionamento do ensino para o desenvolvimento de Rondônia e as aprendizagens de habilidades e competências necessárias ao futuro administrador. Para tanto, investiga diferentes períodos históricos, a fim de compreender como se deu a implantação e expansão dos cursos de Administração no Brasil, e qual sua relação com o desenvolvimento. Devido à natureza qualitativa do trabalho, optou-se pelo estudo de caso, utilizando como instrumento de coleta dos dados entrevistas e aplicação de questionários a alunos e professores do curso, com os quais se procurou examinar sua percepção quanto à interligação do ensino com o desenvolvimento, e identificar quais são as competências e habilidades trabalhadas no processo de formação profissional dos futuros administradores. Para a análise documental foram considerados: pareceres, resoluções, diretrizes curriculares dos cursos de Administração do Brasil, e o mais recente projeto político pedagógico do curso de Administração da UNIR (2005). As análises se pautam pelas literaturas das áreas Administração e Educação. As fontes desses referenciais foram selecionadas em meio eletrônico, bibliotecas virtuais e sites de instituições, por exemplo, a Associação Nacional de Pós-Graduação e Pesquisa em Administração (ANPAD) e a Associação Nacional dos Cursos de Graduação em Administração (ANGRAD). State Development, Corruption &amp; the Consequences of Colonization : The Case of Mexico and the Philippines

This thesis argues that colonization plays a major role in corruption in developing countries. There are different types of corruption: bribery, fraud, and institutional corruption. They occur often, and in some instances, these habits were developed as a result of the colonizers influencing the behaviors of their colonies. Although colonial times seem far back, the characteristics and influences have been deeply engrained in the countries that have long since gained their independence from their colonizers. In the following thesis, I will argue the correlation that colonization and corruption have, while also addressing particular countries in the argument maintaining that there is a link that exists. This case aims to foster an understanding that although there are many causes of corruption, colonization serves as a basis for state development, which in turn affects the presence of corruption. This thesis will reflect research made by scholars regarding corruption and colonization, as well as the theory and hypotheses that support each issue.

State Public Authorities, Local Politics, and Democratic Planning: New York’s Empire State Development Corporation

Public authorities supplement routine government functions by building infrastructure, maintaining bridges, building stadiums and convention centers, managing public housing, and running mass transit systems. These special purpose governments are a fixture of urban development and service delivery. Drawing on a framework informed by theories of public authorities and intergovernmental politics, this study examines how statewide public authorities interact with localities and what the implications are for intergovernmental politics and local democratic planning. This research focuses on a state public authority in New York State responsible for economic development: the Empire State Development Corporation. Through archival analysis, interviews, legislative review, and document and project analysis, I show that when a public authority carries out economic development, it can facilitate local economic development planning by overcoming local political inertia, or it can hinder a locality’s planning efforts by substituting statewide economic development interests for local interests. In both cases, there is a negative effect on local democratic processes. By overriding local laws, acting in isolation from the public and the legislature, and allowing the businesses community special access to the public authority, the public authority subverts deliberative and inclusive democratic processes. This study concludes by suggesting ways that public authorities can take up democratic planning principles.

O juiz gestor: entre o imaginário e a realidade / Judge Manager: between the imaginary and reality

A presente dissertação procura analisar o acesso à justiça na perspectiva da denominada gestão judiciária e os prováveis impactos positivos que tal enfoque pode ocasionar no desenvolvimento de um Estado Democrático de Direito - assim entendido em uma perspectiva ampla, de valorização da pessoa humana e de sua dignidade. Para tanto, direciona seu estudo à pessoa do juiz, responsável pela organização e o funcionamento do aparato judiciário. Com base no modelo de gestor fixado a partir da ciência da Administração, que engloba as funções administrativas consideradas como básicas para conduzir uma organização, é realizada uma pesquisa empírica com base em um questionário, no qual se busca captar a percepção juiz sobre a gestão judiciária. Ao final, compara e analisa os dados obtidos pela pesquisa para concluir que, embora haja indicativos da melhoria da percepção do juiz relativamente a gestão judiciária, ainda persiste uma visão singela da mesma. Considera, por fim, que uma melhor formação e a capacitação adequada podem melhorar sua atuação como gestor e de todo serviço judicial, potencializando o acesso à justiça e o amplo desenvolvimento buscado pelo Estado brasileiro. / We analyze the justice access in the context of so-called judicial management as well as the likely positive impact that such an approach may result in the development of a Democratic State, which encompasses here the appreciation of the human person and his or her dignity. Hence, this research aims to study the judge, who is the responsible person for the organization and functioning of the judicial apparatus. We designed an empirical research based on a questionnaire that sought to capture judges\' perception on judicial management. Such empirical research was based on the manager model set from the science of management, which includes the administrative functions considered basic to lead an organization. Finally, it compares and analyzes the obtained data to conclude the following; although there are improvement indications in judges\' perception regarding judicial management, he or she still has a simpler view of it. In addition, improved and adequate training can better his or her performance as a manager hence the entire judicial service. It will enhance justice access and comprehensive development sought by the Brazilian State.

Consacrée à l’organisation de l’artillerie des ducs de Bourgogne, cette thèse met en perspective la modernisation du matériel et la professionnalisation du personnel de l’arme au cours de la seconde moitié du XVe siècle. Les transformations fondamentales auxquelles l’artillerie est alors sujette, définissant largement son utilisation pour les trois siècles à venir, semblent tributaires de décisions politiques autant sinon plus que d’évolutions techniques que le pouvoir princier devait stimuler. <p><p>En une première partie sont analysés les modes de décision, de financement et de contrôle d’une arme en plein essor. L’implication personnelle des ducs, Charles le Hardi/Téméraire en tête, est patente. Mais, le développement d’une administration particulière s’impose. La spécialisation de ce personnel est révélée par l’analyse prosopographique. L’artillerie acquiert alors une certaine autonomie au niveau de la gestion des stocks matériels et des ressources financières et humaines. <p><p>La seconde partie est consacrée au matériel. Les politiques d’acquisition des armes à feu, des munitions et du matériel auxiliaire (affûts, manteaux, outillage divers) témoignent d’une prise en main progressive de la production :on assiste à l’émergence, encore timide certes, d’une première « industrie d’État ». Quittant le château ducal, le parc d’artillerie des princes bourguignons rejoint des lieux plus adaptés à son stockage, à son entretien, voire à sa fabrication :c’est la naissance de l’arsenal moderne – un des premiers à l’échelle de l’Europe occidentale. Il est alors possible, pour les gestionnaires comme pour l’historien, d’évaluer la puissance de frappe des ducs. Celle-ci est tributaire de deux facteurs :le nombre de bouches à feu, d’une part, la standardisation des calibres, influençant les cadences de tir, de l’autre. Tant au niveau quantitatif que qualitatif, l’état-major bourguignon mène de réels efforts qui doivent permettre à l’artillerie ducale d’éluder les inconvénients politiques et militaires d’un emprunt aux communes et aux seigneurs. <p><p>Le troisième volet de l’étude concerne les hommes animant les structures de l’artillerie. Il s’agit d’un ensemble d’artisans-soldats ayant un rôle dans la conception, la fabrication et la manipulation de l’arme. Les modalités de leur recrutement révèlent la volonté du pouvoir princier de s’attacher les meilleurs spécialistes. Un corps ordinaire aux effectifs encore minces, certes, est alors constitué, complété en temps de guerre par un appel aux métiers urbains et par la réquisition d’une abondante main-d’œuvre sur le pays. <p><p>Au final, si le gouvernement de Philippe le Bon en révèle les prémices, l’émergence de nouvelles conceptions relatives à la gestion d’une arme en pleine croissance doit attendre le règne de Charles le Hardi. L’efficacité de l’artillerie ducale, devenant un véritable instrument au service du pouvoir central, devait s’en trouver accrue. Pourtant, suite aux défaites de ce duc, un recul des conceptions de l’arme est perceptible. Sans pour autant abandonner entièrement la poursuite des visées de son prédécesseur, Maximilien doit composer avec des moyens financiers et humains inférieurs. Le pouvoir central devint alors à nouveau plus dépendant des pouvoirs communaux et seigneuriaux avec lesquels il fallait négocier, dans le domaine de l’artillerie comme en tant d’autres… <p> / Doctorat en Histoire, art et archéologie / info:eu-repo/semantics/nonPublished
