A multiple regression analysis of six factors concerning school district demographics and superintendent tenure and experience in 2007-2008 schools relative to student achievement on the third grade Kansas reading assessments

Ross / The purpose of this quantitative study was to examine the relationship between the length of tenure of a superintendent and academic achievement as defined by the percentage of students who scored “Proficient” or better on the 2008 Third Grade Kansas Reading Assessment. To put this relationship into context, five other predictive variables were included as a part of this study: the individual’s total length of experience as a superintendent, the individual’s total length of experience in education, each district’s assessed valuation per pupil, each district’s percentage of students who qualified for free or reduced meal prices, and each district’s total student headcount. To gain the most comprehensive view possible, all 295 Kansas school districts in existence in 2008 were included in this study. The backward method of multiple regression was utilized to analyze these data. Before performing this analysis, the researcher first checked to ensure that the assumption of no multicollinearity had been met. From this analysis, all six predictive variables were retained as no relationships between them were found to be too strong. Following this check, the backward method of multiple regression analysis was performed. This method of multiple regression seeks to create the most parsimonious model, so two of the predictive variables were excluded from the final summary model based on removal criterion, the significance value of the t-test of each predictive variable. Results of this study revealed that 9.9% of the variance in the dependent variable, the percentage of students who scored “Proficient” or better on the 2008 Third Grade Kansas Reading Assessment, was accounted for by the predictive variables in the model retained. Further, multiple regression analysis tested the unique contributions of the four remaining predictive variables. Although included as one of the four predictive variables that had a significant effect on the percentage of students who scored “Proficient” or better on the 2008 Third Grade Kansas Reading Assessment, the primary focus of this study – to examine the impact a superintendent’s length of tenure has on students’ academic achievement – proved to have the least relative impact, according to beta weights.

Mentoring the first-year superintendent in Texas public schools.

This study determined what mentoring experiences first-year superintendents have had and what they need from a mentoring relationship. Structured interviews and field notes were used in this qualitative study focused on Texas first-year superintendents' perceived needs from mentors. Three patterns of mentoring relationships were found: 1) no mentor in the first year, 2) mentor-protégé relationship - those who developed mentoring relationships early in a career with a more senior person in the same school system, and 3) mentoring relationships of convenience - young relationships which developed outside the same system. Skills and knowledge areas novice superintendents identified as critical for mentor assistance were school finance, development of effective relationships with groups that have expectations of the superintendent while also improving student achievement, and working within the politics of the position. Mentor characteristics novice superintendents considered necessary for a positive effect on job success include: trustworthiness, confidentiality, empathy, encouraging, active listening, and integrity. An attitude in which the mentor problem solved with the protégé, and did not give an immediate solution was displayed. Mentors actively and frequently initiated contact. Ideas were freely exchanged, giving the protégé undivided attention while not making the protégé feel inferior. The effects that previous mentoring experiences had on novice superintendents influenced whether they chose to mentor another person. Most reported seeking or engaged in a new mentoring relationship. Differences in areas where help was needed among first-year superintendents associated with district size were reported. Assistance in finance was needed regardless of district size, gender, or ethnicity. Superintendents in small districts reported needing assistance in specific skill and knowledge areas. Those in larger districts reported mentor assistance in problem-solving processes to accomplish a task. Differences in needs of first-year superintendents based on gender or ethnicity were identified but generalizations could not be made due to small numbers. Recommendations for university administrative preparation programs and designing formal mentoring programs were made.

Complex poverty and urban school systems: critically informed perspectives on the superintendency

Complex Indigenous and racialized poverty exists in Canada. Child poverty obviously has a negative impact on our youth who are served by school systems. As Silver (2014, 2016) and others have demonstrated, poverty can lead to poor educational outcomes. The purpose of this study was to examination the understandings and actions of four superintendents in Winnipeg, Manitoba related to complex Indigenous and racialized poverty. The superintendency is incredibly complex and extremely political, and there cannot be a recipe book from which superintendents can help advance the cause of greater equity for all our students. That said, we can learn from the stories of those who have made a difference, no matter how small or contextualized. We can advance our knowledge to inform how superintendents can contribute to the creation of educational environments in which people challenge, develop, and, in the words of Foster (1986), “liberate human souls” (p. 18). Using a qualitative approach informed by critical theory, this study explores how the superintendents understood issues related to complex, racialized poverty in particular; and how these understandings influenced their work in highly complex, political, and contextual work environments. In this study, each of the superintendents participated in a series of individual interviews and a group dialogue. The study attempts to ascertain (a) what the participants believed about complex poverty and how they have come to these understandings, (b) how they described the socio-political and organizational environments that informed and influenced their work as superintendents and; what they were able and unable do to mitigate the effects of poverty upon students and their communities, and (c) what actions have they undertaken to attempt to address issues of racialized poverty and what else they think should be done in schools, in school systems, and in the greater communities. / February 2017

Superintendent Preparation for the 21St Century

This study focused on the perceptions of six superintendents regarding the state of the profession as of 2012, and it reports their thoughts and suggestions as to what preparation is needed by superintendents for the 21st century. The participating superintendents, who were all members of the Western States Benchmarking Consortium, were employed in six school districts in five states. Data were collected through surveys and telephone interviews. The findings of this study clearly indicate a lack of cohesion between what superintendents learned in their university professional preparation programs and what they practice in their day to day activities. The superintendents involved in this study tended to favor a hybrid approach – rigorous theoretical insight grounded in real world practice. Since superintendents typically spend a good deal of their time solving challenging problems including funding shortfalls, competition from other educational institutions, and the constant scrutiny of the media; their preparation needs to provide opportunities to develop their leadership skills and solve real world problems in an environment where they can take risks. Mentoring and participation in professional consortiums were recommended as key elements for the preparation of the twenty-first century superintendent. This study contributes to the discussion of how to best prepare school leaders for the current and future demands of superintendency.

The superintendent’s role in teacher professional development

Now, in the face of changing leadership standards, they are being required to provide leadership that more directly enhances student learning by way of teacher professional development. This case study takes a deeper look into the process of the superintendent’s role in district professional development. This will include a purposeful examination to clearly understand the superintendent’s role in designing, implementing, and monitoring professional development in the school district. The study includes (a) the meaning of professional development; (b) examination of school leadership theories and roles; and (c) analysis of how professional development impacts the classroom design of a district instructional framework for professional development.

While there is ample research on how to improve chronically underperforming schools, a research gap exists specifically around addressing implementation of mandated turnaround policy. This qualitative study uses the theory frame of policy sense-making to identify how implementers come to understand turnaround policy and to explore how that sense-making impacts their implementation decisions. This study seeks to understand the role of central office in turnaround policy sense-making by collecting data on superintendent and central office administrator sense-making and its impact on policy implementation. While recent research on school improvement has focused on school improvement actions and responsibilities of principals and teachers, this study seeks to address the research gap of the essential role of school district offices in school turnaround. Framing Innovation: the Role of Distributed Leadership in Gaining Acceptance of Large-Scale Technology Initiatives

Thesis advisor: Diana Pullin / Thesis advisor: Vincent Cho / This dissertation of practice utilized a multiple case-study approach to examine distributed leadership within five school districts that were attempting to gain acceptance of a large-scale 1:1 technology initiative. Using frame theory and distributed leadership theory as theoretical frameworks, this study interviewed each district's superintendent and members of the technology leadership team and assessed how they interacted with the superintendent and each other. Using these theoretical frameworks, this study made several findings relevant to scholarship around technology leadership at the school district level. One finding related to frame theory was that superintendents achieved acceptance of these large-scale 1:1 technology initiatives using the prognostic and motivational frames. Furthermore, superintendents considered constraints and developed strategic processes for implementation of technology initiatives. With respect to distributed leadership theory, this study found that the technology leadership teams included a primary leader and secondary leaders. Furthermore, superintendents interacted with the technology leadership team through institutional practices and took on tasks that fell within their job responsibilities. Typically, these institutional practices were regularly scheduled meetings, such as a district leadership team meeting. Lastly, the technology leadership team interacted through institutional practices, intuitive working relations, spontaneous collaboration and coordinated tasks that fell both in and outside of their typical job responsibilities. Many of the technology teams' interactions that fell within spontaneous collaboration and intuitive working relations were to problem solve issues with the technology implementation, such as members meeting with the technology director to troubleshoot infrastructure challenges. Superintendents' Leadership Behaviors for DIBELS Implementation: A Comparative Case Study of Principals' and Superintendents' Perceptions

Current school reforms under No Child Left Behind (NCLB, 2001) call for effective leadership from federal and state levels and across the school district from the superintendent to the school level to improve student learning. Part of the complexity of NCLB is greater superintendent accountability for increased student learning, which necessitates new conceptions of superintendent leadership behaviors.An unexplored area of educational research involves elementary principals' and superintendents' perceptions of superintendents' leadership behaviors and perceptions of superintendents' leadership behaviors for Dynamic Indicators of Basic Early Literacy Skills (DIBELS) implementation. Additionally, an unexplored area of educational research is the comparison of elementary principals' perceptions of superintendent leadership behaviors with superintendents' self-reported leadership behaviors. The purpose of this study was to examine principals' and superintendents' perceptions of superintendents' leadership behaviors for DIBELS implementation.This mixed methods comparative case study used Q-methodology, and principals' and superintendents' interviews. Field observations and document analysis enriched the descriptions and understandings of superintendent leadership in this study.Findings indicated superintendents set defensible directions and influenced principals to implement DIBELS. Superintendents provided a leadership support network for principals comprised of mid-level district administrators. The relationships in this network, coupled with supports and resources in the network, gave principals access to social capital for DIBELS implementation.

Overcoming Barriers: Women in the Superintendency

ABSTRACT OVERCOMING BARRIERS: WOMEN IN THE SUPERINTENDENCY by Claire M. Miller Women currently represent the largest number of teachers in the United States but remain underrepresented in the superintendent position. This suggests that the superintendency has been influenced by patriarchy. If women are to break through the barriers that prevent them from attaining a superintendency, we will need to understand the social construction of the position and women superintendents’ experiences with barriers. What do women in the superintendency think about what it means to be one of a few women in a male-dominated occupation? How does gender consciousness play a role in the ability to examine and understand barriers? How do characteristics of the position interacting with gender? Literature is reviewed surrounding these questions and includes barriers with feminine expectations, career mobility, good old boy network, mentors, family obligations, and the selection process. A qualitative approach was used to examine the experiences of five female superintendents. Additionally, race was masked to protect the identities of the women. Patriarchy was identified as the central structure for understanding the women’s experiences with barriers. This study also sought to draw on the theoretical model of sociocultural explanations for the underrepresentation of women in the superintendency. This model analyzes gender differences and focuses on sex role stereotyping, career socialization, and women’s culture to describe women’s experiences. The findings indicate that women are beginning to overcome some of the barriers; however, many of them are still present. This inquiry is important because it allows us to examine the barriers within the superintendency in order to provide a new perspective to the body of literature that has historically been grounded in almost exclusively white, male, and heterosexist epistemologies. This new perspective includes methods to overcome the barriers rather than navigate them.

Parent's understanding of their school governance roles : perceptions of the school management teams (SMTs) and parents.

The study investigated perceptions of the School Management Teams (SMTs) and parents in the School Governing Bodies (SGBs) regarding the parents understanding of their roles. The South African Schools Act, 84 of 1996, provided all public schools with powers to run the schools through the SGBs. As an educator and the member of the SMT, I have observed that most governance roles are performed by the Principal and staff in the schools, hence conducted this study. The study was a multi-site case study of three primary schools of Ndwedwe circuit. To collect data the study used three instruments, namely interviews, observation and document analysis. The findings of the study revealed that parents in the School Governing Bodies are not coping with their many roles as they are stipulated by SASA due to their low levels of literacy. Besides illiteracy it seems parents in the SGBs lack information regarding their roles. The study recommends that parents in the SGBs must kept informed, trained and encouraged to upgrade their literacy levels to cope in their governance roles / Thesis (M.Ed.)-University of KwaZulu-Natal, Durban, 2008.
