<p>This research report, explores the challenges contributing to a non-effective implementation of performance and development management system at the Department of Social Development in Eastern Cape. My argument is that although the system has been fully implemented throughout the province and in all the layers of the department, there are still challenges that contribute to its ineffective implementation of this system. This research report debates a range of issues such as: challenges that revolve around the lack of proper&nbsp / knowledge and training in staff, non-alignment of performance contracts with operations of the department, attitudes of officials towards the system itself and the desired&nbsp / institution&rsquo / s operation that may contribute to its performance and achieve its objective of effective service delivery meaningfully. The research report also explores the paradigm shift&nbsp / of the department from a traditional &lsquo / welfarish&rsquo / approach to a one that focuses on social development. This research especially seeks to understand how the department seeks to plan for institutional change that will promote delivery its services to communities more. The reason for this focus derives from department is practice to provide services sectoralyand not in an integrated manner. Hence the critique, in this research is of the roles and responsibilities of all different layers of the department. This, I specifically argue for re-orientation of the department, not merely institutionally, but also strategically by adopting a social development approach to service delivery.</p>

Performance measurement and evaluation of time-shared operating systems

Time-shared, virtual memory systems are very complex and changes in their performance may be caused by many factors - by variations in the workload as well as changes in system configuration. The evaluation of these systems can thus best be carried out by linking results obtained from a planned programme of measurements, taken on the system, to some model of it. Such a programme of measurements is best carried out under conditions in which all the parameters likely to affect the system's performance are reproducible, and under the control of the experimenter. In order that this be possible the workload used must be simulated and presented to the target system through some form of automatic workload driver. A case study of such a methodology is presented in which the system (in this case the Edinburgh Multi-Access System) is monitored during a controlled experiment (designed and analysed using standard techniques in common use in many other branches of experimental science) and the results so obtained used to calibrate and validate a simple simulation model of the system. This model is then used in further investigation of the effect of certain system parameters upon the system performance. The factors covered by this exercise include the effect of varying: main memory size, process loading algorithm and secondary memory characteristics.

In this study, a new gas turbine monitoring system being able to carry out appropriate run process is set up for a gas turbine with 250 kW power rating and its accessories. The system with the mechanical and electrical connections of the required sub-parts is transformed to a kind of the test stand. Performance test result calculation method is described. In addition that, performance evaluation software being able to apply with the completion of the preliminary performance tests is developed for this gas turbine. This system has infrastructure for the gas turbine sub-components performance and aerothermodynamics research. This system is also designed for aviation training facility as a training material for the gas turbine start and run demonstration. This system provides the preliminary gas turbine performance research requirements in the laboratory environment.

New results in factory physics – insights from the underlying structures of manufacturing systems

The objective of this dissertation is to enhance the overall understanding of practical manufacturing systems by using rigorous academic approaches, primarily queueing theory. The scope spans from the performance of a single manufacturing process to the performance of a manufacturing system. Queueing models are commonly used to evaluate the performance of manufacturing systems. Exact M/M/1 or approximations of G/G/1 models are usually adopted to describe the behavior of a single machine system. However, when applying queueing models to a single machine, some practical issues are encountered. A real machine is subject to different types of interruptions, such as breakdowns, setups and routine maintenance. The proper queueing models under interruptions are presented. The behavior of manufacturing systems is explored by first investigating the underlying structure of tandem queues. We introduce two properties describing the dependence among servers in tandem queues, namely the intrinsic gap and intrinsic ratio, and develop a new approximation approach. The approach exploits what we call the nearly-linear and heavy-traffic properties of the intrinsic ratio. Across a broad range of examined cases, this new approach outperforms earlier approximations that are based on the parametric-decomposition and diffusion approximation approaches. We also demonstrate its use with historical data to achieve very accurate queue time estimates. Furthermore, based on the structure of tandem queues, a way to model the performance of manufacturing systems has been developed.

Fair and high performance shared memory resource management

Chip multiprocessors (CMPs) commonly share a large portion of memory system resources among different cores. Since memory requests from different threads executing on different cores significantly interfere with one another in these shared resources, the design of the shared memory subsystem is crucial for achieving high performance and fairness. Inter-thread memory system interference has different implications based on the type of workload running on a CMP. In multi-programmed workloads, different applications can experience significantly different slowdowns. If left uncontrolled, large disparities in slowdowns result in low system performance and make system software's priority-based thread scheduling policies ineffective. In a single multi-threaded application, memory system interference between threads of the same application can slow each thread down significantly. Most importantly, the critical path of execution can also be significantly slowed down, resulting in increased application execution time. This dissertation proposes three mechanisms that address different shortcomings of current shared resource management techniques targeted at multi-programmed workloads, and one mechanism which speeds up a single multi-threaded application by managing main-memory related interference between its different threads. With multi-programmed workloads, the key idea is that both demand- and prefetch-caused inter-application interference should be taken into account in shared resource management techniques across the entire shared memory system. Our evaluations demonstrate that doing so significantly improves both system performance and fairness compared to the state-of-the-art. When executing a single multi-threaded application on a CMP, the key idea is to take into account the inter-dependence of threads in memory scheduling decisions. Our evaluation shows that doing so significantly reduces the execution time of the multi-threaded application compared to using state-of-the-art memory schedulers designed for multi-programmed workloads. This dissertation concludes that the performance and fairness of CMPs can be significantly improved by better management of inter-thread interference in the shared memory resources, both for multi-programmed workloads and multi-threaded applications. / text

Virtualization of Data Centers : Case Study on Server Virtualizationn

Nowadays, Data Centers use Virtualization, as a technique to make use of the opportunity for extension of independent virtual resources from the available physical hardware. Virtualization technique is implemented in the Data Centers to maximize the utilization of physical hardware (which significantly reduces the energy consumption and operating costs) without affecting the “Quality of Service (QoS)”. The main objective of this thesis is to study, the different network topologies used in the Data Center architecture, and to compare the QoS parameters of the virtual server over the physical server and also to abstract the better technology exists for virtualization. The research methodology used in this thesis is “qualitative”. To measure the QoS, we take the Latency, Packet loss, Throughput aspects of virtual servers under different virtualization technologies (KVM, ESXi, Hyper-V, Fusion, and Virtualbox) and compare their performance over the physical server. The work also investigates the CPU, RAM Utilizations and compare the physical and virtual server's behavior under different load conditions. The Results shows us that the virtual servers have performed better in terms of resource utilization, Latency and response times when compared to the physical servers. But there are some factors like backup and recovery, VM Sprawl, capacity planning, building a private cloud, which should be addressed for the growth of virtual data centers. Parameters that affect the performance of the virtual servers are addressed and the trade-off between the virtual and physical servers is established in terms of QoS aspects. The overall performance of virtual servers is effective when compared to the performance of physical servers.
