Financial and risk assessment and selection of health monitoring system design options for legacy aircraft

Aircraft operators demand an ever increasing availability of their fleets with constant reduction of their operational costs. With the age of many fleets measured in decades, the options to face these challenges are limited. Integrated Vehicle Health Management (IVHM) uses data gathered through sensors in the aircraft to assess the condition of components to detect and isolate faults or even estimate their Remaining Useful Life (RUL). This information can then be used to improve the planning of maintenance operations and even logistics and operational planning, resulting in shorter maintenance stops and lower cost. Retrofitting health monitoring technology onto legacy aircraft has the capability to deliver what operators and maintainers demand, but working on aging platforms presents numerous challenges. This thesis presents a novel methodology to select the combination of diagnostic and prognostic tools for legacy aircraft that best suits the stakeholders’ needs based on economic return and financial risk. The methodology is comprised of different steps in which a series of quantitative analyses are carried out to reach an objective solution. Beginning with the identification of which components could bring higher reduction of maintenance cost and time if monitored, the methodology also provides a method to define the requirements for diagnostic and prognostic tools capable of monitoring these components. It then continues to analyse how combining these tools affects the economic return and financial risk. Each possible combination is analysed to identify which of them should be retrofitted. Whilst computer models of maintenance operations can be used to analyse the effect of retrofitting IVHM technology on a legacy fleet, the number of possible combinations of diagnostic and prognostic tools is too big for this approach to be practicable. Nevertheless, computer models can go beyond the economic analysis performed thus far and simulations are used as part of the methodology to get an insight of other effects or retrofitting the chosen toolset.

Addressing the Reliability and Life Cycle Cost Analysis Problem for Technology and System Developers Early in the DoD System Development Process

Early in the process of developing or upgrading new weapon systems, Department of Defense (DoD) system and technology developers are faced with decisions regarding which technologies are appropriate for inclusion into the conceptual design. To reduce risk and improve decision making, system and technology developers need a capability to assess the impact of technology reliability on the attributable Operating and Support (O&S) cost of the system. Early understanding of the reliability implications of potential technologies on system O&S cost will help make better informed decisions early in the system development timeline, prior to points of design lock-in. Using a Marine Corps case study and a system dynamics simulation model, this thesis examines the nature of the relationship between component reliability and attributable changes in O&S cost. This thesis also develops a potential analysis methodology repeatable for future use. The modeling results indicate that this relationship is best described as exponential decay, meaning that the savings in O&S cost per system mile is proportional for any fixed incremental change in component reliability. We find these results to be insensitive to changes in preventative maintenance policies, maintenance deferment ratios, and component replacement cost. We completed verification and validation using the case study and existing Marine Corps systems, finding good association between the modeling results and the actual system. This analysis is valuable to the system and technology developer by helping to answer the question: "how reliable is reliable enough in terms of O&S cost" when considering technologies with uncertainties in long-term performance. / Master of Science

On this research we attempted to reflect on the evolution of technology in modern society and the necessity for their incorporation in various sectors of society, including schools, consequently reflected on the need for businesses, organizations and schools seeking more productive management models, dynamic and incorporated to current society. To analyze the incorporation of technologies and the role of the manager in this process, the study chose as a starting point for continuing education activities aimed at managers Centro Paula Souza It was called Project Management and Technology School, which occurred in 2009 with the goal of enabling management teams school environments. This project was a partnership between PUC-SP, the Department of Education of the State of Sao Paulo, in Brazil and Microsoft, aimed to form managers - regional managers, supervisors, educational, technical and educational assistants, principals and vice-principals and coordinators for the insertion of the management and technology studies in their day by day school activities. Through research of qualitative approach, we sought to investigate if there was any change and what was with the insertion of technology at schools in which these managers act, after the managers participating in the Project Management School and Technology have completed the program. For this purpose, we attempted to reflect on professional education in Brazil since he was paternalistic character until today, in what is called technical education in the first chapter, in the second chapter reflected on the school administration and characteristics of the democratic and participatory management. In addition to present the proposed School Management and Technology and its features in the third chapter presents the methodological foundations of research, the presentation of the teaching units in which the study was conducted is in the fourth chapter. Chapter five presents the analysis and results during the search. Buscou-se nesta pesquisa refletir sobre a evolução das tecnologias na sociedade atual e sobre a necessidade de sua incorporação nos diversos setores da sociedade, inclusive nas escolas. Por conseguinte, ao longo deste trabalho refletiu-se também sobre a necessidade, por parte de empresas, organizações e escolas, de buscar modelos de gestão mais produtivos, dinâmicos e incorporados à realidade atual. Para analisar a incorporação de tecnologias e o papel de gestor neste processo, tomou-se como ponto de partida as atividades de formação continuada destinadas aos gestores do Centro Paula Souza, desenvolvidas no âmbito do Projeto Gestão Escolar e Tecnologias, ocorrido em 2009, que teve por objetivo capacitar as equipes gestoras dirigentes regionais, supervisores de ensino, assistentes técnico-pedagógicos, diretores e vice-diretores escolares e coordenadores pedagógicos para a inserção de tecnologias na gestão e no cotidiano escolar, por meio de uma parceria entre a PUC-SP, a Secretaria da Educação do Estado de São Paulo e a Microsoft do Brasil. Através de pesquisa de abordagem qualitativa, esta tese investiga se houve alguma mudança e quais foram quanto à inserção de tecnologias nas unidades escolares em que esses gestores atuam, após terem concluído o curso. Para tanto, no primeiro capítulo buscou-se refletir sobre a educação profissional no Brasil, desde seu caráter assistencialista até os dias atuais, em que é chamada de educação tecnológica. O segundo capítulo aborda a gestão escolar e as características da gestão democrática e participativa, além de apresentar o Projeto Gestão Escolar e Tecnologias e suas características. No terceiro capítulo são apresentados o percurso e os fundamentos metodológicos desta pesquisa. A apresentação das unidades de ensino onde a pesquisa foi realizada é feita no quarto capítulo. Por fim, o quinto capítulo é destinado à análise dos resultados obtidos durante a pesquisa. Essa análise anuncia que nas Unidades de Ensino pesquisadas, até o presente momento, há indícios de que os gestores estão propiciando situações para o uso das TIC, as quais estão sendo inseridas e implementadas no ambiente escolar; no entanto, também há indícios de que há professores que ainda não aderiram às tecnologias, havendo a necessidade de formação continuada a funcionários e professores. It specifically identifies and analyzes possible contributions of a continuing education project in the professional development of teachers involved in the "Design Educational Curriculum Materials Online for Mathematics in Basic Education", from Capes in the Education Observatory Centre. Through participant observation and the use of half-open questionnaires, audio, video recordings of those involved and field diaries, this study tried to answer the questions: "How do Mathematics teachers notice the technological integration in continuing education? What is the thematic interest (content etc.) of educators? What do they consider that interferes with the use of technology in their classes? "The teachers realize the continuing education as essential and necessary for teaching and their learning. Their reflections suggest that technological integration in teachers? training will also constitute significant in school area. Educators showed thematic interest in geometry and the history of mathematics, among other demands associated with the use of softwares. All teachers demonstrated that the insufficient number of computers for students to use interferes with the use of this technology in class. The results also indicated that educational computing insertion in continuing education is required in order to promote the upgrade and by activities related to its practice, as they were implemented in PMCEO. However, the school administration supports as well as the adequate infrastructure for the implementation of training activities are essential for more effective implementations / Esta pesquisa apresenta um estudo focado na inser??o tecnol?gica na forma??o continuada de docentes de Matem?tica. Mediante observa??o participante e com o uso de question?rios semiabertos, grava??es em ?udio e v?deo dos envolvidos e di?rios de campo procurou-se responder ?s quest?es: ?Como docentes de Matem?tica percebem a inser??o tecnol?gica na forma??o continuada? Qual o interesse tem?tico (de conte?dos etc.) dos educadores? O que eles consideram que interfere na utiliza??o da tecnologia em suas aulas?? Os docentes percebem a forma??o continuada como essencial e necess?ria para o ensino e o seu aprendizado.
