El impacto de la implementación de la televisión digital en la industria televisiva chilena

Seminario para optar al grado de Ingeniero Comercial, Mención Administración / Autorizada por el autor, pero con restricción para ser publicada a texto completo hasta el año 2016 (Enero). / El presente trabajo de investigación tiene por objeto presentar al lector las diferentes implicancias que tendrá la incorporación de la tecnología de la televisión digital en Chile. Siendo más precisos, se mostrarán las implicancias que la adopción de esta tecnología tiene en tanto para la industria, los televidentes, y en la toma de decisiones sobre marketing y publicidad en televisión. La metodología de investigación en la cual se basa el trabajo es de tipo cualitativa – descriptiva. Se recurre entonces a fuentes de información terciaria para la formulación de idea y obtención de resultados. Para el desarrollo del trabajo se pretende hacer una comparación entre la situación actual de la televisión chilena y la situación en la que se verá enfrentada una vez que la tecnología de televisión digital sea adoptada, comprendida y utilizada en plenitud por los tres focos de análisis planteados con anterioridad: industria, televidentes y en la toma de decisiones sobre marketing y publicidad en televisión. Se introduce al trabajo de investigación con una breve reseña histórica sobre la televisión chilena en los años 40. En aquel entonces la televisión era llevada a cabo con fines experimentales y por diversos planteles de educación superior. Al cabo de unos años, la relevancia de la televisión iría en aumento sobre todo con la realización en Chile del Mundial de futbol de 1962. Otro hito importante es la llegada de la televisión a color cercana a los años 80. Con los años noventa llega la televisión privada y de pago con lo que la oferta en contenidos aumenta considerablemente. Por hoy la televisión abierta en Chile utiliza la norma NTSC para la transmisión a color y lo hace a través de frecuencias en VHF. Con prontitud se implementará la Televisión Digital Terrestre con norma ISTB-b, que entre otras características muy similares a la actual “televisión análoga” están: una alta calidad de imagen y sonido, la posibilidad de ver televisión en dispositivos en movimiento, ofrecer una amplia gama de programas y contenidos a través de un mismo canal a la misma hora, y la posibilidad de que los telespectadores interactúen con los contenidos que se emitan. Para la industria, el cambio descrito trae muchas implicancias a nivel organizacional: el recambio de equipos de producción y transmisión acordes a la nueva tecnología, el establecimiento de nuevos estándares de calidad en la construcción de estudios de televisión y la forma en que operan, una adecuada preparación logística y operacional para hacer frente a la emisión simultanea de programas a través de múltiples señales, la reestructuración en políticas de selección, reclutamiento y capacitación constante de personal acorde con la operativa de la nueva tecnología. Para los televidentes, el cambio más rotundo será el de su televisor, el cómo ven televisión y cómo interactúan con ella. Dentro de los cambios tangibles será necesario que cambien su aparato receptor para poder disfrutar de la televisión digital o bien adquirir un decodificador con el mismo propósito. Sin embargo con esta última opción y dependiendo del televisor que se tenga, la calidad en imagen y sonido no se incrementará sustancialmente. Sí accederá a la mayor oferta de contenidos y la interactividad con estos mismos. Respecto a la toma de decisiones en temas de marketing y publicidad en TV, deberán ser capaces de afrontar dos principales desafíos: el saber aprovechar las oportunidades que ofrece la televisión digital gracias a las características que incorpora, realizando producciones mucho más atractivas e interactivas, y saber adecuar y presupuestar los nuevos costos asociados a la exigencia en la producción de campañas de mayor calidad. A su vez se presenta una oportunidad de negocios con temas de interactividad y análisis de medios y audiencias.

Digital Television As A New Technology: The Adoption Of Digital Television In Turkey

Analog television systems are rapidly being replaced by digital television systems accross the world. Turkey is not an exception to this development since the government has recently decided to shut-down analog television transmission across the country by 2016. In this context, subject matter of this study is the adoption of digital television in Turkey. And the study&rsquo / s main aim is to understand and explain the economical and political rationale behind the conversion to digital television. In the switch process to digital television, digital television has been presented as a new &ldquo / revolutionary&rdquo / technology which is primarily to enhance the television &ldquo / service&rdquo / for viewers by the champions of the process and the governments. However, this study takes a critical position against this argument and argues that the adoption of digital television is primarily shaped by the commercial stakes of private broadcasting organisations and administrative concerns of governments. In this respect, this thesis argues that even though the digital television has technical superiorities to analog television systems which facilitates the introduction more television channels with higher audio-visual quality, the adoption of digital television does not include any project to improve the quality of television content, the equal access to information in the society and thus citizenship in a democratic society. Quite the contrary, since digital television facilitates and improves pay television implementations, digital television seems to deteriorate the imbalance in the society in accessing the information. It is therefore necessary to put &ldquo / reserve&rdquo / on the expectations from digital television. To articulate this thesis, different national contexts including USA and Britain as leading countries and Turkey in digital television conversion process are dealt with in the study. Firstly, the American and Britain experience of digital television which does not exclude the European context are examined in terms of common developments as well as the pecularities of the countries concerning to switch to digital television. Lastly, in the framework given above, the developments as to the digital television in Turkey are examined in detail. As well as the assessments about recent developments as to the issue, interviews carried out with the representatives of the broadcasting industry and regulatory authorities are also included in the analysis. Hence, this study should be considered as a descriptive research which aims to contribute the academic efforts to develop a conceptual framework to the digital television debate in Turkey.

TV digital regional : a transição de modelos tecnológicos e seus aspectos regulatórios e de inovação

A televisão regional se encontra num momento crucial em sua história, desafiada enquanto meio de comunicação de massa a adotar novo padrão tecnológico e imprimir profundas mudanças em sua cadeia produtiva, migrando do padrão analógico para um novo padrão digital, de alta definição, capaz de interagir e de permitir a portabilidade de seus conteúdos. O objetivo central da pesquisa é analisar o período de transição dos modelos de transmissão analógica para digital de TV aberta no âmbito da televisão regional. Trata-se, portanto, de uma abordagem sob a ótica da regulação do setor e da gestão da inovação, a partir dos conceitos que norteiam os processos de transição tecnológica. Como foco regional, a pesquisa buscou esclarecer como as emissoras do Vale do Paraíba Paulista realizaram a gestão da inovação digital e cumpriram as exigências regulatórias para o setor no período de transição entre tais tecnologias. Quanto à metodologia aplicada, a pesquisa, de natureza descritiva e exploratória, teve o enfoque na adoção da pesquisa bibliográfica como fonte secundária; a seguir, foi conduzida por um método de documentação direta, através de levantamento de dados e da aplicação da técnica da pesquisa de campo, de modo a identificar a percepção das redes de televisão regional das condições de cada entidade para este período de mudanças. Como resultado, a partir da segmentação das emissoras em semi-locais e localmente comprometidas, evidenciou-se o impacto da TV digital terrestre como uma inovação radical e aberta, que trouxe como consequência a necessidade de mudanças internas nas corporações, a adequação de suas realidades e de seu corpo técnico, a participação das universidades e centros de pesquisa no processo de transição e, também, a necessidade de cumprir as exigências regulatórias do setor sem comprometer economicamente as emissoras neste período. E, por fim, a percepção homogênea das emissoras centrou-se na percepção dos usuários e destinatários finais como fator central para o sucesso da implantação da TV digital aberta no Brasil. / The regional TV is at a crucial moment in its history.It is being challenged as a mean of mass communication to adopt a new technological pattern and impose deep changes in its productive chain, flocking from the analogic pattern to a new high-definition digital one, which is capable of interacting and allowing the portability of its contents. The main goal of this research is to analyse the transition period from the analogical transmission models to the digital broadcast TV in the framework of the regional TV. It therefore constitutes an approach under the vision of the sector regulation and management of innovation, which goes from the concepts that surround the technological transition. As a regional focus, this research aims to clarify how the broadcasters from Vale do Paraíba carry out their digital innovation management and fulfill its sector regulatory requirements during the transition period between such technologies. Thus, it is important to analyse the Brazilian State role on the determination of industrial policies innovation (IP) and foster the implementation period of the Brazilian System of Terrestrial Digital TV (SBTVD-T). Regarding the applied methodology, the research was developed from a deductive method, that is descriptive and exploratory in nature,focussing on the adoption of a bibliographical research as a secondary source and then, conducted by a direct documentation method, through the data collection and the field research technique, as so to identify the perception of the regional wired TV networks and its general conditions for each entity throughout this period of changes. With the adoption of interviews and treatment of qualitative data, the adapting conditions of these regional TV broadcasters into those technological changes were discussed, in order to meet the regulatory demands as well as dispose the innovative advances in the sector.
