O presente trabalho descreve uma metodologia utilizada para a construção de um procedimento padronizado a ser utilizado por técnicos do Departamento Nacional de Produção Mineral (DNPM) para avaliação de solicitação de suspensão temporária do empreendimento por um período determinado. O método está implementado através de um formulário construído para ser aplicado na fiscalização de campo prevista na legislação mineral em caso de solicitação de suspensão das atividades de mineração, inicialmente com proposta de aplicação em minas a céu aberto de agregados. A proposta desenvolvida parte do princípio que a justificativa apresentada pela empresa é satisfatória e que ela entregou todos os documentos previstos na legislação, também de maneira satisfatória e sistematiza itens de caráter atual do empreendimento para classificar de forma padronizada e objetiva o estado atual da unidade solicitante. A metodologia possui a intenção de complementar a análise, torná-la menos subjetiva e confirmar as informações contidas nos documentos entregues. O procedimento também visa que os impactos sejam mitigados e que a área permaneça sob cuidados permanentes do empreendedor, sem agravamento dos passivos, assim como, possibilite a retomada das operações de forma segura. / This work describes a methodology used to construct a standard procedure to be used by technicians of the National Department of Mineral Production (DNPM) to evaluate the request for mining temporary suspension for a certain period. The method is implemented through a form, built to be applied in the field inspection provided for the mineral legislation in case of request for suspension of the mining activities, initially with proposal of application in open cast mines of aggregates. The idea developed assumes that the justification presented by the company is satisfactory and that it showed all documents provided for the legislation, also in a satisfactory manner. It systematizes items of current character to classify in a standardized and objective way the mine that is requesting suspension. The methodology intents to complement the analysis, make it less subjective and confirm the information contained in the submitted documents. The procedure also aims at mitigating the impacts and that the area remains under permanent care and maintenance, without aggravating the liabilities, as well as, enable to return the operations in a safe way.

Protecting the rights of temporary foreign 'low-skilled' workers in the Saudi construction industry : a case for legal reformAlmutairi, Abdullah Moied S. January 2017 (has links)
This thesis is a socio-legal study of the employment conditions of temporary foreign workers (TFWs) in the Saudi Arabian labour market in general and the construction sector in particular, with emphasis on low-skilled TFWs. This thesis adopts a socio-legal approach to the human rights situation of low-skilled TFWs working in the Saudi construction sector. By using migration theories, a human rights-based approach and Islamic perspectives on labour rights, the study questions the efficacy of Saudi domestic law in providing protection to low-skilled foreign workers in the construction sector. This is done by examining the current labour admission policies and the structure of the regulatory framework, including the ‘kafala’ system, recruitment procedures, employment law, working conditions, occupational safety and health hazards and access to the justice system. Grounded theory methodology is followed, with empirical data collection using semi-structured interviewing techniques in two major Saudi cities, Riyadh and Makkah. The data collected from the fieldwork provides the basis for understanding the current situation of low-skilled TFWs, by listening to their experiences. The thesis finds a link between the legal status of temporary foreign workers and the work visa system, which leads to a continuation of exploitation, mistreatment, discrimination, forced labour and the servitude of foreign labour in Saudi Arabia.

The institutional context for temporary staffing : a European cross-national comparative approachWatts, Jennifer Mary January 2013 (has links)
Since the early 1990s the temporary staffing industry experienced rapid growth in many areas of Europe, although the extent and rate of this growth varied across the continent. The existing literature on labour market intermediaries and the temporary staffing industry fail to adequately address the importance of national institutional arrangements. This thesis addresses the research lacuna by providing a comparative study of temporary staffing industries in three different political-economic contexts: the United Kingdom, Germany and the Czech Republic. This contributes to a greater understanding of the role of the temporary staffing industry in each country, how it is structured, and the key institutions involved. These three case studies profile the size and characteristics of each temporary staffing industry but also discuss the key institutions present in each case, and the relationships which drive or restrict its change. This thesis includes analysis of both quantitative and qualitative data to provide a detailed picture of each national temporary staffing industry. The research reveals three nationally distinctive formations of the temporary staffing industry within the context of the European Union. While the UK has the largest temporary staffing industry in Europe, it remains highly fragmented. With an established presence in many sectors of the labour market the industry seeks to increase its presence in professional occupations, and its collaboration with public employment services. While the temporary staffing industry in Germany has experienced significant growth since 2003, resistance remains from the trade unions against the use of temporary agency work, and the state remains greatly involved in determining working conditions. The presence of collective bargaining between the trade unions and trade associations remains a key relationship in this system. The temporary staffing industry in the Czech Republic is still in the early stages of growth and as such regulations are still being formulated, and agencies are still establishing branch networks in an environment where a large number of informal agencies are already present. While temporary staffing agencies and trade associations remain active in pursuing growth for the temporary staffing industry, the extent to which these changes took place varied between countries. This thesis argues the form of each national temporary staffing industry is a reflection of the complex historical, and contemporary, national institutional arrangements, and as such, its form and role varies.

The theoretical part describes the basic concepts and applicable legislation on this issue. The practical part is focused on analysis of selected economic and legislative factors of temporary agency work in the Czech and Slovak Republics. Based on the results of the analysis are identified the benefits and potential risks and recommended steps to improve the status of this form of employment in the labor market.

time relative to temporal conditions through the adaptive re-use of
the temporary structure Les Grandes Tables de l’île Seguin by 1024
Architecture as a travelling crafts exhibit and design development centre
for Design Network Africa, a craft development initiative.
The host building Les Grandes Tables de l’île Seguin will be altered from
a single use, static interior environment to an active interior which is able
to accommodate craft exhibitions, workshops and design studios as
functions in sequential phases. The intention is to explore ‘timeliness’
in interior design and establish an enduring identity for the altered host
building, which incorporates constantly changing, temporary identities
influenced by varied locations, occupants and programmes.
The host building, consisting of a structural framework and interior infill,
provides the opportunity for exploration of an adaptable interior through
conceptualising the environment as one of a permanent, enduring
framework and specific, temporary infill.
For the purpose of the study the project is investigated in one location,
Sunnyside, Pretoria, with two different occupants from the Design Network

Transition to Temporary Labor: Labor Agencies and The System of Flexible Recruitment in Chinese Manufacturing IndustryBao, Zixiao January 2020 (has links)
Thesis advisor: Sarah Babb / How does the “World Factory” mediate between the rising labor cost and the intensive order fluctuation to maintain its production? While previous studies have focused on the politics of production at workplace and types of flexible employment to explain the effective control of workers and labor cost, this study argues that more attention needs to be paid to the intermediating power of labor market agencies, which has become the organizational forces for establishing informal and nonstandard employment relations. Based on two-month fieldwork at two labor staffing agencies in Shanghai and a yearlong track of changing labor prices in one of the agencies, this study finds that a flexible hiring system based on seasonal production has been established to maximize the adaptability of the manufacturing industry. This recruiting practice, through adjusting economic incentives and obscuring labor contracts, enables the market to relocate workers into different factories as production requires, thereby redistributing the total workforce under labor shortage.
