The political significance of Winnie-Madikazela Mandela's position in the African National Congress

Winnie Mandela has endured so many scandals over the last ten years that she has acquired a reputation for being untouchable. It is therefore ironic that there are those who feel that "the ANC want to act against Winnie not because of her human rights record, but for her outspoken criticism of the government's inability to deliver houses, thwart crime and testing our feelings on the death penalty." This assessment is instructive because in the "... turbulent years of the 1980s, she was a hero, a living martyr to the black liberation cause and despite the discomforts inflicted on her by her perpetrators, she revelled in the role" (Sparks, 1994:15). But Winnie Madikazela-Mandela, who was a Deputy Minister before being dismissed and who has had to appear before the TRC because of allegations that she was responsible for the death of teenage activist Stompie Seipei, has nevertheless been able to make a political comeback. The thesis therefore sets out to examine the rationale behind the State President's (he did not hold this title then) decision to take a considerable risk in standing by Winnie Madikazela-Mandela (they were at the time married) during her trial on charges of kidnapping in 1991. Even after her conviction, Mandela wrote that "as far as I was concerned, verdict or no verdict, her innocence was not in doubt." This unstinting loyalty was replicated elsewhere. Commenting on her acquittal on the assault charges, ANC Youth League President, Peter Mokaba, said: "What was taken away from her as a result of these false allegations must now be given back". He described the Appellate Division decision as "a political sentence" saying: "It has nothing to do with whether she was guilty or not."3 The ANC has established a practice of accommodating dissidents within its structures and has survived complex challenges during its years in exile by doing so. But political commentators are now asking whether the political cost will prove to be too great.

The partial aims are then evaluation of the current situation of congress tourism in Prague by statistics, further evaluation of the situation and analysis of the selected hotel with an annual interval. Last but not least finding the factors upon which firms base their decisions when selecting event at the hotel. The last chapter deals with proposals to improve the situation in hotels.

Reassessing legislative relationships: capturing interdependence in legislative position taking and votes

Since Woodrow Wilson's (1885) analysis of Congress, researchers assumed that members of Congress look to one another for information, cues, and advice on unfamiliar policy areas. The amount of time and effort that each legislator and their staffers would have to put in to make all of these voting decisions would be insurmountable. Fellow legislators are a resource to turn to for guidance or assistance. Legislators are able to influence their colleagues above and beyond each of their individual preferences. The members of Congress that are most influential will not necessarily be the same for every bill. The significant legislators may be one's co-partisans and the party leadership or they may be a group of legislators with whom they share a common interest. Spatial analysis allows researchers to look more explicitly at the relationships between legislators and their colleagues. I use spatial probit and a spatial duration model to study these issues by examining the factors that influence voting decisions and the timing of position announcements. I look at a variety of different policy areas, including foreign policy, education, and agriculture, over an extensive time period (1933-2014) to test which relationships are most influential on their decisions. I study the interdependence between three different relationships, same party, state delegation, and ideological similarity, and hypothesize that these ties will lead legislators to behave more similarly. The use of the spatial analysis provides an opportunity to test these relationships and see if even after controlling for other influences there is dependence between legislators. In my research, I find that legislators are interdependent regardless of their individual characteristics. When I analyze voting behavior, legislators' behave similarly from one another across all three relationships above and beyond what we would expect given their personal preferences. These positive findings do not hold when I study the timing of position announcements where legislators behave dissimilarly from one another when interdependence exists. The study, overall, suggests that legislative ties are especially important in explaining voting behavior and that it is critical to account for these relationships.

Service delivery: a key to democratic stability.

Magister Administrationis - MAdmin / The research investigates the reason why service delivery is slow and not enough or just not available in many areas. It highlights the problems that hamper progress toward achieving service delivery. Some of the problems discussed are: (a) The non-availability of enabling legislation to enable the state department to carry out their projects and plans, including the difficulty of implementing policy. While the government is quick to announce that it is going to achieve certain goals, it does not follow through to achieve these goals. (b) Some of the government ministers are unwilling to bring about a speedy recovery because- (1) they are busy building their own images and wealth; and (2) most of all are party loyalists whose hands are tied by the socialist ideology. While the ministers preach about how successful they are in providing basic services to the people, the very same people we are told are served, are complaining that the government is not doing enough to address the problems that affect the poor. In more cases than one, the situation of the people has remained the same as if they were living during the old apartheid days.

Does Gender Representation Matter? Gender, Descriptive and Substantive Representation, and Women-Friendly Districts

This dissertation considers how district-level demographic factors favorable to women congressional candidates facilitate substantive representation of women's interests. I contribute to the existing research by linking the literature on women candidate emergence and electoral success with that on descriptive and substantive representation. Beyond simply asking whether and how women in Congress represent women's interests, I argue that the demographic characteristics of districts in which women are more likely to run and win public office also put women representing those districts in Congress in better position to cultivate feminist homestyles and substantively represent women's interests through legislative behavior. I examine whether women representatives in women-friendly districts are more likely than men representing similar districts, or women in less women-friendly districts, to sponsor legislation in women's issue areas, sponsors women's issue earmarks, and defect from party in women's issue roll-call votes. Overall, I find general support for my theory that district-level factors contribute to observed gender differences in legislative behavior in women's issue areas.

"A Final Solution of the Negro Question": Reconciliation, the New Navy & the End of Reconstruction in America

Thesis advisor: Heather Cox Richardson / Throughout the nineteenth century, southern Democrats had one continual objective: to preserve racial hierarchy in their home region. Direct efforts in the 1870s, though, failed to eliminate the threat that Republicans might renew Reconstruction. So, in the 1880s, white southerners in Congress developed an array of softer, less direct approaches. Their goal was to foster reconciliation with white northerners, undercutting support for Reconstruction and securing white supremacy for the South. With one issue more than any other, they succeeded: expansion of the U.S. Navy. Recognizing that global developments and the decrepit state of the U.S. Navy were increasing concern about national defense, Congressman Hilary Abner Herbert (D-AL) positioned himself to become a champion of naval expansion. A former enslaver with no maritime experience, the Confederate colonel leveraged an appointment as chair of the House Committee on Naval Affairs in 1885. Over the next eight years, Herbert established bipartisan and cross-sectional support for naval legislation in the House and spearheaded the most drastic peacetime military buildup Americans had ever seen. The interests of this “Father of the New Navy,” though, were chiefly sectional. For Herbert, militarization was a means to advancing reconciliation and securing white supremacy for the South. He stated this purpose clearly both in private and public. In 1890, he put it into practice. When Republicans introduced legislation to address voting rights in the South, Herbert wielded his reputation for bipartisanship and reconciliation against it, threatening violence and an end to economic unity. On the national level, Herbert’s use of naval expansion to further reconciliation escalated militarization and paved the way for an overseas U.S. empire. The Political and Congressional Career of John Hancock, 1865-1885

John Hancock was a Texas Unionist. After the Civil War, he became an opponent of the Radical Republicans. He was elected to Congress in 1871 and had some success working on issues important to Texas. As the state was redeemed from Radical Republican rule, Hancock was increasingly attacked for his Unionism. This led to a tough fight for renomination in 1874, and losses in races for the U.S. Senate and renomination in 1876. He was an unsuccessful congressional candidate in 1878, but was elected again in 1882. By then his political influence had waned and he did not seek renomination in 1884. Hancock had the potential to be a major political leader, but lingering resentment to his Unionism hampered his political career.
