The subject of this thesis is a description of the Integrated information Treasury System and detailed description of the accounting reform of public finances in the Czech Republic, effective from 1 January 2010. The work is focused on the accounting state and local governments. The main part is devoted to changes in accounting rules, described in detail the issue of depreciation, reserves, transfers and accruals. The last chapter concerns the reform of public finances in the Slovak Republic.

The topic of my master thesis is the comparison of Czech and Slovak labour law. The goal of the paperwork is to compare structure and of content Czech and Slovak labour code, describe the most significant differences in chosen parts and analyse rights and obligations of employees and employers in both countries. At first the basic concept of labour law, his functions and position in legal system are defined. It continues with description of the history of labour law with focus on development of legislation after separation of the Czechoslovak Republic. Thesis analyses main three instituts of Czech and Slovak labour code: commencement of an employment relationship, his termination including financial and others entitlement of employees and agreements of work performed outside an employment relationship. The conclusion containts the partial summaries with emphasis on the biggest differences and evaluation of the hypotesis given at the beginning of the work.

On December 22, 1926, an opening ceremony of the so-called Gypsy school was held in Uzhhorod, the capital of the Czechoslovak administration in Carpathian Ruthenia. Czech officials who gave talks pointed out pedagogical significance of the established institution which they described as unique and exceptional "experiment". The creation of a special school for children of those inhabitants who were labelled as "Gypsies" on the territory which was annexed by Czechoslovakia only later after the First World War and which in the contemporary imagination represented specific, "backward" region of the newly established state, served to consolidate the legitimacy of the First Republic as a democratic, progressive, modern, liberal state which belonged to the developed and civilized West. More than a half year later, on July 14, 1927, representatives in the Czechoslovak Parliament in Prague passed the Act No. 117/1927 on Wandering Gypsies. The development of this law was related to an immense interest of the contemporary media in "Gypsies" which was encouraged by the arrest of approximately twenty "Gypsies" from a village located in East Slovakia. (Prohibition on discrimination in international law of protection of human rights) The purpose of this thesis is definition of concept of human rights, equality and discrimination, explanation of principle of equal treatment and their reflection in present time. From general definitions, I gradually step towards the aplication of these terms in international law, legislation on regional level within Europe and at the end, implementation of principle of equal rights and prohibition on discrimination in law of Slovak Republic. The most extensive part is dedicated to issues of antidiscrimination from the perspective of the United Nations and pose its basic instruments that are used for promoting equality and fight against discrimination. The UN, within its activity, adopted a large number of international conventions explicitly focused on this issues since it was established. These documents became a pattern for additional conventions addopted within regional or internal law. Significant role in the field of fight against discrimination within the european region plays the Council of Europe. Convention on human rights and fundamental freedoms as a result of activity of this organisation is considered for basic pillar of protection against discrimination among european legal stanards.
