Asserting Coast Salish authority through Si'em Slheni'

Colonization within Indigenous territories has impacted Indigenous governance structures and women in leadership in different ways. In order to best understand the violence, displacement and oppression that Coast Salish women face today we need to focus on the ways that the state has attacked the powerful role that si´em slheni´ (honoured and respected woman) held within her socio-political societies prior to contact. I use an historical institutional analysis to draw out the ways that history has impacted Coast Salish people. I also utilize Diane Million’s Felt Theory (2008) by weaving Coast Salish women’s stories, experiences, and understandings of colonization within their own ancestral territories. The research question at hand is: How have Coast Salish si´em slhunlhéni´ (honoured and respected women) been impacted due to colonization historically and how are these impacts still affecting our slhunlhéni´ and our communities today? In asking this question, I hope to urge the reader to engage a territorially-based approach in dealing with the violence and displacement that Indigenous women in Canada face today. I aim to do so by illustrating what an approach based in Coast Salish history and governance would look like. I argue that if we do not choose to take up a territorial based approach, we are only furthering the erasure and silencing of Indigenous womanhood denying its resurgence. I highlight how settler statecraft has played out in Coast Salish territory and explore the myriad of ways that racist ideologies and colonial violence have taken shape within Coast Salish territories. To do so, I examine the different ways that the state has attempted to control and pathologize coastal people and illustrate the shift that has occurred in moving from Coast Salish economies to capitalism. Ultimately, I demonstrate the multi-faceted approach taken by legislative discrimination that was fueled by ideological racism that the settler colonial project depends upon in order to maintain control over Indigenous lands, waters, and people. By examining these issues, I highlight how the settler project was able to weaken slhunlhéni´ role and therefore firmly establish itself within Coast Salish territories Finally, I turn to present day reality in Coast Salish territory and argue that while there are ways the state, settlers and Indigenous people living within Coast Salish territories are attempting to address the wrongs of colonization, Coast Salish women’s voices and roles are being left out of decolonial discourse and actions. In order to liberate Coast Salish women, we need to turn back to our ancestral ways and for those who are not a descendant to these territories one must work to understand what your responsibility is to the local people and women of these lands. In this way, centering a territorially based approach to governance in all acts of resurgence and decolonial action allows for Coast Salish women to maintain authority, therefore empowering these women. Centering local laws and governance will center Indigenous women, lifting them from the displaced positions they find themselves in today. / Graduate

nutsamaat uy’skwuluwun: Coast Salish pedagogy in higher education

This study explores Coast Salish s’ulxwe:n (Elders)-in-residence and Coast Salish xwulmuxw (First Nation) Professors’ application of xwulmuxw (First Nation) pedagogy specifically from southeast Vancouver Island, Coast Salish speaking people in higher education using nutsamaat uy’skwuluwun meaning to work together as one, with a good heart and good mind to obtain a goal. This study used interviews to gather narratives of eight Elders and three professors who use Coast Salish pedagogy in higher education. Participants are members of the Snuneymuxw, Quw'utsun, Penelakut, Lyackson, Tsawout, Tsartlip, and Songhees First Nations of southeast Vancouver Island First Nations and one participant from Katzie First Nation on the lower mainland of British Columbia. The implication of this research is significant because Coast Salish pedagogy has very little research by an authentic Coast Salish researcher and is not fully documented. My analysis of the interviews offers insight on ways the participants apply Coast Salish pedagogy in higher education. I found many themes that the participants use while teaching Coast Salish pedagogy in higher education. The three main common themes were 1) respect, 2) uy’skwuluwun and 3) nutsamaat uy’skwuluwun. Respect was a term that was central to the many teachings and themes shared by the participants. Second, uy’skwuluwun was also a term woven through many of the Coast Salish teachings, meaning to have a strong heart and mind. Lastly, the term nutsamaat uy’skwuluwun was a common theme that kept arising among many of the participants, meaning to we work together as one, with a good heart to obtain a goal. It is a term, that weaves throughout all the common themes and pertains to the educator, students and non-Indigenous peoples that learn and work with Indigenous peoples in higher education. The analysis offers insight on what would the present Coast Salish Elders-in-residence and xwulmuxw professors like future Coast Salish Elders-in-residence and Coast Salish professors to continue to teach in higher education. Some of the main topics the participants would like future Elders and professors to instruct on are; protocol, spirituality, language, experiential learning, and for the university to hire more Elders-in-residence and Coast Salish professors. The analysis offers insight on why it is important to teach Coast Salish pedagogy in higher education. Participants shared that they thought it was important to teach Coast Salish pedagogy in higher education because Indigenous and non-Indigenous people need to understand Coast Salish ways of doing, understand the history and impacts of colonization, and the local languages of the area. By doing so, Coast Salish Elders and professors create space to further instruct Coast Salish pedagogy for all students, and work together as one with a good heart and good mind to obtain a goal, that is to create a better society for all mustimmuxw, in higher education regarding First Nations history, culture and language of the local area. / Graduate

Occurrence and Concentrations of Caffeine in Seawater from the Oregon Coast and Potential Effects on the Dominant Mussel, Mytilus californianus

Caffeine, a biologically active drug with many known molecular targets, is recognized as a contaminant of aquatic systems including marine systems. Although the concentrations of caffeine reported from aquatic systems are low (ng/L to μ/L), harmful ecological effects not detected by traditional toxicity tests could occur as a result of caffeine contamination. The goals of this thesis project were to: 1) quantify concentrations of caffeine occurring in the coastal ocean off of the Oregon Coast and to determine if higher levels were correlated with proximity to caffeine pollution sources; and 2) investigate the sub-lethal cellular toxicity of environmentally relevant concentrations of caffeine on Mytilus californianus, an intertidal mussel that is one of the dominant species of the Oregon Coast. Caffeine was analyzed at 14 locations in the coastal ocean off of the Oregon Coast. Sampling locations were stratified between populated areas identified as having sources of caffeine pollution and sites located in sparsely populated areas not in proximity to major caffeine pollution sources. Caffeine concentrations were also measured in the major water body discharging near sampling locations. Caffeine was detected in water from the coastal ocean off of the Oregon Coast at concentrations ranging from below the reporting limit to 44.7 ng/L. The occurrence and concentrations of caffeine in the coastal ocean did not correspond well with pollution threats from population density and point and non-point sources, but did correspond with a storm event occurrence. Caffeine concentrations in rivers and estuaries draining to the coast ranged from below the reporting limit to 152.2 ng/L. Hsp70, a molecular biomarker of cellular stress, was used to investigate the sub-lethal toxicity of environmentally relevant concentrations of caffeine to the mussel M. californianus. Hsp70 concentrations in the gill and mantle tissue of mussels exposed to 0.05, 0.2, and 0.5 μ/L of caffeine for 10, 20, and 30 days were compared to basal levels in control mussels. Hsp70 in the gill tissue of M. californianus had an initial attenuation of the stress protein followed by a significant albeit moderate up-regulation relative to controls in all but the 0.5 μ/L treatment. Hsp70 in the mantle tissue of mussels exposed to caffeine did not differ from control mussels. This Study confirms the presence of caffeine in Oregon's coastal ocean and provides laboratory evidence that environmentally relevant concentrations of caffeine can exert an effect on M. californianus gill tissue at the molecular-level.

Snuw'uyulh: fostering an understanding of the Hul'qumi'num legal tradition

One cannot begin to understand the nature of Hul’qmi’num legal tradition without first acknowledging and understanding the relationship between culture and law. The Coast Salish people have a vibrant culture, influenced heavily by the nature of their relationships with their ancestors, their kin and their lands. These relationships permeate their legal tradition. Influencing not only regulatory aspects of law, but also dispute resolution processes. Trying to understand and appreciate this tradition outside of this worldview would be detrimental to the tradition itself, as I believe it would result in a transformation of the laws and practices. In thinking about the relationship between law and culture, this research has identified two fundamental categories of law within the Hul’qumi’num legal tradition: 1) snuw’uyulh and 2) family laws. Snuw’uyulh refers to a condition generated by the application of seven teachings: 1) Sts’lhnuts’amat (“Kinship/Family”); 2) Si’emstuhw (“Respect”); 3) Nu stl’I ch (“Love”); 4) Hw’uywulh (“Sharing/Support”); 5) Sh-tiiwun (“Responsibility”); 6) Thu’it (“Trust”); and 7) Mel’qt (“Forgiveness”). Accordingly, universal teachings seek to foster harmony, peacefulness, solidarity and kinship between all living beings and nature in the world. In a sense, snuw’uyulh is a state or condition and Hul’qumi’num legal tradition encompasses all the animating norms, customs and traditions that produce or maintain that state. As a result, Hul’qumi’num law functions as the device that produces or maintains the state of snuw’uyulh. There is another fundamental category of law present within the Hul’qumi’num world – family laws. Family laws encompass the norms, customs and traditions, or customary laws, which produce or maintain the state of snuw’uyulh. Law is a practice – an activity. Arguably, much of the practice of law takes places in the form of regulation and conflict and dispute resolution. Similar to how law cannot be separate from its surrounding culture, nor can the processes developed to resolve conflicts in the law. Since time immemorial the Hul’qumi’num Mustimuhw have utilized processes and practices to resolve conflicts and disputes both within their communities and with other communities in the Coast Salish world. Measuring the recovery of the Benguela Current Large Marine Ecosystem: an application of the DPSIR framework

Overfishing in the Benguela Current Large Marine Ecosystem (BCLME) resulted in degradation of the ecosystem. This study used the Driver-Pressure-State-Impact-Response (DPSIR) indicator framework to determine whether the ecosystem is now recovering. Indicator trends were analysed using various data sources that included government institutions and intergovernmental institutions. The results showed that the overall effect of Driver indicators was negative. This was mainly because of socio-economic pressure such as the need to create more jobs in light of rising national unemployment and the declining contribution of the fisheries sector to Gross Domestic Product (GDP). In addition to scientific advice, socio-economic factors also influenced the determination of Total Allowable Catches (TACs). The overall trend of Pressure indicators was positively influenced by the effect of TACs. The TACs reduced the quotas allocated for commercial fishing. Environmental factors did not seem to play a significant role in this study. State indicators had mixed results with the indicators assessed almost split in the middle between those showing a positive trend and those showing a negative trend. On the other hand, Impact and Response indicators showed overall positive results. Therefore, the conclusion of the study was that the degradation of the BCLME has slowed down and there are some signs of recovery. / Environmental Sciences / M.Sc. (Environmental Science)

Disasters Are Not, They Become: An Understanding of Social Vulnerability in the United States Gulf Coast with Respect to Hurricanes

Scientific literature is concerned with the impact that climate change will have on natural disasters in the near future. These events disrupt our daily lives and can cause damage that may never be repaired. Merging science and social science, the study of vulnerability looks at how human systems will be impacted by these natural disasters. In the United States, hurricanes in the Gulf Coast are projected to increase in intensity as well as have an increased capacity for damage with a rise in sea level. Therefore, it is important to understand who is systematically vulnerable to these impacts of natural disasters and how we can mitigate this damage. Through this thesis, I argue that these impacts of hurricanes will put already vulnerable populations at a greater risk for damage caused by these events in the future. I will briefly outline the scientific basis on which the claims of increased hurricane activity are founded, as well as outline concepts of vulnerability. I examine case studies of Hurricanes Andrew and Katrina, both of which can inform how social disparities delineate vulnerability in the United States. Based upon this historical understanding that recovery from a storm is highly contingent upon social and economic resources available to an individual or community, I argue that vulnerable communities must be highlighted. I then project vulnerability based upon demographic characteristics of communities within the Gulf Coast in order to highlight these areas of necessary attention.

A statistical analysis of sea level and wind stress at seven locations on the West Coast of North America

Sea level and the alongshore component of wind stress data at seven locations on the Pacific coast of Canada and the United States were analyzed. The effective data period was from August 1, 1973 to September 9, 1975. The seven locations were Tofino, British Columbia; Neah Bay and Toke Point, Washington; South beach (Newport) and Charleston, Oregon; and Crescent City and San Francisco, California. Sea level relative to the two year mean is higher at the northern locations during the winter months than it is at the southern stations. There appears to be an annual cycle in the sea level though the amplitudes are different for the two years. The monthly mean wind stress is northward during the winter months, and has a larger value at the northern locations. During the spring and summer the monthly mean wind stress is southward and has a larger value at the southern stations. Linear correlation analysis was performed on the sea level data and on the alongshore component of wind stress for the entire time period and seasonally. Auto-correlations and cross correlations were computed for the adjusted sea levels and wind stress. This analysis shows that the sea level and wind stress fluctuations among these seven locations are coherent. These show that the correlation is a function of location and that it has a seasonal variation. It also appears that by examining plots of correlation coefficients and of sea level slopes, that the region may be divided into two major regimes. This separation might be interpreted as the locale where the West Wind Drift impinges on the coast. / Graduation date: 1978

Erosion in Southern Monterey Bay

Approved for public release; distribution is unlimited / The coastal cliff top line recession has historically been used to calculate erosion along the Southern Monterey Bay. Digital photogrammetry is used in this work to produce Digital Terrain Models (DTM), representing the coastal cliff top line of 1984. This links the historical recession data sets with the LIDAR measurements of 1997 and 1998 and a 2003 cliff top line measured using Kinematic DGPS. Recession time series starting in the 1940's are produced for several locations. Least square linear fits of the recession data are computed for the periods 1940-84, 1940-98 and 1940-03. At Fort Ord and Sand City the resulting slopes show a persistent erosion trend of 1meter/year, unchanged in the last 19 years. The mean sea level (MSL) evolution is studied using historical San Francisco MSL data because of its high correlation with Monterey MSL. Higher MSL during El NinÌ o years, coincident with higher erosion rates show the correlation between erosion and MSL. In the long term, high-erosion El NinÌ o years combine with normal years averaging to a near constant erosion trend. For Phillips Petroleum and Beach Lab a significant decrease in the erosion rate is observed after sand mining stopped in Sand City. Digital Photogrammetry provides a high-quality representation of the shoreline topography, offering useful information to the warfighter in terms of detailed beach or landing zone characterizations. / Lieutenant Commander, Spanish Navy
