Investigating Transparency in Government of Canada Citizen-focused Communications

Government of Canada communications professionals work in an increasingly challenging environment, characterized by an intrusive 24/7 media cycle, a frenetic pace of evolving communication technologies, layered accountability requirements, political tension, and waning public trust. Scholars call on professional communicators to help rebuild public trust, which is intrinsic to a healthy democratic government. The Three-dimensional Model for Transparency in Government Communication developed by Fairbanks, Plowman and Rawlins (2007) serves as the theoretical framework for investigating the Government of Canada’s approach to transparent citizen-focused communications from the perspective of communications professionals. The model’s adaptability to the Government of Canada context is tested through 23 qualitative semi-structured interviews with Government of Canada senior communications advisors, managers and executives. The data is analysed using constant comparative thematic analysis. The findings demonstrate that Government of Canada communicators strongly value transparency. Furthermore, the key components of the transparency model – communications practices, organizational support and provision of resources – encapsulate the factors that influence the practice of transparent citizen-focused communications by the Government of Canada. The study concludes by offering recommendations for future research and practical applications.

The thesis focuses mostly on a detailed analysis of the current use of the marketing mix, whose results enable for suggesting future improvements in the marketing of the town of Rejštejn.

The main aim of this diploma thesis is to analyze forms of public services provided at the level of municipalities with emphasis on their effectiveness. There are briefly described basic terms in the introductory part. The second part is dedicated to effectiveness of services provided in public sector and there are also presented essential input-output methods ordinarily used for its evaluation. Next section is focused on theoretical aspects of municipality budgets in Czech Republic and consequently economy of the particular municipality - Tanvald - in period 2004 - 2008 is analysed. The pivotal part of this diploma thesis is analysis of public services provided at the level of municipalities. It was realized on the ground of questionnaire research among specific group of municipalities. Finally there are declared some recommendations resulting from the analysis at the end.

The thesis deals with Public Private Partnership in the European Union and Czech Republic. On the grounds of analysis, it aims to asses impacts of providing public goods especially by course of PPP projects. PPP issue is defined generally, considering all basic elements by way of theoretical information. A comparative view of current PPP situation and development in Czech Republic and Great Britain was an important contribution while handling the selected topic. An analysis of EU task of implementing PPP projects in member states and financing these projects from EU funds is no less important. In the analytical part, emphasis is put on the origins and history of PPP, legal regulations of PPP and the institutional framework in particular countries. Number of instances of practice are mentioned too. As regards Czech Republic, one part of the thesis is devoted to the barriers to development.

In society, intellectual capital (IC) is considered to be necessary in order to create value in organizations. The interest has expanded from private to public organizations such as universities. However, there is still a relatively small amount of research about IC reporting in universities, despite the importance of IC in universities. Previous research does not either consider different university characteristics, something that can help in the development of a common framework for IC reporting. The purpose with this study is to explore and explain howdifferent universities report on IC information in their annual reports in regard to the characteristics size, maturity, type of institution and governmental dependence. The purpose was reached through a multiple case study of eight Swedish universities and a content analysis. The theoretical model was developed through resource based view, knowledge based view, institutional diversity and signaling theory and suggest that internal and external pressures affects the usage of IC assets, strategies and intentions with IC reporting. The results show that all universities report on IC information, to different extent. Relational capital and human capital was the types of IC reported on the most which can be explained by its close connection to the individual, compared to structural capital. The results did not show differences in the IC reporting regarding the different characteristics. However, a contribution of the thesis was the results regarding the IC reporting being integrated in different sections of the annual report, as a part of both strategies and historical performance.

This thesis focuses on strategy of Government of the Czech Republic called Smart Administration and its implementation. Its goals are improving quality and satisfaction of citizens with public services, particularly using information technology. The main goal of this thesis is to evaluate the system of governance. Whole life cycle of the strategy is being analyzed. The practical part of the thesis starts with assessment of the aimed goals and its success indicators. Then the governance system is being analyzed, how the projects are being chosen for realization and what role official authority offices play in this process. The outcome from the analysis helps to design an organizational structure of project office, like the shared center of services. The strategy is also being evaluated using measurable success indicators. There's one real project examined and its goals are compared to the strategy goals to see the compliance and integrity with the strategy. There is also a survey conducted among the project holders with an aim to get to know, how the real projects are being governed, how successful they are, and to see the opinion of the project holders on the existing governance and possible changes. The thesis provides comprehensive overview of problems of the strategy with an accent to missing project management principles.

This thesis is focused on the analysis of propagation of selected cities. Its aim is to theoretically and practically describe and then on specific examples evaluate attitude of cities and municipalities to promote their localities and activities, both towards to its visitors, and especially to its inhabitants. The theoretical part is focused on explaining the basic concepts and contexts related to promotion and marketing techniques of cities and municipalities and also marketing mix, which is part of the promotion. Assessment of promotion methods applied in assessed locations and also evaluation of its effectiveness is performed in practical part of thesis. Overall, the author of the work concluded, that the approach of selected cities to promote them, reaches an acceptable level. Nevertheless, the author found some procedural reserves and tried to suggest some of the recommendations, which can be an inspiration not only for analyzed cities itself, but also for other cities and towns.

This thesis discusses the opportunities of using open data particularly from the perspective of commercial organizations. At first, the concept of open data is generally described including the relationships with related concepts. The thesis also mentions the general benefits and estimated economic impact of using open data. Next, it is described the current situation of open data activities in the Czech republic, the current possible sources of open data and also the possible business models for open data. The practical benefits of this thesis include the visualized outputs from the content analysis of national open data catalogues data.gov.uk and govdata.de, which demonstrate what kind of published datasets are available in those catalogues as an example for the Czech republic and also the conclusions of the performed pre-survey on demand for open data in the Czech republic. Based on this and similar surveys around the world, it was found that there is a big interest on open data from the commercial organizations and the biggest issue is its insufficient availability.

This paper takes a look at the challenges mayors of Czech small towns face in they day-to-day job and presents a comprehensive overview of ways they can be addressed. It then focuses on the non-financial and non-legislative tools of cooperation and external support in particular, which are introduced under a collective name "services for effective rural governance". The thesis then presents on the concept of "service design" and its uses in the public sector. Consequently, this method is used to analyze and propose changes to the currently available services for effective rural governance so that they best serve the small town mayors.

Master's Thesis is focused on personnel management in public sector. Human Resources are the basis for quality and efficient managing of public administration. Theoretical aspects of personnel management in the public sector are stated in the first part of the thesis. There are described the roles of personnel management in public administration and subsequently there are described the theoretical differences between personnel management in the public and private spheres. In the second part of the theory there are specified individual personnel activities such as job analysis, recruitment and selection of employees, employee adaptation, employment closing, employee training, employee evaluation and employee wages and benefits. Beside usual literature there are quotes from the Act No. 312/2002 Coll. of local government officials and amending certain laws. The practical part describes and analyzes the personnel activities in two districts of Prague, namely the Municipal Authority of Prague 9 and Prague 13. The aim of the thesis is to evaluate personnel management in selected urban areas, compare them to each other and suggest some improvements and recommendations for the future.
