A ‘revision’ of Antonio Caro’s formative period : 1970—1976

This thesis will examine the conceptual strategies articulated by a corpus of six works created within the first seven years of Colombian conceptual artist Antonio Caro’s career (1970-1976.) The works—Cabeza de Lleras (1970) [Head of Lleras], Aqui no cabe el arte (1972) [Art Does Not Fit Here], Manuel Quintín Lame información y variación visual (1972) [Manuel Quintín Lame, Information and Visual Variation], El imperialismo es un tigre de papel (1973) [Imperialism is a Paper Tiger], Colombia—Marlboro (1973-1975), and Colombia—Coca-Cola (1976)—despite stressing dematerialization, displaying simple designs, and communicating concise messages addressing political and cultural issues that are tied to a historical and geographic specificity, have been repeated until acquiring an iconic status. As a crucial tactic that is central to Caro’s work, this thesis will analyze both the advantages and disadvantages inherent in the strategy of repetition and how these have altered or enhanced the meaning of the works through time. Furthermore, five out of the six works in question employ text in a very particular way that results from Caro’s keen awareness of the visual potential of words. Likewise, they display anti-conventionalisms particularly with regards to the implementation of informal procedures (i.e. photocopying, posters, art actions, etc…) and the utilization of precarious materials (i.e. salt) that are often charged with historical meanings; the inherent short-lived nature of the materials used by Caro also points to the ephemeral quality of his production and to the rejection of the notion of art as a commodity. Finally, the works enact institutional critique on two fronts: they criticize the art institution from within, while simultaneously denouncing the politics of the state apparatus and the hegemonic values imposed by the dominant sectors of society. All in all, the salient features present in these six works point to Caro’s commitment to his environment while also contributing to the development of contemporary Colombian art. / text

Déterminants des politiques de lutte contre la pauvreté en Irlande durant la décennie 1997-2006

Ce mémoire est une étude de cas dans le domaine des politiques publiques, et porte sur la lutte à la pauvreté et à l’exclusion sociale en Irlande. L’Irlande a réussi l’exploit de diminuer de façon spectaculaire la pauvreté et l’exclusion sociale durant la décennie 1997-2006 et bien que son développement économique fut sans doute tout aussi spectaculaire, celui-ci n’explique pas entièrement ce résultat, tout comme il ne rend pas compte de l’engagement politique qui a amené le gouvernement irlandais à faire de la réduction de la pauvreté un objectif important. Le mémoire cherche à définir et à identifier les facteurs qui ont contribué à l’émergence de cette orientation politique. Comme il s’agit d’une étude de cas, la démarche de recherche se situe dans l’horizon des méthodes qualitatives. La variable dépendante est donc la conception et la mise en œuvre d’un nouvel ensemble de politiques sociales, centrées sur la réduction de la pauvreté. L’explication proposée met l’accent sur les idées, les intérêts et les institutions. / This master thesis is a case study in the field of public policies and deals with policies to fight against the poverty and social exclusion. Ireland succeeded in diminishing poverty and social exclusion during the 1997-2006 decade and even though if economic development was also spectacular, it did not explain completely this result, neither could it explain the political engagement that brought the Irish government to make the reduction of the poverty a major objective. This thesis tries to define and identify the factors that have contributed to the emergence of this political orientation. As it is a case study, the research mostly qualitative. The dependant variable is then the conception and the implementation of a new set of social policies, centered on poverty reduction. The proposed explanation places the emphasis on ideas, interests and institutions.

Famílias negras no planalto médio do Rio Grande do Sul (1940-1960) : terra, migração e relações familiares

O objetivo central desta pesquisa é analisar o período de itinerância de um grupo familiar residente no quilombo Rincão dos Caixões, localizado no município de Jacuízinho, situado no Planalto Médio do Rio Grande do Sul. Ao abordar a questão das migrações, verificaram-se as estratégias desenvolvidas pelo grupo na busca por postos de trabalho, a recuperação da estabilidade perdida e as relações familiares tecidas neste contexto de constantes deslocamentos. Esta coletividade tem sua origem em outro território negro, denominado Sítio Novo/Linha Fão, localizado no município de Arroio do Tigre. Esta área foi cedida a um grupo negro nos anos iniciais do século XX, porém, seus ancestrais habitavam a localidade desde os tempos do cativeiro. A delimitação temporal focaliza-se entre meados de 1940, momento da perda de parte do território do Sítio Novo/Linha Fão e 1960 quando a família se fixou na área do quilombo Rincão dos Caixões. O período delimitado, no entanto, recua para o período final da escravidão (1870-1890) para reconstituir o contexto de territorialidades negras na região em questão, na época da doação da parcela de terras, marcando com isso o inicio da territorialização negra no quilombo Sítio Novo/Linha Fão. A pesquisa desenvolvida se utilizou de fontes orais e escritas. Conta com um acervo de 30 entrevistas, realizadas entre 2008 e 2011, e, através de testamentos, inventários post-mortem, e processos criminais, buscou-se reconstituir aspectos das experiências de famílias de escravos e libertos na localidade em questão. / The main objective of this research is to analyze the roaming period of a family group living in the Quilombo of Rincão dos Caixões, located in the municipality of Jacuízinho, situated in the middle plateau region of Rio Grande do Sul. When addressing the issue of migration, we also verified the strategy used by the group regarding search of jobs, restoring lost stability and family relations built in this context of constant displacement. The community has its origin in another black territory, called Sítio Novo / Linha Fão, located in the municipality of Arroio do Tigre. This area was given to a group of black people in the early years of the 20th Century; however, their ancestors inhabited the place since the days of captivity. The temporal delimitation focuses from mid-1940, when it was the loss of part of the territory of Sítio Novo / Linha Fão and 1960 when the family settled in the Quilombo area Rincão dos Caixões. To better reconstruct the context of black territoriality in that region at the time of donation of the part of land, we bounded the stage until the final period of slavery (1870- 1890). That period was the beginning of black territorialization in the Quilombo Novo Sítio/Fão. Oral and written sources were used in the present research. It comprises a collection of 30 interviews, conducted between 2008 and 2011. Through wills, postmortem inventories, and criminal cases, we tried to reconstruct aspects of slaves and freedmen families, and their experiences in the locality in question.

La cité de Séleucie-sur-le-Tigre aux époques séleucide et arsacide

La cité de Séleucie-sur-le-Tigre fut fondée au 4e siècle avant J.-C. par Séleucos Ier, prétendant à la succession de l’empire d’Alexandre le Grand. La taille des ilôts créés lors de cette fondation est inégalée dans le monde hellénistique et témoigne de l’ambition manifestée par le nouveau dynaste. La cité prospéra pendant plusieurs siècles et acquit le statut de résidence royale et de centre administratif. Elle fut cependant conquise par les Arsacides, dynastie rivale, en 129 avant J.-C. Bien que le développement de Séleucie n’en ait pas été immédiatement affecté, la ville se mit à décliner à partir du 2e siècle et disparut vers 200. Pour expliquer ce retournement de situation, la critique moderne a insisté sur la culture des souverains la dominant. Dirigée par les Séleucides, ses fondateurs macédoniens, Séleucie aurait prospéré. Conquise par les Arsacides iraniens, elle aurait été traitée avec défiance et persécutée par ces derniers jusqu’à son effondrement. Cette idée repose notamment sur la mention du caractère grec de la cité par certains auteurs antiques et sur l’influence de ceux-ci sur les analyses des premiers archéologues à avoir fouillé le site. Cette thèse se propose d’étudier les rapports entre la cité et ses souverains tout au long de son histoire afin d’évaluer la part que cette rivalité culturelle supposée y joua. Elle repose sur la comparaison entre la tradition littéraire, essentielle pour établir un canevas chronologique mais orientée par des intérêts politiques, et les découvertes archéologiques des expéditions menées entre 1927 et 1989 à Séleucie. Celles-ci ont mis au jour de nombreux monuments et objets (monnaies, statuettes, sceaux) permettant de nuancer l’idée que la population de la cité ait été au départ ou ait conservé à travers les siècles un caractère grec qui lui aurait valu l’inimitié des Arsacides. D’autres facteurs expliquant le déclin et l’abandon de la ville, comme le déplacement du fleuve ou l’évolution du contexte géopolitique, sont donc proposés. / The city of Seleucia on the Tigris was founded in the 4th century BCE by Seleucos I, one of Alexander’s empire’s Successors. According to the size of it’s original dwelling-blocks, it was designed from the start to be a large and important city. It flourished for some time and became an administrative center and royal residence. In 129 BCE, it was conquered by the Arsacids, a rival dynasty. Seleucia’s development continued unbroken, but the city eventually declined and disappeared around 200 CE. To explain this change, historians underlined the importance of the perceived culture of its old and new sovereigns. Ruled by the Macedonian Seleucids, the city prospered. Under the Iranian Arsacids’ hostile administration, it was ill-treated until it got abandoned. Such analyses have been based on some passages of ancient texts insisting on the Greek character of Seleucia and its inhabitants. Those also influenced the interpretation of the results of the first archaeological digs conducted on the site. This thesis comes back on the relations between the city and both its Seleucid and Arsacid kings in order to evaluate the importance of this supposed cultural rivalry in the development of Seleucia. It compares the written tradition, essential but biased by political imperatives, and the buildings, coins, seals and figurines discovered by American, German and Italian archaeologists between 1927 and 1989. Our results suggest that the city and its population were of a mixed cultural backround and that its supposed Greek character did not play much of a role in its decline. We therefore suggest that other factors explain the disappearance of Seleucia, such as the Tigris changing bed and an evolution in the geopolitical situation of the Near East around 200.
