Samverkan mellan kommun och polis. En process- och effektutvärdering

På uppdrag av Nässjö kommun har en process – och effektutvärdering av samverkansöverenskommelsen mellan Nässjö kommun och Polismyndigheten i Jönköpings län genomförts. Utvärderingarna berör perioden 2012 till 2013. Överenskommelsen innefattar fyra problemområden men två har exkluderats på grund av begränsad tid samt bristfällig dokumentation. Inom ramen av effektutvärderingen har tillgreppsbrott samt våldsbrott i offentlig miljö studerats, detta genom analys av offentlig statistik. För att studera processen genomfördes fem intervjuer med nyckelinformanter. Av intervjuerna framgick det att kommunikationen och återkopplingen mellan aktörerna varit bristfällig, men samtliga respondenter ansåg att de involverade aktörerna var relevanta för aktiviteterna. I effektutvärderingen redovisades brottslighetens utveckling i kommunen med fokus på jämförelse av 2013 med 2011. Tillgreppsbrotten hade inte minskat vid jämförelse med 2011, det hade däremot våldsbrotten i offentlig miljö. / A process- and effect evaluation regarding the collaboration agreement between Nässjö municipality and the police authority in Jönköping County has been requested by Nässjö municipality. The evaluations studies the time period between 2012 and 2013. The collaboration agreement includes four different areas of concern, but two of them were excluded due to lack of time and lack of documentation. Acquisitive crimes and violent crimes in public spaces were chosen for the effect evaluation, and the analyzes were based on publicly available statistics. To study the process five interviews were conducted with key informants. The interviews revealed that all respondents felt like the involved participants were relevant for the activities, but the communication and feedback between them have been flawed. The effect evaluation presented the crime trends in Nässjö municipality. When comparing 2013 with 2011 the analyzes showed that the violent crimes in public spaces had decreased but acquisitive crimes had not.
