Public participation in the bus rapid transit system in JohannesburgDibakwane, Sipho Moses 02 November 2012 (has links)
The formulation and implementation of the Bus Rapid Transit Network
system (BRT) or Rea Vaya in the City of Johannesburg (CoJ) was met
with different views from the Johannesburg general public. Some sections
of the public accepted the BRT, while others rejected it. The reason for the
initial rejection was the lack of public consultation, while those with a
positive view conceded that the BRT was a good concept in transforming
the public transport system of Johannesburg. This study investigated how
the public participated in the BRT. The study was conducted through the
qualitative research methodological approach. Primary in-depth interviews
and documentary analysis were undertaken to answer the research
question.
The findings of the study indicate that public participation in the BRT was
orchestrated haphazardly because of the lack of a proper governance
system on public participation. The CoJ’s only concern appeared to be
meeting the deadline to provide efficient transport services during the
Confederations and World Cup Soccer tournaments of 2009 and 2010
respectively. The study concludes that the processes of engaging the
public to participate in BRT formulation and implementation were flawed.
The study finally recommends that the CoJ should develop governance
systems on public participation.The systems should include a tailor-made
public participation policy and institutional mechanisms to support critical
engagement with the public.

an efficient public transport system. This is done by examining other third word cities,
with particular reference to Bogotá (Colombia), which incorporated public transport
in their transportation systems. The research concludes by pointing out lessons for
Johannesburg that wants to implement a Bus Rapid Transit System and lower its
poverty levels.

Le choix d'un système de transport guidé de surface exploité en site propre (TCSP) est un travail complexe et difficile. Les différents systèmes peuvent sembler offrir des services équivalents pour les utilisateurs tandis que manquent souvent les informations nécessaires pour mieux distinguer les différences entre tel ou tel système. L'objectif de cette recherche vise, au-delà d'une présentation des différents systèmes guidés de surface qui structurent les réseaux de transport public en France, à procéder à une analyse comparative afin de mieux guider les choix des collectivités territoriales, dans le contexte des efforts qu'elles conduisent pour promouvoir des transports urbains répondant aux enjeux du développement durable. Les avantages et points faibles de chaque système est analysé et présenté de manière désagrégée. De manière complémentaire, est proposée et discutée une méthode multicritère ELECTRE III permettant d'agréger les résultats obtenus et de proposer le (ou les) système(s) le(s) mieux adapté(s) à différents contextes d'exploitation. Le résultat principal met en évidence le fait que le tramway moderne sur fer occupe une place privilégiée dans la majorité des scenarii. Cependant, le CIVIS, le Translohr, TVR et même le trolleybus ont leur place selon le contexte d'exploitation, dès lors en particulier que sont pris en compte les coûts d'infrastructure et d'exploitation associés. Les résultats de cette recherche nous encouragent en outre à recommander, chaque fois qu'il y a un projet de système de transport de surface, de passer en revue la gamme des systèmes et d'effectuer l'analyse comparative avec les différentes contraintes du lieu et du moment, en y intégrant une vision de moyen et long terme et les effets prévisibles sur l'aménagement urbain / The choice of a guided surface transit system operated on separated RoW is a complex and difficult task. Even if different transit systems could provide equivalent services to users, we often lack the necessary information to better distinguish among different systems. Beyond giving a presentation of different surface guided systems structuring the public transport networks in France, the aim of this research is to conduct a comparative analysis in order to better guide decisions of local authorities in their efforts to promote urban transport that meets the challenges of sustainable development. The advantages and the drawbacks of each system are analyzed and presented in a disaggregated way. In addition, a multicriteria method ELECTRE III is proposed and discussed for aggregating the results and proposing system(s) best suited for different operating conditions. The main result shows that the modern tramway on rail occupies a privileged place in most scenarios. However, the CIVIS, Translohr, TVR and even trolleybuses have their places with respect to operating conditions, given that the related infrastructure and operating costs are taken into account. The results of this research therefore encourage us to recommend, every time we propose a surface transit system, to review the whole range of systems and to do the comparative analysis with different context and time constraints integrating mid-term and long-term visions and predictable effects on the urban requalification

Fault Emergency Operation Analysis of Power System for Kaohsiung Mass Rapid Transit SystemChiang, Yao-Ting 21 January 2009 (has links)
The main purpose of this thesis is to study the emergency power-supply system analysis for red and orange lines of Kaohsiung Mass Rapid Transit(KMRT). First of all, the configurations of KMRT power-supply were introduced. Then the traction power required and station substation demand were analyzed by computer program. The suitability of planning and the power-supply system were examined by considering their target year requirements based on the headways of both 2 and 3 minutes.
The dispatch strategic is investigated when one of Bulk Supply Substation(BSS) was outaged. To analyze the system transient stability for the islanding operation of KMRT system when all 161kV circuits tripped, the mathematical models of the standby diesel generators with excitation system and governor system as well as the loads are considered in the computer simulation. The Ferranti effect due to 22.8kV cables for the transmission of energy backup power to send the critical loads in the train station is investigated, it is found that the shunt reactors is required for the mitigation of over voltage problem introduced by the Ferranti effect.

The roads between Bloubergstrand and Cape Town are very congested during peak periods. The R27-freeway carries more than 80 000 vehicles per day. There is a one possible solution and that is that another form of transport be created in order to facilitate public transport. The Hovercraft ferry service is a feasible alternative to solving the traffic problems. The Hovercraft Ferry Service would be a new ocean-bound transit system. It will serve the daily Tableview and Bloubergstrand commuters, linking Big Bay and the Mandela Gateway Terminal at the V&A Waterfront. The hovercraft ferry would successfully compete with the motorcar by providing safe, secure, comfortable, fast, reliable and predictable services. The ferry has to fill a specific gap in the holistic transport network of the area and it will assist in improving the image of public transport in South Africa as a viable attractive alternative to the motorcar. Apart from the convenience, and cost savings, Hovercape will provide a pivotal stimulus for economic and social development, as well as educating the local public on the history and importance of the area, in particular the Blaauwberg Conservation Area The client, Hovercape, would use ferries of 25m long and 11m wide, which can carry 140 people. It is proposed that the hovercrafts be used during off-peak times to carry tourists when not in use by the commuters. Robben Island is literally a stone's throw from Big Bay. at the Nelson Mandela Gateway Terminal, where the new inner city public transport route would operate from. The client for this Interpretative Centre and Hovercraft Terminal is Hovercape Ferry Services. This "new" service is to be implemented as soon as possible since there is a great demand and need for an additional form of public transport. Capetonians have complained time and time again of the traffic congestion problem, particularly between Bloubergstrand and the city centre. South African cities are still largely unequal where the urban poor’s right to the city is not adequately addressed. As a result of the legacy of apartheid and the various housing policies that have been adopted to address housing segregation, Johannesburg remains spatially fragmented with the urban poor remaining isolated in the periphery of the city far from places of employment and opportunity. With the decentralization and deindustrialization of employment, commuting for the urban poor has become more time consuming and costly with an average monthly commute costing R1 500.00. The City of Johannesburg has committed to tackling these structural and spatial inequalities that exist in Johannesburg through its flagship programme called Corridors of Freedom. Corridors of Freedom aims to transform the spatial inequalities in Johannesburg through the creation of geographies of inclusion using transit oriented development (TOD). This is through investing in public transport with the development of the Rea Vaya Bus Rapid Transit System (BRT) and inclusionary housing as the backbone to eradicate spatial. Corridors of Freedom aims to address housing segregation through the extension of the Rea Vaya BRT system in peripheral townships and through inclusionary housing provision to promote inclusive development in Johannesburg. This study will evaluate whether Corridors of Freedom and its associated developments have the potential to improve the lives of potential beneficiaries of two townships, Kagiso in the West Rand and Soweto. The study seeks to understand how the presence of the Rea Vaya BRT system can assist the urban poor’s access to the city and places of employment and opportunity. A comparison is made between Soweto residents who directly benefit from using the Rea Vaya buses and the Kagiso residents who do not have access to the Rea Vaya buses. Several stakeholders were interviewed including both the residents of Kagiso and Soweto. It was concluded that the Rea Vaya BRT system is a poverty-reduction strategy for the urban poor and an attempt from the City of Johannesburg to correct the existing spatial inequalities.The Rea Vaya Bus Rapid Transit system along with well-located social housing is an important step towards addressing inclusivity and bringing people close to places of employment and opportunity.

Optimizing the Use of Public Transit System in No-Notice Evacuations in Urban AreasSayyady, Fatemeh 11 August 2007 (has links)
Natural or man-made disasters result in unfortunate events around the nation every year. Such extreme events necessitate the short-notice or no-notice evacuation of a large population from the stricken area. This research presents an optimization modeling technique to develop an evacuation plan for transit-dependent residents during no-notice disaster situation. The proposed plan relies on the application of existing public transit system of an urban area. The public transit routing plan (PTRP) problem is formulated as a mixed integer linear program. The PTRP identifies the optimal routes for transit vehicles to move evacuees from the danger zone to designated safe destinations. A heuristic TABU search algorithm is used to find high-quality solution in a reasonable amount of time. Finally, DYNASMART-P is used to evaluate the effectiveness of the developed PTRP. Numerical experiments are conducted using the traffic network of the city of Fort Worth, TX, to illustrate the proposed modeling technique.
