Western archival institutions have both silenced and misrepresented Indigenous peoples in Canada for more than a century. These actions have in turn assisted in the colonization and subjectification of a myriad of Indigenous communities within the colonial construct of Canada. This institutional complicity in the colonization process has recently come under fire. Questions have arisen about how these institutions can be decolonized and how they can be used in partnership with Indigenous peoples to strengthen the Indigenous voices they once silenced. The institutional decolonization of archives becomes especially important when the archival institution in question has been given the responsibility to care for records that relate to gross human rights abuses perpetrated against Indigenous peoples. This is the case for the National Centre for Truth and Reconciliation (NCTR) at the University of Manitoba, which has a mandate to preserve and share the truths of Residential School Survivors. / May 2017

A systemic functional analysis of two Truth and Reconciliation Commission testimonies: transitivity and genre

<p>This thesis examines how two narrators construe their experiences of the same events differently through the linguistic choices that they make, through a systemic functional analysis, as well as a genre analysis of two testimonies. The Human Rights Violations (HRV) hearings of the Truth and Reconciliation Commission (TRC) allowed testifiers to tell stories of their experiences during apartheid. The selected testimonies refer to the events that led up to the arrest and eventual torture of Faried Muhammad Ferhelst, as told by himself and his mother, Minnie Louisa Ferhelst. Theframeworks used to analyse the testimonies are drawn from the transitivity and genre theories of Systemic Functional Linguistics. A clausal analysis of the transitivity patterns is used to compare the ways in which the testifiers construct their identities and roles when recounting their stories. The transitivity analysis of both testimonies shows that both Mrs Ferhelst and Faried Ferhelst construe themselves as the Affected participant through Material, Mental and Verbal clauses, and construe the police as the Causers, mostly through Material clauses. A genre analysis revealed that both testimonies took the form of narratives, in particular the Recount, a typical genre for relating narratives of personal experience. This research project also explores how the original Afrikaans versions of the testimonies differ from the translated English versions, available online on the TRC website. The Afrikaans versions were transcribed by the researcher from&nbsp / audio-visual records. A transitivity analysis reveals that the interpretation of the Afrikaans testimonies is fairly accurate, with a minimum loss of meaning. Thus in the case of these testimonies, the&nbsp / actual online record in English is an accurate reflection of their stories.</p>

Disrupting colonialism: weaving indigeneity into the gallery in schools project of the Art Gallery of Greater Victoria

In 2015, the Truth and Reconciliation Commission made their final recommendations for Canadian society to address cultural genocide: by affirming stories of survivors, taking personal and professional inventory of their practices and making concrete steps to meet the Calls to Action. In particular, the TRC recognized damage done by museums and art galleries to perpetuate colonialism and yet, believed that these institutions could be sites of justice, particularly in relation to arts and artists The Art Gallery of Greater Victoria, an institution steeped in colonialism and under pressure to create accountable relationships with Indigenous communities, began to act by revamping their education program for school age children entitled the Gallery in the Schools art program. My study asked Indigenous artists and educators to contribute their ideas for a new art program. I used a blended research of community based and decolonizing research models, contextualized within decolonizing and critical theoretical frameworks. Overall, research findings suggest that process is as important as the end product in the context of reconciliation and decolonization. Significantly, relationships were esteemed over the concept of reconciliation. These finding further imply that a successful art program would ground pedagogical content within a critical historical framework, be informed by a fluid understanding of identity and search out possibilities of hope. The theoretical implications of this study support increased contributions by Indigenous artists as key policy makers, who will challenge the deeply embedded power structures of institutions and offer alternative ways to share power and support Indigenous envisioned futures. / Graduate

A just culture : restoring justice towards a culture of human rights

This thesis seeks to investigate the possibility that the binary opposition between retributive and restorative forms of justice that structures the discourse on justice is unhelpful and unnecessary, particularly for societies seeking to extricate themselves from violent conflict and towards building peace and democracy. I shall argue for the importance of considering restorative justice as conceptually and historically prior to the possibility of retributive justice rather than the negation of one or the other, as well as advocate the potentially greater transformative power of the values of restorative justice which may provide a constructive alternative to retributive justice in the context of post-conflict peacebuilding.

An empirical-phenomenological study of the experience of testifying at the South African Truth and Reconciliation Commission

The South African Truth and Reconciliation Commission (TRC) sought to promote healing and reconciliation, and thereby bring closure to a past era of oppression. The process of public testimony was assumed to provide for a revealing of the truth of the period, and to promote forgiveness thus enabling victims to heal from the traumas of the past. This qualitative study sought to explicate the subjective meaning of the experiences of victims who testified at the TRC. Data derived from transcripted open-ended interviews with twelve victims were analysed using an empirical-phenomenological method. The sample group of 12 volunteers comprised eight black females, two black males, one Indian male and one white female. The subjects were interviewed nine to eighteen months after they had testified as victims at the KwaZulu-Natal regional hearings of the TRC. The findings of this study challenge the one-dimensional assumption that testifying at the TRC would promote a therapeutic outcome for victims. Analysis of the data revealed that public testimony is a dialectic and interpersonally constituted phenomenon, which in certain circumstances may facilitate healing. Victims described symptoms of anticipatory anxiety, and typically experienced the opportunity to testify as an "approach-avoidance" phenomenon. The TRC was perceived with the potential either to bring closure to the past, or to re-open old wounds without meeting the raised expectations for justice to be served and reparations to be provided. Victims experienced secondary traumatisation as they testified and simultaneously bore witness to their painful life-stories. The circumstances for a therapeutic outcome emerged as those in which forgiveness could take place through hearing the confession of a perpetrator, or through dialogue with a significant other who could stand for the perpetrator. In either case, an acknowledgement of the truth was required as a co-constituted reality. The efficacy of the Truth and Reconciliation Commission hearings in East London: perceptions of participants

This study examines the degree to which the Truth and Reconciliation Commission hearings in East London have mitigated the impact of gross human rights violations on some of the Duncan Village victims. The research draws upon responses from a convenience sample of victims of apartheid atrocities guided by their own individual experiences, literature on conflict management, and TRC hearings that took place in other African states. The East London TRC hearings alert one to the brutality of the apartheid regime whose political intolerance unleashed violence against ordinary citizens of East London. Despite being seen as a witch hunt against the apartheid security establishment, most of the victims feel the TRC opened lines of communication between former enemies, although one cannot conclusively say that total reconciliation between victims and perpetrators has been achieved. Insofar as telling the truth is concerned, the concept defies unanimous acceptance as a contributor to peaceful co-existence. The mere fact that some perpetrators refused to appear before the TRC is an indication that the value attached to it differs from person to person, particularly in a situation where the political landscape is characterized by intimidation and fear. The treatise unveils the East London TRC as a platform for compromise as some of the victims felt anger and hatred for the perpetrators would amount to perpetual self-imposed ostracism. Noting that the TRC was never meant to hurt anyone, the treatise ushers one into a space where reconciliation takes precedence over vengeance.
