Energy Cooperation in the Caucasus: Continuity and Change in Russian-Turkish Relations

This article explores the links between the remarkable change in Russian-Turkish foreign relations in the early 2000s and the geostrategic importance of the Caucasus for global energy security. For much of the 1990s, domestic instability and power distribution distracted both countries’ focus on regional issues. Mutual suspicion dominated the bilateral relations, when Turkey, a longstanding NATO stronghold with close ties to the United States and Europe, set out to gain ground in Russia’s traditional sphere of influence. The resulting strategic division of the Caucasus marked a period of continuity in Russian-Turkish relations and resembled the bipolar bloc formation of Cold War times. By drawing on the distinct accounts of Neo-Realism and Liberal Intergovernmentalism, this analysis provides an understanding of the determining factors that changed Russian-Turkish relations from standstill to intensified cooperation despite that national interests in the region proved to be largely consistent. Russia seeks to maintain its traditional hegemonic position and Turkey strives to become a ‘soft power’ in the region. However, central to the new phase of Russian-Turkish relations is a mutual interest in the Caucasus as a stable transport corridor for Caspian energy resources to European and global markets, and both Ankara and Moscow stand to benefit greatly from reconciling geopolitical competition and cooperation in the region.

Cette thèse Çtudie les rapprochements bi-communautaires dans la société civile à Chypre depuis 1974, les mouvements concernés, leurs membres, leurs actions, leurs réussites et leurs difficultés face à des nationalismes vigoureux dans une île coupé en deux hermétiquement jusqu'en 2003. Ces mouvements ne peuvent être coupés de leur contexte, les négociations infructueuses sous l'égide des Nations Unies, le développement des nationalismes, l'influence pesante des Mères-Patries. Il convient également de prendre en compte le passage du temps, les jeunes adultes de 2015 n'ont pas connu les affrontements de 1964 ni l'invasion turque de 1974. / This thesis studies the bicommunal reconciliation movements in Cyprus born in the civil society since 1974, the associations concerned, their members, theirs actions, their success or difficulties in front of vigorous nationalisms in an island tightly halved in two until 2003. Of course these movements cannot be separated from their context, the unsuccessful negotiations under the aegis of the United Nations, the development of nationalisms, the heavy influence of the Mother Countries. We must also take into account the passage of time, the young adults of 2015 have lived neither the 1964 bicommunal clashes nor the 1974 Turk invasion.

Tatarstán mezi Moskvou a Ankarou: analýza postojů elit Tatarstánu k měnícím se vztahům mezi Tureckem a Ruskou federací / Tatarstan between Moscow and Ankara: An Analysis of Tatarstan's Elite's Stance towards the Changing Relations between Turkey and the Russian Federation

The Master thesis is dealing with the external policies of the Republic of Tatarstan, a unit of the Russian Federation, and its relations to Turkey, a nation Tatarstan has cultural ties to, in light of the Russo-Turkish conflict following the shooting down of the Russian fighter jet Su-24 by the Turkish army. To answer questions about the influence of national diplomacy over a region's paradiplomacy, and the possibility to conduct independent paradiplomacy in an authoritarian state, speeches given on topics related to Turkey by the President of Tatarstan Rustam Minnikhanov were analysed against the background of the changing Russian relations to Turkey, using the Critical Discourse Analysis. The analysis revealed that although Tatarstani paradiplomacy reflects the developments of Russian diplomacy - it is not possible not to, since the decisions of the Federal government are binding for its subjects - President Minnikhanov continued to advocate for a long-term (and as close as possible) cooperation with Turkey regardless of Moscow's current stance. In fact, he was lobbying the Kremlin for this end, trying to influence the Federal diplomacy.
