UDC is used mainly in libraries of higher education institutions, scientific, scientific-and-technical, medical, agricultural and other specialized libraries, information centres and publishing houses. The paper introduces recent developments (2009-2010 period) regarding UDC in Ukraine.

Justifying War in Ukraine: An Analysis of Speeches, Excerpts and Interviews by Vladimir Putin

For two years now the war in Southeast Ukraine has claimed approximately 10,000 lives and countless casualties. Pegged as a civil war, the conflict is waging on between pro-Western nationalists and pro-Russian separatists. The war ignited after the public ousting of President Yanukovch in Maidan Square in the midst of thousands of protesters, and the subsequent annexation of Crimea. Although the Russian Federation maintains it does not have a military presence in Ukraine, U.S. intelligence and Ukrainian military officials have evidence otherwise. As a result, the West has imposed significant sanctions on “Putin's Russia”. This study explores how Putin justifies the Russian incursion into Ukraine through his own rhetoric, and further, whether this rhetoric changes when speaking to a domestic versus international audience. In the context of framing, this study analyzes 57 speeches, interviews, and excerpts of Vladimir Putin focused on the Crisis in Ukraine, from the years of 2013 to 2016. Throughout the literature, Kin-state rallying, Russian encirclement by enemies/isolation, Russian ethnocentrism, blurred legal rhetoric, and manipulation of historical myth, are the predominant frames that emerge. By way of propaganda, the findings indicate that Putin's most frequently used justifications frame the conflict through Russia's necessity to protect its brother nation from an unstable government, and the projection of blame onto the West. "Independent since 1991, Ukraine continues to struggle to improve its political stability and economic strength. Because of Ukraine's geographic proximity to and intertwined history with Russia, Ukrainian leaders measure their actions against the interests of Russia. Ukrainian policies, especially those that would expose Ukraine to Western influences and those independent of Russia's approval, could cause distrust in Moscow. Because Ukraine is likely to make political decisions that may cross Russian interests, the thesis will answer the questions: should Ukraine adopt a competitive or cooperative policy with Russia, or some combination of both, in order to fulfill its national security goals? The thesis formulates an analytical framework that assesses the feasibility and rationality of possible Ukrainian decisions on two volatile issues: the energy supply imbalance and border demarcation. It incorporates the domestic influences in Ukraine and Russia, as well as dominant international factors, in its analysis, seeking to identify the internal biases of the decision makers and how those biases affect the strength and security of an independent Ukraine. Etude de la production et de la migration des hydrocarbures dans le bassin du Donets en Ukraine : Aspects économiques et Exploitation / Study of the generation and of the migration of hydrocarbons in the Donets Basin : Economic and Exploitation Aspects

L’objectif de cette thèse est d’étudier la capacité des charbons humiques à générer des hydrocarbures.Un charbon humique d’âge crétacé, provenant du bassin de Sabinas (Mexique) et deux autres d’âge carbonifèreprovenant du bassin du Donets (Ukraine) ont été sélectionnés dans le cadre de cette étude. Ces échantillons ont été caractérisés puis pyrolysés en milieu confiné. Les résultats de cette pyrolyse révèlent que la classification macérale grossière d’un charbon en grandes familles (liptinite, vitrinite et inertinite), ne permet pas de définir correctement sa capacité à produire du bitume au cours de la maturation thermique. Les résultats de la modélisation 1D et 2D du système pétrolier dans le bassin du Donets confirment la bonne capacité des charbons du Donets à générer des hydrocarbures. La zone de génération maximale des hydrocarbures est obtenue dans la partie Sud-Est de la zone étudiée. Cependant, les phases de soulèvement et d’érosion des couvertures étanches au Permien supérieur et Crétacé supérieur ont causé une migration intense et une dismigration des hydrocarbures à la surface. Ainsi, de façon générale, l’absence d’occurrences commerciales d’huiles associées aux charbons humiques carbonifères semble plutôt due à l’histoire et à l’âge du bassin. Finalement, la modélisation prédit des accumulations de méthane au Nord-Ouest du bassin du Donets, une région pratiquement inexplorée, là où les couvertures étanches permiennes et mésozoïques sont présentes.Une relation linéaire simple entre la génération du méthane et le %Rr a été obtenue après les expériences de pyrolyse. Les conclusions déduites de l’utilisation de cette relation empirique dans le bassin de Donets sont comparables à celles issues de l’observation de terrain et de la modélisation numérique 2D de ce bassin. Il reste néanmoins à l’appliquer sur un plus grand nombre de bassins à charbons afin de la généraliser. / The objective of this thesis is to study the capacity of two different humic coals to generate hydrocarbons.Two bituminous humic coals were selected for this study in objective to evaluate their petroleum potentiality, a Cretaceous coal from the basin of Sabinas, and two Carboniferous coals from the basin of Donets. Pyrolysis in confined system was used in this work. More oil, wet gas, solid bitumen and even methane were produced during the pyrolysis of Donets coals than its amount produced from Olmos coal.The obtained results of modeling study of the petroleum system in Donets Basin show that: coalification level increases towards the E & SE parts of studied area of Donbas, the major erosion phase occurred at late Permian time with maximum total erosion in the SE part, the main phase of hydrocarbon generation occurred during the Carboniferous and early Permian subsidence phase, three phases of oil expulsion from source rock in Donets Basin were predicted, the major quantity of trapped methane is located in the southern and northern parts of main anticline.Finally, in this work a simple experimental relation between the generation of methane and %Rr of coal was formalized and validated by using field data and the results of the modeling study in the basin.

The thesis concludes that the recent goals and objectives of existing relations should be concentrated on the Ukrainian Armed Forces transition to democratic civil-military relations. Within the context of the post-Soviet period, this research analyzes the development of the NSDC's influence on political process in Ukraine since 1994. In addition, the thesis evaluates the place of the National Security and Defense Council of Ukraine and, in particular, of its Secretary in Ukrainian government. The present research analyzes and compares the experience of leading East-European and former Soviet Union countries as well as that of the United States of America in resolving the issues of national security policy. This study also makes suggestions about how to apply those experiences to the Ukrainian situation. The purpose of this thesis is to define the potential of the National Security and Defense Council as an actor of the Ukrainian political arena, and to find the strengths and weaknesses of the NSDC. The offered conclusions refer to the factors that undermine the NSDC's practical power in the political realm, conditions under which one might expect changes to the Council's contemporary role in the Ukrainian government, and the experiences of national security institutions of other countries and their application to the NSDC. / Civilian, Ukrainian Government Employee
