Det polisiära användandet av elpistol har under det senaste årtiondet ökat avsevärt runt om i världen. Med anledning av polisens skyldighet att bruka våld i proportion till händelse har det uppstått vissa frågetecken kring elpistolens placering i våldsanvändningstrappan. Högljudd medial kritik har riktats mot vapnet, då elpistolen framhålls trappa upp våldsanvändningen i samhället eftersom vapnet används framför andra mildare angreppssätt och således flyttar användandet av vapnet nedåt i våldsanvändningstrappan. Samtidigt implementeras elpistolen av beslutsfattare med motiveringen att vapnet minskar det dödliga våldet, då användningen av skjutvapen minskar när andra mindre dödliga vapen finns att tillgå. Syftet med denna systematiska litteraturöversikt är således att undersöka det polisiära användandet av elpistolen och vilka konsekvenser det kan medföra. Resultaten visar att den elpistolspolicy vilken polisen använder sig av i hög utsträckning varierar gällande vapnets placering i våldsanvändningstrappan, vilket har stor betydelse för den polisiära tillämpningen och påföljande konsekvenser. Gällande påföljande konsekvenser påvisades effektivteten vara något begränsad, men likväl acceptabel, och skadeverkningarna identifierades inte vara omfattande, varken milda, allvarliga eller dödsfall orsakade av vapnet. Dock är det svårt att utesluta att elpistolen, vid ett praktiskt polisiärt användande, i vissa fall kan vara en bidragande skade- eller dödsorsak. Vidare forskning om elpistolen i relation till andra polisiära angreppssätt erfordras för att kunna uttala sig om elpistolens placering i våldsanvändningstrappan. / During the last decade the police use of CEDs (Conducted Electrical Devices) has expanded worldwide. The police has a liability to not use excessive force, whereby the placement of the CED in the use of force continuum has been widely questioned. The CED has caused medial ambivalence for encouraging police brutality since the weapon is used instead of other less violent use of force alternatives, and therefore placing the CED at a lower level in the use of force continuum. The CED is implemented by policy makers on the presumption that this less lethal weapon contributes to a reduction in the level of deadly force by replacing the firearm in various situations. The purpose of this systematic litterature review is therefore to examine the police use of CEDs and its consequences. The results indicate that CED policys tend to vary across police departments in their placement of the weapon in the use of force continuum, which is of great importance for practical application by police officers and its consequences. Concerning the consequences, the effectivity has shown to be somewhat limited, but even if so, still acceptable. It is furthermore reported that the vast majority of CED deployment did not cause neither mild nor serious injuries or could be described as a potential or primary cause of death. Although it can not be excluded that the police use of CEDs may be a potential cause of injury or death under certain circumstances. Further research examining the CED in relation to other use of force alteratives is needed to garantee the placement of the CED in the use of force continuum.
