Integrating the planning of green spaces and sustainable drainage systems

In recent times urban flooding has become more frequent and more complex due to the effects of increasing urban areas and climate change. In some established urban areas the existing drainage infrastructure is unable to cope with the volume of surface runoff and flooding events are more frequent, therefore new approaches to create more space for water within developments are required. This research was conceived in that context. It aims to investigate the potential for integrating green space planning with water planning and to develop a framework for the same in order to reduce the risk of flooding. An extensive literature review was carried out in the areas of urban planning, water planning, planning legislations, and issues related to integrating green space and water planning. The review identified the need for an inclusive framework which could integrate aspects of green space and storm water planning more holistically to achieve greater spatial planning efficiency. To satisfy this need, a conceptual framework was developed which took into consideration the opinions of various stakeholders. The conceptual framework included green spaced planning for SUDS, recreational and storm water indicators and a mechanism for integrated evaluation of SUDS for recreation and storm water management. The conceptual framework provided a joint approach where both engineers and planners will need to work together for the development of integrated storm water and green space plans. The framework showed processes for both disciplines and also indicates how spatial planning and water planning interfaced so that there was clarity of roles. In order to evaluate integrated plans, an ‘integrated evaluation tool’ was developed which uses indicators from both the areas of green space planning and water planning. The evaluation tool also contained a scoring system which can be used to select storm water management options with more recreational potential. The tool provides a mechanism to balance the requirements of recreation and storm water management so that more holistic solutions can be developed by teams of engineers and planners. The conceptual framework and the integrated evaluation tool were applied to two case study catchments. Results from the case studies showed the relationship of spatial planning and flooding. It further tested whether recreational aspects could be integrated into storm water planning. A number of drainage options were tested to show the application of the evaluation tool under various scenarios. This results of the research showed that the conceptual framework was appropriate in both case study areas even though the areas had different patterns of development. It is therefore proposed that the approach has potential for wider application in other geographical areas. Results from the two areas also showed that the integrated approach established in this research could enhance the recreational aspects associated with urban storm water management. The framework presented in this thesis will potentially be of use to a wide range of stakeholders such policy makers, local authorities, water companies, consultants and researchers. It could also be useful in informing the evolution of planning policies and technical guidance associated with water and green space planning.

This study first offers a critique of some conventional approaches to environmental education and geography. The critique is followed by an analysis of current learning theories which underpin environmental and geographical thinking. On the basis of this analysis an environmental approach to the teaching of geography is identified. Within the broad theoretical context provided by debates on the importance of environmental education for the solution of environmental problems, the study promotes student teachers' understanding of an environmental approach in the teaching of geography at Transkei College of Education. Water management, a section of the geography syllabus, is selected to illustrate the process and implementation of such an approach in geography. The educational effectiveness of an environmental approach with regard to the students' conceptual understanding of water management is evaluated. The study as a whole is set within the general literature of environmental education, and particularly that of education for the environment.

Les usagers confrontés à la restauration de la continuité écologique des cours d’eau : approche en région Bretagne / Users confronted with Restoration of Ecological Continuity of Rivers : the case of Brittany region

En France, la restauration de la continuité écologique des cours d’eau est devenue depuis plusieurs années une action emblématique à la croisée des problématiques de qualité de l’eau et de protection de la biodiversité. Encadrée par une réglementation nationale ambitieuse, sa mise en oeuvre s’appuie en priorité sur un réaménagement du cours d’eau, occasionnant une modification du cadre de vie local.La thèse vise à appréhender la perception socio-spatiale de cette action publique à visée écologique. Dans le cadre d’une méthode qualitative déployée au travers de deux cas d’étude bretons, l’adaptation de l’action publique de restauration de la continuité écologique est interrogée dans ses composantes structurelles et substantielles. La mise en perspective des usages du cours d’eau dans leurs trajectoires temporelles et dans leur épaisseur spatiale contextualise les mesures derestauration écologique et les mobilisations pour la défense d’un espace fluvial aménagé. En accordant une place centrale aux dynamiques conflictuelles, l’analyse des pratiques et des représentations d’une partie des usagers permet de cerner les modalités d’appropriations de l’espace du cours d’eau et de comprendre les discordances entre acteurs des projets.Au-delà des confrontations de points de vue sur la qualité de l’espace réaménagé par la restauration écologique, se jouent les questions de légitimité et d’opérationnalité d’une politique environnementale ambitieuse. Appréhendée comme une action publique expérimentale, le projet de restaurer la continuité écologique reste encore largement à construire tant dans ses aspects écologiques que sociaux. / The restoration of the ecological continuity of streams has lately become an iconic policy in France. Its implementation is regulated by ambitious national guidelines mixing water quality issues with biodiversity conservation. The action gives priority to a shift in management which relies on dam removal to create a river ecological network, and thereby a local environment change.This thesis aims at understanding the socio-spatial perception of that ecological-based public action through qualitative methods (documentary research, semi-structured interviews…). One feature of the research draws on a geo-historical approach that makes it possible to put into perspective the issues underscored by the projects implementation. In this respect, it has been decided to investigate two study cases in Brittany (West of France).The change of policy to restore ecological continuity is examined in its structural and substantial dimensions so as to understand its adaptations. Besides, by giving a primacy to the dynamics of conflicts, the analysis of some users' practices and representations highlights the rivers spaces appropriations. It also contributes to determining the differences of opinion between the participants of the projects. Beyond conflicts, the results also illustrate the local lack of legitimacy and socialefficiency of such an ambitious but experimental environmental policy to restore ecological continuity, that is yet to be constructed in both its ecological and social features.

Demandas e disponibilidades hídricas da bacia hidrográfica do rio Pardo (RS) nos cenários atual e futuro para diferentes sistemas de produção de arroz irrigado

A Bacia Hidrográfica do Rio Pardo é uma das 9 (nove) bacias que integram a Região Hidrográfica do Guaíba, no Rio Grande do Sul, sendo sua área de drenagem de aproximadamente 3.636 km². Os rios Pardo e Pardinho são os principais cursos de água, com extensões de aproximadamente 200 e 90 km, respectivamente. Estudos realizados recentemente sobre a situação atual dos recursos hídricos da Bacia do Rio Pardo constataram a ocorrência de deficiências hídricas em determinados períodos do ano e em algumas regiões. Estas deficiências foram atribuídas, principalmente, à demanda de água pela orizicultura, que representa 87% do volume total requerido anualmente e 97% do volume total requerido em janeiro, mês de maior demanda de água na Bacia. Dentro deste contexto, esta dissertação teve como objetivo geral analisar, sob as perspectivas da orizicultura irrigada, a situação hídrica quantitativa da Bacia Hidrográfica do Rio Pardo no cenário atual e em cenários futuros. Buscou-se quantificar os déficits hídricos (quando existentes) e identificar os cenários menos impactantes para os usuários da água da Bacia. Um modelo para estimativa da disponibilidade hídrica da Bacia foi testado e analisado. No entanto, quando da realização dos balanços hídricos, preferiu-se utilizar vazões observadas e medidas nos principais rios da Bacia, adotando-se, como disponibilidade hídrica, as vazões com 90% de garantia de excedência. Foram estabelecidos dois cenários futuros para a orizicultura – Tendencial e Otimista – os quais foram analisados sob duas projeções (4 e 12 anos). Os cenários foram configurados com base na combinação entre diferentes sistemas de cultivo e ciclo das cultivares de arroz, que, juntos, determinam diferentes demandas específicas, e, conseqüentemente, diferentes volumes totais por cenário. A demanda hídrica de cada cenário foi estimada utilizando-se um modelo matemático integrado a ferramentas de geoprocessamento. O modelo considera os principais componentes da demanda hídrica para irrigação (evapotranspiração, saturação do solo, lâmina superficial e fluxo lateral). Os resultados indicaram uma tendência de melhoria na eficiência de uso da água para irrigação na Bacia, com aumento de área cultivada e diminuição da demanda hídrica por unidade de área. Esse quadro pode ser atribuído, principalmente, ao aumento de lavouras sistematizadas, que garantem menor demanda hídrica, devido ao melhor aproveitamento da água de irrigação. A melhoria na eficiência de utilização da água é ainda maior nos cenários otimistas, em que se pressupõe, além do aumento de áreas sistematizadas, a utilização de cultivares de ciclo menor, condicionando reduções no período de irrigação. Apesar disso, os balanços hídricos realizados para cada cenário indicam a ocorrência de déficits hídricos mais graves do que os atuais nos cenários futuros. Esta configuração é atribuída ao aumento da área cultivada, que, mesmo com demanda específica menor, não garante que os conflitos sejam minimizados. Mesmo assim, os resultados mostraram que, dentro de uma mesma projeção futura, existe a possibilidade de haver significativas reduções na utilização de água, o que é evidenciado através das diferenças constatadas na comparação dos cenários tendenciais e otimistas, sendo estes últimos, menos impactantes na disponibilidade hídrica. A gestão e o planejamento de recursos hídricos, neste contexto, permitem disciplinar o uso e alocar a água entre os diversos usuários de uma bacia hidrográfica através da implementação de instrumentos de gestão e planejamento, como a outorga e a cobrança; no entanto, subsídios como os apresentados neste trabalho são necessários, pois, para que haja efetividade na implementação dos instrumentos, é fundamental que se conheçam as distribuições espacial e temporal das disponibilidades e demandas hídricas de cada Bacia Hidrográfica, e que se considerem as tecnologias empregadas nos diferentes sistemas de produção, que têm a água como insumo básico. / The Pardo River Basin (3.636 km²) is one of the 9 (nine) basins integrating the Guaíba Watershed Region, in the state of Rio Grande do Sul, Brazil. Pardo and Pardinho rivers are the most important water courses, with extensions of about 200 and 90 km, respectively. Recent studies about current water availability and water demand in Pardo River Basin showed the occurrence of water deficiencies in some periods of the year and in some areas. These deficiencies were attributed, mainly, to demand to rice irrigation that represents 84% of total volume requested annually, and 97% of total volume requested in January, month of higher water demand in the Basin. This study had as main objective to analyze, under the perspectives of the irrigated rice crop, the quantitative water situation in Rio Pardo River Basin in current and futures sceneries. It looked for quantifying water deficits (when existent) and to identify the less impactant sceneries to the Basin water users. A model to estimate water availability was tested and analyzed. However, to water balances, it was preferred using observed discharge measured in the principal rivers of the Basin, adopting, as water availability, the discharge with 90% of chance to exceeding. Two future sceneries were established related to rice system crop – Tendencial and Optimist – that were analyzed under two projections (4 and 12 years). The sceneries were configured based on combination of cultivation systems (soil manage) and rice variety cycle, that, together, determines different specific demands, and, consequently, different total volumes for each scenery. The water demand in each scenario was calculated using a mathematical model integrated to geoprocessing tools. The model considers the main components of irrigation demand to rice crop (evapotranspiration, soil saturation, superficial depth and lateral flow). Results indicated a tendency to improve efficiency of water use in rice irrigation, with increase of cultivated area and decrease in specific water demand. This frame can be attributed, mainly, to increasing of systematized crop soil that assures smaller water demand, due to the best use of water irrigation. The improvement in water use efficiency is larger in optimistic sceneries, when it’s presupposed, in addition to increase of systematized areas, the use of rice variety with smaller cycle, conditioning reductions in irrigation period. In spite of that, the water balances to the futures sceneries indicate the occurrence of worse water deficits than in the current one. This configuration is attributed to increasing in cultivated area that, even with smaller specific water demand, does not assure that conflicts are minimized. Even so, the results showed that there are possible reducing water use into a same future projection, evidenced through differences verified in the comparison between tendencial and optimists sceneries, when these last, are less impactant in the water availability. The water resources management, in this context, allow disciplining water use and to allocate it among several existent users through planning instruments implementation, as the grant and collection; however, subsidies as showed in this work, are essential to implement these instruments. Is fundamental that spatial and temporary distribution of water availability and water demand are known, and that technologies employed in different production systems using water like a basic input be considered.

The extent of measures against erosion and floods, which belong to water management structures, is enormous. Any of these, including the technical, agrotechnical and organizational ones, should be correctly incorporated into the landscape. Erosion is a natural phenomenon, often affected by man (unsuitable agricultural practices, growing of monocultures), causing considerable damages. In the frame of land consolidation, these measures should perform positively and act against natural disasters. My task was to compare the effects of these measures on three model cases of land consolidation: cadasters of Vidov, Lékařova Lhota and Roudné. My comparison was based on several points, mentioned in detail in my thesis, chapter 3: Main aims. In the Conclusions I summarize, whether or not these measures are in accord with the project documentation and whether or not they had a positive effect on the site and in which extent.

The experiment was conducted at the Projeto Piloto de Fruticultura Irrigada (Irrigated Fruit Culture Pilot Project) of the CODEVASF, in Santa Rosa, PI (06 ° 47 '5 6''S, 42 ° 17' 17''W). We used randomized blocks with six treatments and four replications, with four plants to a plot. The treatments (irrigation levels) were defined as percentages of the reference evapotranspiration (ETo): T1 (25% ETo), T2 (50% ETo), T3 (75% ETo), T4 ( 1 00% ETo), T5 (125% ETo) and T6 (150% ETo). It was installed a battery with three tensiom eters per treatment at depths of 0.10 m, 0.30 m and 0.50 m, to monitor the soil water. Determining the crop coefficient (Kc), we used the soil water balance, and for obtaining that, two batteries were installed, with tensiometers placed at depths of 0.10 m, 0.30 m 0.50 m within a radius of 0.30 m and 0.60 m from the stems of the plants in T4. The Kc values were estimated in the 41-240 days a fter transplanting (DAT). The irrigation le vels of 408.25 mm (T1), 463.41 mm (T2) 535.11 mm (T3), 609.98 mm (T4), 704.71 mm (T5) and 826.02 mm (T6) were applied on performing the experiment. We evaluated the morphological and physiologic al growth variables of yellow passion fruit (plant height, stem diameter, number of internod es, leaf area, leaf number and leaf water potential) and production traits (yield, fruit numb er, fruit weight, fruit transverse diameter and fruit longitudinal diameter). Analysis of varia nce showed that the irrigation significantly influenced stem diameter (P <0.05) in assessments conducted in December 2009, January and February 2010; leaf area (P < 0.01) for assessments conducted from Januar y to April 2010; number of leaves (P <0.05) for assessments conducted in March 2010 and (P <0.01) in April 2010; leaf water potential (P <0.01) at all testing times. Besides, the number of fruits (P<0.05), the average fruit weight (P <0.05) and the productivity (P <0.05) were found significantly responding to the irrigation level. Maximum yield (6763 kg ha-1) was obtained in 60 days of harvest, ie 25% of potential annual production of passion fruit was obtained with an irrigation level of 763.80 mm...Estimating to its full potential to the first year of production we obtained a value of 27,052 kg ha-1 yr -1. As for the average fruit weight, it ranged from 0.207 kg (T6) to 0,159 kg (T1). The maximum number of fruits (33 119 fruit ha -1) was obtained with an irrigation level of 760.21 mm. The Kc values ranged from 0.43 to 1.04 with a maximum recorded value at 211 to 220 DAT. The average Kc obtained at the vegetative stage, was 0.57, and the average Kc at the production stage(flower ing and fruiting)was 0.94. Therefore: The irrigation level most suitable for the passion fruit must be between 72% and 100% ETo; The assessed morphophysiological growth variables of the yellow passion fruit are influenced by the variation of irrigation level applied to culture; The yield, average weight and fruit number of the yellow pa ssion plant are also influenced by the same variation of irrigation level. / NOGUEIRA, Eliomar, Universidade Federal do Ceará. O objetivo do trabalho foi determinar o coeficiente de cultivo do maracujazeiro amarelo e definir lâminas de irrigação capazes de elevar a produtividade da cultura e a qualidade da produção nas condições ambientais da região semiárida do Piauí. O experimento foi realizado na área do Projeto Piloto de Fruticultura Irrigada da CODEVASF, no município de Santa Rosa, PI (06° 47’ 56’’ S, 42° 17’ 17’’ W). Utilizou-se delineamento experimental blocos ao acaso com seis tratamentos e quatro repetições, parcela com quatro plantas úteis. Os tratamentos (lâminas de irrigação) foram definidos em função de percentagens da evapotranspiração de referência (ETo): T1 (0,25*ETo), T2 (0,50*ETo), T3 (0,75*ETo), T4 (1,00*ETo), T5 (1,25*ETo) e T6 (1,50*ETo). Para o monitoramento da água no perfil do solo instalou-se uma bateria com três tensiômetros por tratamento nas profundidades de 0,10 m; 0,30 m e 0,50 m. Para determinação do coeficiente de cultivo (Kc), utilizou-se o balanço de água no solo e para tanto, foram instaladas duas baterias com tensiômetros distribuídos nas profundidades de 0,10 m; 0,30 m e 0,50 m, num raio de 0,30 m e 0,60 m do caule das plantas no T4 . No período de 41-240 dias após transplantio (DAT) estimou-se valores de Kc. Na execução do experimento foram aplicadas as respectivas lâminas de irrigação 408,25 mm (T1), 463,41 mm (T2), 535,11 mm (T3), 609,98 mm (T4), 704,71 mm (T5) e 826,02 mm (T6). Foram avaliadas as características morfofisiológicas de crescimento do maracujazeiro amarelo (altura da planta, diâmetro do caule, número de internós, área foliar, número de folhas e potencial hídrico foliar; características de produção (produtividade, números de frutos, peso médio de frutos, diâmetros transversal e longitudinal de frutos). A análise de variância mostrou que as lâminas de irrigação influenciaram significativamente o (diâmetro de caule (P<0,05) nas avaliações realizadas em dezembro de 2009, janeiro e fevereiro de 2010; área foliar (P<0,01) para avaliações realizadas de janeiro a abril de 2010; número de folha (P<0,05) para as avaliações realizadas em março 2010 e (P<0,01) para abril de 2010); o potencial hídrico nas folhas (P<0,01) em todas as épocas de avaliação. E foi significativo o número de frutos (P<0,05), peso médio do fruto (P<0,05) e a produtividade (P<0,05). A produtividade máxima (6.763 kg ha-1) obtida em 60 dias de colheita, isto é, 25% do potencial produtivo anual do maracujazeiro foi obtida com aplicação da lâmina de 763,80 mm e estimando-se para seu potencial total para o primeiro ano de produção obteve-se o valor de 27.052 kg ha-1 ano-1; o peso médio de fruto variou de 0,207 kg (T6) e 0,159 kg (T1); foi registrado o número máximo de frutos (33.119 frutos ha-1) com lâmina de 760,21 mm. Os valores de Kc variaram de 0,43 a 1,04 com registro de máximo valor em 211 a 220 DAT. E o Kc médio obtido para a fase vegetativa foi de 0,57 e para fase de produção (floração e frutificação) de 0,94. Conclui-se que, as lâminas de irrigação mais adequadas para maracujazeiro amarelo se situam entre o equivalente 0,72*ETo e 1,00*ETo; as características morfofisiológicas de crescimento do maracujazeiro amarelo avaliadas, são influenciadas pela variação de lâminas de irrigação aplicada à cultura; a produtividade do maracujazeiro amarelo, peso médio e número de frutos são influenciados pela diferenciação de lâminas de irrigação aplicada à cultura.

Reframing water efficiency : towards interventions that reconfigure the shared and collective aspects of everyday water use

This is a thesis about water efficiency, a particular set of practices in the water industry of England and Wales designed to reduce end-use water demand in homes and businesses. Broadly, the thesis aims to understand how water efficiency activities organised and funded by water companies might more effectively support the development of sustainable patterns of domestic demand, in order to contribute to long-term sustainable water management. To achieve this aim, mixed qualitative methods are used to; a) evaluate the extent to which two non-conventional water efficiency activities engage with the collective elements of everyday consumption that existing research deems necessary to steer demand (Strengers, 2012, Macrorie et al., 2014, Shove, 2014, Geels et al., 2015); b) develop a conceptual understanding of demand management as a professional practice, to understand how Water Company activities are shaped, sustained and stifled; and c) develop an understanding of what future water efficiency activities might look like that take account of the findings from this research. Central to this research and analysis is the notion of 'collective', a term that denotes a conceptual perspective on demand that departs from a focus on individuals, towards the shared social, technological and natural relations that structure everyday activity (Browne et al., 2014). The analysis uses this notion of collectives to examine the impacts and limitations of Save Water Swindon, a large-scale 'whole-town' approach to water efficiency (Case Study 1); to explore how Care for the Kennet contributes to demand management by reconfiguring relations between water in the home and water in the river (Case Study 2); and to uncover the collective context of the professional practices of managing demand (Case Study 3). The findings illustrate that demand is shaped by routines that extend far beyond the spaces in which water is used, both intentionally and unintentionally, and therefore highlight a distributed web of people and practices that might be involved in demand management. The findings from these empirical enquiries are used to as the basis to work with the water industry to reimagine interventions that engage in the collective context of demand, and elicit conceptual understandings of the processes and actors involved in governing social change. Overall, the approach taken in this thesis demonstrates the vitality of practice-based enquiry that provides deep analytical detail to better understand the mundane yet complex processes that sustain everyday water use. Supplementing the analysis with ideas from a variety of social science disciplines and working alongside the water industry, facilitated by the CASE studentship, pushes the analysis beyond the confines of domestic practices typical of practice-based research. Subsequently this research offers contributions to policy, practice and theoretical developments as it explores the intersections between demand and professional practices and local environments, evaluates interventions, examines practices of demand management, and unravels the possibilities for future intervention. Consequently, though focused on water management in the UK, this research offers insights for other resource agendas and regional contexts, expanding discussions in these spaces to think creatively about avenues for future policy and management practice.

This thesis arises from the interest in developing the proposition, with involvement of social agents of the participatory management of water resources of the State of Ceará-Brazil. The methodology is compartmentalized into three steps: secondary data collection; the primary indicators, which it intends to obtain empirical data, on the basis of: participation in meetings of negotiated allocation of water, in the application of questionnaires, interviews and cooperative games with members of social arena and conducting social experiment; Finally, the treatment of information and indications that integrates, correlates, and analyzes the information and guides collected in Office and field. The consultation, through application of the questionnaires, together with members of the 12 (twelve) committees of the catchment area of the State of Ceará pointed as a result to guarantee future of use of water stored in a reservoir, in times of scarcity, as the primary motivation that encourages taking rational attitudes on water use. The results of the application of cooperative games bring out the existence of factors that interfere in the decision-making of the members of the watershed committees. Based on the data collected and interviews conducted, devised the "cognitive Map added" where were identified the strategies that make up the path to the meeting of attributes that can be negotiated for the allocation of water. Also indicated result of social experiment conducted in river basin Committee, where he obtained the members that sustainable exploitation of water resources by the water users sectors, is essential criterion for establishing order of preference in the use of water in situations of scarcity. The criterion inventoried, so associated with the results of the consultation and of the cognitive mapping of the river basin committees, is in line with the proposal for allocation of water, composed essentially of two strategies: first, social participation based on the planning steps for the preparation of the scenarios of reservoir systems operation, therefore, with emphasis on dialogue and involvement of society , and the other, directed to the application between users of the irrigation sector. Finally, one of the suggestions gathered was suggested the insertion of cooperative games tied to the process of formation and training in water resources management for members of the CBHs, as required and improved their dialogue, respect and trust among the social sectors involved. / A água, sobretudo por ser um bem de uso comum, com reduzida disponibilidade atual no mundo, torna a sua alocação um dilema social que exige decisões e tornam seu gerenciamento racional absolutamente imprescindível. Esta tese surge do interesse em desenvolver proposição, com envolvimento dos agentes sociais da gestão participativa dos recursos hídricos do Estado do Ceará - Brasil. A metodologia se encontra compartimentada em três etapas: de coleta de dados secundários; a dos indicadores primários, que se propõe obter dados empíricos, com base: na participação em reuniões de alocação negociada da água, na aplicação de questionários, entrevistas e jogos cooperativos com membros de arena social e realização de experimento social; por fim, a fase de tratamento de informações e indicativos que integra, correlaciona e analisa as informações e os guias coletados em gabinete e campo. A consulta realizada, mediante aplicação dos questionários, junto aos membros integrantes dos 12 (doze) comitês de bacia hidrográfica do Estado do Ceará apontou como resultado a garantia futura de uso da água estocada em reservatório, em período de escassez, como sendo a principal motivação que estimula a tomada de atitudes racionais no uso da água. Os resultados da aplicação de jogos cooperativos trazem à tona a existência de fatores que interferem na tomada de decisão dos integrantes dos comitês de bacia hidrográficas. Com base no conjunto de dados levantados e das entrevistas realizadas, elaborou-se o “Mapa cognitivo agregado”, onde foram identificadas as estratégias que formam o caminho para o encontro de atributos passíveis de serem negociados para a alocação da água. Também se indicou resultado de experimento social realizado em comitê de bacia hidrográfica, onde se obteve dos membros integrantes a afirmação de que a exploração sustentável dos recursos hídricos, por parte dos setores usuários da água, é critério essencial para estabelecimento de ordem de preferência no uso das águas em situação de escassez. O critério inventariado, portanto, associado aos resultados da consulta realizada e do mapeamento cognitivo dos membros de comitês de bacia hidrográfica, se encontra em consonância com a proposta de alocação de água que, composta essencialmente por duas estratégias: a primeira, com suporte na participação social nas etapas de planejamento para elaboração dos cenários de operação dos sistemas de reservatórios, portanto, com ênfase no diálogo e no envolvimento da sociedade, e a outra, direcionada à aplicação entre usuários do setor da irrigação. Por fim, dentre as sugestões reunidas foi sugerida a inserção de jogos cooperativos atrelados ao processo de formação e capacitações em gestão dos recursos hídricos para os membros dos CBHs, como sendo necessários e passiveis de aperfeiçoar o diálogo, respeito e confiança entre os setores sociais envolvidos.

This thesis deals with financial possibilities in water resources management. The thesis submits a general view of utilization of financial resources possibilities to improve the quality of water resources management from both national and European resources. The analysis of financial support availability is also the part of the thesis. The result is that available financial resources are insufficient because they do not satisfy all applicants. Another scope of this thesis was the process of sample projects from different supported programs. They should serve to potential applicants as a guideline for request submission so applicants have no worries about managing of the whole grant application process. Processed projects were compared according to specific criteria which resulted in suggested recommendations for the improvement of application processes.

Sufficient quantity of good quality of drinking water is essential for human society. The existence of life, including life of man is conditioned by water. Water has a large impact on quality of life that we lead. In our conditions it is commonplace that we have unlimited access to drinking water which is provided through the public water supply system. Quality of drinking water in the Czech Republic is strictly monitored and the water from public water supply system has required quality and wholesomeness. The role of society is to ensure that this state will continue in the future. For this reason, water management became a part of critical infrastructure. The main purpose of this thesis is to map the impacts of drinking water supply system interruptions to the population of South Bohemia. This thesis was based on quantitative research and applied the method of secondary analysis of document.
