Flashing Yellow Arrow Traffic Signal Operation: A Clinical Methodology for Field Conversion

abstract: ABSTRACT This study examines the methodology for converting protected, permissive, and protected/permissive left-turn operation to flashing yellow arrow left-turn operation. This study addresses construction-related considerations, including negative offsets, lateral traffic signal head position, left-turn accident rates, crash modification factors and crash reductions factors. A total of 85 intersections in Glendale, Arizona were chosen for this study. These intersections included 45 “arterial to arterial” intersections (a major road intersecting with a major road) and 40 “arterial to collector” intersections (a major road intersecting with a minor road). This thesis is a clinical study of the field conversion to flashing yellow arrow traffic signals and is not a study of the merits of flashing yellow arrow operation. This study included six categories: 1. High accident intersections (for inclusion in Highway Safety Improvement Program (HSIP) funding); 2. Signal head modifications only; 3. Signal head replacement with median modifications; 4. Signal head and mast arm replacement; 5. Signal head, signal pole and mast arm replacement; and 6. Intersections where flashing yellow arrow operation is not recommended. Compliance with the Manual on Uniform Traffic Control Devices (MUTCD) played a large part in determining conversion costs because the standard for lateral position of the left-turn traffic signal greatly influenced the construction effort. Additionally, the left-turning vehicle’s sight distance factored into cost considerations. It’s important for agencies to utilize this study to understand all of the financial commitments and construction requirements for conversion to flashing yellow arrow operation, and ultimately to appreciate that the process is not purely a matter of swapping traffic signal heads. / Dissertation/Thesis / Masters Thesis Civil Engineering 2016

Orientador: Júlio César Galli / Banca: Arlindo Leal Boiça Júnior / Banca: Valter Arthur / Resumo: O presente trabalho objetivou conhecer a flutuação populacional de moscas-das-frutas (Anastrepha spp. e Ceratitis capitata) e de Triozoida limbata, o efeito do suco açucarado de goiaba e de diferentes concentrações de Moscatex® como atrativo alimentar de tefritídeos, e a evolução do dano de Costalimaita ferruginea e Triozoida limbata em um pomar de goiaba em Jaboticabal/SP. Para o estudo da flutuação populacional das moscas-das-frutas e do efeito dos atrativos alimentares foram empregados quinzenalmente, no período de março de 2005 a junho de 2006, frascos caça-moscas, contendo o atrativo alimentar proteína hidrolisada de milho (Moscatex®) nas concentrações de 1%, 2%, 3% e 3% + suco açucarado de goiaba 50%. Para a observação da evolução do dano de T. limbata e de C. ferruginea foram analisadas quinzenalmente 20 plantas do pomar. Para cada planta foram avaliadas 10 folhas contendo o sintoma do ataque da respectiva praga atribuindo-se uma nota de 1 a 4 de acordo com a porcentagem de dano. Os picos populacionais de Anastrepha spp. observados ocorreram no período frutificação da cultura, sendo mais de 90% dos tefritídeos pertencentes a este gênero. O aumento na concentração de Moscatex®, bem como a adição de suco açucarado de goiaba foi eficiente na captura das moscas-dasfrutas. A densidade populacional do psilídeo aumentou consideravelmente com o surgimento das brotações e apresentou uma correlação positiva com a temperatura. O dano do psilídeo acompanhou a densidade populacional da praga. O dano de C. ferruginea se manteve baixo após a aplicação de inseticida e apresentou uma correlação positiva com a umidade relativa... (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The present work aimed to know the populational fluctuation of fruit flies (Anastrepha spp. and Ceratitis capitata) and Triozoida limbata; the effect of the sugary juice of guava and different concentrations of Moscatex® as attractive alimentary of tephritids; and the damage evolution of Costalimaita ferruginea and T. limbata in a guava orchard in Jaboticabal - SP. For the study of the populational fluctuation of fruit flies and the effect of alimentary attractive they were used biweekly, in the period of march of 2005 to june of 2006, traps containing the attractive alimentary protein corn hydrolyzed (Moscatex®) in the concentrations of 1%, 2%, 3% and 3% + sugary juice of guava 50%. For the observation of evolution of the damage of T. limbata and C. ferruginea were analyzed 20 plants of the guava orchard biweekly. For each plant they were appraised 10 leaves containing the symptom of the attack of the respective pest being attributed a note from 1 to 4 in agreement with the damage percentage. The population picks of Anastrepha spp. observed they happened in the period fruitage of the culture, being more than 90% of the tephritids belonging to this gender. The increase in the concentration of Moscatex®, as well as the addition of sugary juice of guava showed efficient in the capture of the fruit flies. The population density of T. limbata increased considerably with the appearance of the sprout and it presented a positive correlation with the temperature. The level of damage of T. limbata accompanied the populational density of the pest. Nos últimos anos, uma alarmante ressurgência da circulação viral e expansão do vírus em áreas endêmicas têm sido detectadas na África e América do Sul. NS5 é uma proteína viral não estrutural com duas atividades essenciais para a replicação viral, uma de metiltransferase e outra de RNA Polimerase dependente de RNA (RdRp). Para o melhor entendimento dos mecanismos de replicação viral, interações entre NS5 e proteínas celulares têm sido amplamente estudadas. Assim, os objetivos desse estudo foram caracterizar a interação da proteína NS5 e eIF3L, avaliar a função de eIF3L na replicação do vírus da febre amarela, e caracterizar estruturalmente a proteína eIF3L. Métodos. Para identificar a interação de NS5 YFV com eIF3L, foi realizado ensaios em sistema duplo-híbrido usando RdRp NS5 YFV contra eIF3L. Para o mapeamento da interação, foram construídos mutantes deletantes de RNApol e analisados em sistema duplo-híbrido. A região de interação de RNApol foi segmentada em três fragmentos e analisada na presença de eIF3L. Para mapear os resíduos de NS5 críticos para a interação, foi realizada mutagênese sítio-dirigida no segmento 3 de ID. A interação foi analisada em ensaios in vitro e em cultura de células de mamíferos. A significância de eIF3L para a replicação do YFV foi investigada usando superexpressão de eIF3L em células BHK21-RepYF17D LucNeoIres. An alarming resurgence of viral circulation and expansion of the YFV endemic zones have been detected in Africa and South America in recent years. NS5 is a viral protein that contains the methyltransferase and RNA-dependent RNA polymerase domains, which are essential during viral replication. Interactions among NS5 and cellular proteins have been studied for the understanding of viral replication. The aim of this study was to characterize the interaction of NS5 protein with EIF3L and evaluate the role of EIF3L in yellow fever replication. Methods. To identify the interaction of YFV NS5 with cellular proteins, we performed a two-hybrid screen using YFV NS5 RdRp domain as bait and a human cDNA library. For mapping the interaction, RNApol deletions mutants were performed and analyses in two-hybrid system. The RNApol region of interaction was segmented in three fragments and analyses into yeast containing eIF3L. To map residues of NS5 that are critical for its interaction, we performed a site-direct mutagenesis in segment 3 of ID. The interaction was confirmed in vitro assays and by in vivo coimmunoprecipitations. The significance of eIF3L for replication of YFV was investigated using overexpression of eIF3L in BHK21-RepYF17D LucNeoIres cells. eIF3L was purified using a combination of affinity and subsequent size exclusion chromatography for subsequent structural characterization. Results. In this work we describe and characterize the interaction of NS5 with the translation factor eIF3L. A RegiÃo Nordeste se destaca devido ao sabor e aroma exÃtico de seus frutos e à sua enorme diversidade. PorÃm, partes dessas frutas, alÃm de perecÃveis, sÃo sazonais e daà a necessidade de se buscar alternativas tÃcnicas e econÃmicas para o aproveitamento do excedente de produÃÃo, possibilitando o seu consumo e exportaÃÃo durante todo o ano. O aumento da produÃÃo gera uma preocupaÃÃo em relaÃÃo aos impactos ambientais provocados nos ecossistemas naturais. Os problemas relacionados a geraÃÃo de resÃduos sÃlidos, e sua implicaÃÃo na saÃde, meio ambiente e qualidade de vida, tem se agravado nas Ãltimas dÃcadas principalmente pela falta de polÃticas institucionais para o setor. Um forte exemplo dentre estas frutas, à o fruto da cajazeira (Spondias mombin L.), que no Brasil à encontrada principalmente nos estados do Norte e Nordeste. As frutas e outros vegetais contÃm substÃncias antioxidantes distintas, cujas atividades tÃm sido bem comprovadas nos Ãltimos anos. A presenÃa de compostos fenÃlicos, tais como flavonÃides, Ãcidos fenÃlicos, antiocianinas, alÃm dos jà conhecidos; vitaminas C, E e A contribuem para os efeitos benÃficos destes alimentos. A presenÃa de carotenÃides no cajÃ, e principalmente em seus resÃduos, possibilitou sua utilizaÃÃo para extrair carotenÃides de sua pelÃcula atravÃs da maceraÃÃo enzimÃtica. Inicialmente realizou-se a caracterizaÃÃo quÃmica da pelÃcula e posteriormente a caracterizaÃÃo dos complexos enzimÃticos a serem utilizados. Para a maceraÃÃo foram realizadas anÃlises preliminares como: avaliaÃÃo da razÃo polpa:Ãgua, quantidade de enzima a ser adicionada e determinaÃÃo do melhor complexo enzimÃtico a ser utilizado. Avaliou-se tambÃm a necessidade de trituraÃÃo da pelÃcula comestÃvel de cajÃ. Na extraÃÃo de carotenÃides por hidrÃlise enzimÃtica, realizou-se um planejamento fatorial fracionÃrio 2(k-1) com um ponto central, onde se variou fatores como quantidade de enzima, temperatura de maceraÃÃo e tempo de maceraÃÃo. Verificou-se que a pelÃcula comestÃvel de cajà apresenta caracterizaÃÃo fÃsico-quÃmica mais rica em termos de proteÃna e lipÃdios que a polpa de cajÃ. As preparaÃÃes enzimÃticas apresentaram atividades pectinolÃticas, xilanolÃticas, amilolÃticas e celulolÃticas. A razÃo polpa:Ãgua adequada para a maceraÃÃo de pelÃcula foi de 1:4, assim como o tempo de trituraÃÃo mais eficiente foi de 30s. A preparaÃÃo enzimÃtica Pectinex XXL mostrou-se mais eficiente na maceraÃÃo da pelÃcula comestÃvel de cajÃ, provavelmente devido ao seu maior conteÃdo de pectinoliase. à possÃvel extrair carotenÃides de pelÃcula comestÃvel de cajà atravÃs de hidrÃlise enzimÃtica utilizando meio aquoso. A condiÃÃo de melhor recuperaÃÃo de carotenÃides utilizou 150μL do complexo enzimÃtico, 3h de maceraÃÃo a uma temperatura de 35ÂC. / Brazil is third largest producer in sector of fruit production. Northeast stands out due to flavor and aroma of exotic fruit and its enormous diversity. However, parts of fruit, and perishable, are seasonal, hence need to seek technical and economic alternatives to use of surplus production, allowing for consumption and export throughout the year. The increase in production creates a concern about environmental impacts caused to natural ecosystems. The problems related to solid waste generation, and its effect on health, environment and quality of life has worsened in recent decades due to lack of institutional policies for sector. A strong example of how these fruits is fruit of hog plum tree (Spondias mombin L.), which in Brazil is found mainly in North and Northeast. Other fruits and vegetables contain different antioxidants, whose activities have been well documented in recent years. Presence of phenolic compounds such as flavonoids, phenolic acids, antiocianinas, besides those already known, vitamins C, E and A contribute to beneficial effects of these foods. Presence of carotenoids in the yellow mombin, and especially in its waste, allowed its use for extracting carotenoids from their pellicle by enzyme maceration. Initially this was done to establish the composition of pellicle and then characterization of enzymatic complexes to be used. For maceration were conducted as preliminary analysis: evaluation of pulp reason: water, amount of enzyme to be added and determine the best enzyme complex to be used. We also evaluate the need for grinding yellow mombin edible pellicle. In the extraction of carotenoids by enzymatic hydrolysis, there was a fractional factorial design 2(k-1) with central point, which varied factors as amount of enzyme, maceration temperature and maceration time. It was found that yellow mombin edible pellicle presents physical-chemical richer in terms of protein and lipids that the yellow mombin. Enzyme preparations showed pectinolytic activities, xylan, amylolytic and cellulolytic. Reason pulp: water suitable for soaking pellicle was 1:4, and time crunch was more efficient 30s. Enzyme preparation Pectinex XXL was more efficient in maceration of yellow mombin edible pellicle, probably due to their higher content of pectinoliase. It is possible to extract carotenoids from yellow mombin edible pellicle by enzymatic hydrolysis using aqueous medium. The condition of better recovery of carotenoids used 150μL of enzyme complex, 3h liquors at a temperature of 35 ÂC.

Narrating a new nationalism : exploring the ideological and stylistic influence of Chinua Achebe’s Anthills of the Savannah (1987) on Chimamanda Ngozi Adichie’s Half of a Yellow Sun (2006)

M.A. / The Nigeria-Biafra War has elicited a corpus of literature which thematises the hydra-headed problematic of nationhood that embodies ethnicity, politics and history. A recent contribution is Chimamanda Ngozi Adichie’s award-winning Half of a Yellow Sun (henceforth, Yellow Sun) which reveals interesting affinities between Adichie and Chinua Achebe, and suggests the influence of Achebe on her. The centrality of Biafra to these writers (both are of Igbo or ‘Biafran’ extraction) foregrounds concerns about the links between literary production, identity politics and the narrative of the nation. At a time marked by the resurgence of sub-nationalist notions in Nigeria, it becomes fitting to review the growing ‘Biafra discourse’ as enunciated in recent Nigerian fiction. It is argued that in Yellow Sun and Achebe's most recent novel Anthills of the Savannah (henceforth, Anthills) both writers espouse notions of nationhood which privilege the ethnic group mainly through a valorisation of the Igbo people of south-eastern Nigeria who constituted the defunct Biafra republic. This dissertation examines how both novels depict difference and deploy historical revision to fetishise ethnic identity in their enunciation of ethno-nationalism. It also explores the degree to which Yellow Sun may reflect the influence of Anthills, both ideologically and stylistically. In this regard, the study interrogates the peculiar narratological features of both novels. The predominant research method applied is close reading, and the theoretical framework incorporates theories of narratology, influence and intertextuality as well as postcolonial notions of nationalism, historicisation, difference and representation. The study draws significantly on the scholarship of Frederic Jameson, Mieke Bal, Harold Bloom and Imre Szeman among others. Depoliticizing discourses. The role of editorials in the reproduction of consensus: assessing the media coverage of the Yellow Vest movement

The purpose of this thesis was to study how Yellow Vest protests, which started 17November 2018, and protesters themselves, were being described in the French mainstreampress. The material consisted in 19 editorials from 5 of the most-circulated newspapers in thecountry. They were analyzed using Norman Fairclough’s model of critical discourse analysisand within a theoretical framework drawn from Chantal Mouffe’s discussion of the notion ofconsensus. The findings suggest that the mainstream discourse on Yellow Vests is one whichdenies their legitimacy within the political realm through a process of depoliticizationsupported by discourses of contempt, republicanism, and unity. This study illustrates thestruggle of protesters to be granted space and legitimacy within contemporary democracies to properly exercise their civil and political rights.

Motives of Humanity: Saint-Domingan Refugees and the Limits of Sympathetic Ideology in Philadelphia

This thesis examines two crises that occurred in Philadelphia in the middle of the 1790s: the arrival of refugees from the revolution in the French West Indian colony of Saint-Domingue and the outbreak of yellow fever the followed their arrival. These crises are studied together in order to understand the challenges that they posed to the post-Revolutionary culture of sensibility and to the sympathetic construction of social order that drew upon this culture. Philadelphians’ post-Revolutionary sentimental project – the reorganization of society along lines of fellow-feeling, benevolence, and emotional parity – was strained by the arrival of refugees from Saint-Domingue and by the outbreak of epidemic disease. Both of these events were opportunities to actuate sympathetic ideologies, and in both cases, action fell short of rhetoric. This thesis examines why this was the case. Central to Philadelphians’ ambivalence in creating sympathetic social bonds was the presence of people of color – American and foreign – in the city. When asked to extend fellow-feeling to black Philadelphians and black Saint-Domingan refugees, white Philadelphians equivocated. The reorganization of society in the post-Revolutionary period had presumed emotional equality among Americans, but the issue of race repeatedly demonstrated weaknesses in the application of this ideology. The crises examined within this work demonstrate the enduring appeal of sensibility in 1790s Philadelphia. They also demonstrate its weaknesses. As more and more groups use the language of sympathy and benevolence to voice their demands, sensibility faltered. This thesis builds upon a growing scholarship that examines the effect of the Haitian Revolution on the United States to argue that the arrival of refugees from that revolution to Philadelphia highlighted fundamental ambivalences and fault lines in the United States’ post-Revolutionary sentimental project.

All-Red Clearance Intervals for Use in the Left-Turn Application of Flashing Yellow Arrows

With the advancement of implementation for a novel traffic control device, the Flashing Yellow Arrow (FYA), agencies across the country have continually sought strategies to improve intersection operations and safety, specifically with respect to the left-turn application. More so, permissive left-turn intervals have been communicated to drivers using several traffic signal indications; however, most frequently these phases are represented through the circular green (CG) ball and more recently, the FYA. Previous research in this area determined that the FYA indication produced the most effective communication of permissive left-turns. Further, this previous research led to the inclusion of the FYA in the 2009 edition of the Manual on Uniform Traffic Control Devices (MUTCD). In recent years, agencies across the country have embraced the implementation of the FYA for permissive left-turns. However, there remains a lack of national guidance on the definition of change and clearance intervals for transitioning between protected and permissive left-turns. Complicating the matter is the connection between traditional signal phasing/design and human factors. Investigation through driver comprehension and real-world operations will allow us to not only evaluate current conditions, but also experimental and future conditions. Recommendations provided from this research will ultimately offer agencies with the strategies for the most effective transition from a protected left-turn to a permissive left-turn phase.
