A Study on Land Use and Zoning Regulation System of Kaohsiung City: An Application of Conjoint Analysis

In the last decade, both transport and communication technologies have advanced significantly, and international interactions between countries no longer are limited by distance, the world is changing in a great speed. In the same time, Kaohsiung also faces major changes. The opening of Taiwan High-speed Railway and Kaohsiung city's new MRT system will have a significant impact on its¡¦ development, and will definitely bring new problems and needs to the city. Facing the changes of city-region competition and cooperation, domestic economical and political situation, the city's urban development is already linked together with the international progress. With the impacts of global competition, the rapid rate of information exchange, the rise of community awareness, this is the crucial moment which holds the key to the long term transformation of Kaohsiung city¡¦s future improvement. However, one main element that decides the competitiveness of a city is the city¡¦s land use and zoning regulation system. Therefore, the government with reference to social background, economic conditions, land policies, and national development¡Ketc, sets the best suited land use and regulation system for guidance. This study uses conjoint analysis to review the policies of Kaohsiung city¡¦s land use and zoning regulation system, and by calculating the total preference values of all the alternatives to pick out the best suited option, by translating the attributes into different policy options, and reviewing them through conjoint analysis by questionnaires answered by scholars and workers in related fields, with consideration of two criteria, ¡§the degree of difficulty for legislating or amending laws¡¨ and ¡¨ government administrative efficiency¡¨, to determine urban development issues and be the basis for government agencies to make future policy judgments. According to the result of conjoint analysis, the best option is: 1. the legislating of ¡§Kaohsiung land use and zoning regulation rules¡¨; 2.the zoning districts should be made in the form of a positive list, only the districts listed are allowed; 3. amend ¡§Urban Planning Commission¡¨ to ¡§City plan commission¡¨ and ¡§Zoning commission¡¨; 4. the new establishment of ¡§Board of Adjustments¡¨ as a public channel for complaints. In addition to providing policy recommendations, this study wishes not only to improve the efficiency and effectiveness of land use in Kaohsiung, and also make conjoint analysis more applied on policy analysis.

A history, evolution and application of form-based codes

Keller / Form-based codes are gaining in popularity and provide a much needed and adequate alternative to more commonly used zoning regulations. Analysis shows the inadequacies and negative consequences that zoning regulations have created over the past 100 years of use within the United States. The focus being that traditional zoning regulations create undesired and unsustainable communities. A progression of form-based codes from their origins to the use of form-based codes today shows how they can be used to influence and shape the built environment. Further examination of the evolution of form-based codes reveals the guiding principles and elements of more modern codes. When compared to traditional zoning regulations, form-based codes can assist in designing a better quality built environment by creating more conscious, significant and sustainable places and spaces within our communities. By looking at current ways in which form-based codes are implemented we can begin to define best management practices and speculate on the future of form-based codes.

Justice for Loose Space : Exploring Stockholm Under the Bridges

Stockholm is a city of bridges. But we rarely pay attention to what happens below them. Many of these spaces are centrally located in the city, yet perceived as peripheral due to their uncertain programmatic status and rough physical appearance, also referred to as loose space. Some are integrated in the urban fabric; others are more inaccessible and thus become forgotten spots detached from the rapid development of the rest of the city. The space below the bridges of Skanstull is an example of the latter. After many years of being in the shadow of the city, giving space for outdoor parties, graffiti painters and more recently urban farming, it is now being under pressure of a large scale redevelopment project. But do these spaces carry meaning that is neglected in the common notion of public space? How can we as planners use our tools in order to encourage the existence of a larger diversity of forms, spaces and uses?

Several documents have been presented outlining the methods incorporated by large multinational corporations in their plant location process. These methods contribute to our knowledge of how companies choose a location in which to locate a manufacturing operation. The role of the region or municipality in preparing an appropriate atmosphere to coordinate with an industry's specific requirements has not been widely examined. The objective of this research paper is to examine the role played by the Town of Ingersoll, Township of South-West Oxford and County of Oxford in Southwestern Ontario in preparing a suitable land, infrastructure and zoning regulations package to facilitate the requirement for a joint General Motors and Suzuki automotive assembly plant. The results obtained from this research paper will aid in the awareness of the actions that occur to aid such a large industrial and economic expansions within a small agricultural society. / Thesis / Bachelor of Arts (BA)
