A Framework for Assessing Cost Management System Changes: The Case of Activity-Based Costing Implementation at General Motors, 1986-1993

An opportunity to study the technical and organizational impact of management accounting system changes has emerged with companies' adoption of activity-based costing (ABC). This paper provides a structured account of experimentation with, and adoption and adaptation of ABC in General Motors Corporation, from 1986 to 1993. From this case, the paper develops a framework for evaluating ABC implementation and hypotheses about factors that influence implementation. The search for factors that ABC implementation success is guided by information technology and organizational change literature, as well as anecdotal evidence of factors that influence ABC implementation success. Data is gathered from interviews, archival records, and direct observation and the primary method of analysis is with-in case comparison of data sources. The theory of ABC implementation that emerges is one of an evolutionary sequence of implentation stages that are influenced by socio-technical factors. / The International Motor Vehicle Program at MIT

Organizational culture in the United States automotive industry

Organizational culture is a product of both internal and external factors. Leaders sometimes attempt to change culture using a variety of mechanisms, while the effects of external environment simultaneously exert influence. The external environment effects can be especially pronounced when comparing a traditional, Midwestern automotive firm (General Motors) with a Silicon Valley automotive startup (Tesla). A study was conducted to compare the social system of these two automakers and to identify some of the factors, both internal and external, shaping their culture. Data was collected on the employment history of engineers and managers using the social networking platform LinkedIn.com. Similarly, publicly-posted employee reviews were collected from the website Glassdoor.com and analyzed using a novel method for classifying and analyzing openorm written survey responses. Together, these records paint a picture of the employee perceptions of culture for both companies, the breadth of external experience represented in their workforces, and the tendency to fill management positions from internal candidates. The results suggest that external environment has broad effects on workforce experience, thereby creating certain cultural attributes such as loyalty or a drive to innovate. The results also suggest that promoting internal candidates more often does not necessarily lead to employee perception of better career opportunities. Taken together, the results reinforce but expand traditional views of organizational culture and call for further study on the matter across more industry groups.

A presente pesquisa viabilizou, possivelmente, a expansão do arcabouço teórico desenvolvido por Suarez (2004) e Lynn et al. (1996), seguindo a mesma direção dos resultados obtidos na pesquisa longitudinal desenvolvida por Yu et al. (2011). Desenvolvemos um estudo descritivo de modo a analisar um período de 42 anos com o objetivo de entender os fatores que influenciaram a trajetória do desenvolvimento da tecnologia do veículo elétrico na GM de modo que utilizamos o arcabouço teórico desenvolvido por Suarez (2004) como norteador das observações empíricas. Coletamos dados secundários da tecnologia de baterias referente a fase um (realização de P&D) e dados secundários da tecnologia do veículo elétrico referente às fases dois (protótipos) e fase três (criação de mercado) para a construção do estudo de caso. As observações dessas fases viabilizaram os seguintes resultados: a possível expansão do arcabouço conceitual do Suarez (2004) em relação ao nível da firma (sondagem e aprendizagem tecnológica, sondagem e aprendizagem mercadológica e transferência de conhecimento) e ao nível do ambiente (setores industriais associados, pressão social, política internacional e questão econômica); e a possível ampliação da vertente teórica de sondagem e aprendizagem mercadológica desenvolvida por Lynn et al. (1996) no sentido de constatarmos a sondagem e aprendizagem tecnológica em um momento anterior a sondagem e aprendizagem mercadológica. Na década passada, iniciou-se um processo de efervescência de novos entrantes na indústria do veículo elétrico e, nessa década, duas das principais montadoras mundiais (GM e Nissan) lançaram os seus primeiros veículos elétricos para serem produzidos em larga escala. Essas evidências empíricas indicam uma possibilidade real da tecnologia do veículo elétrico estar em um estágio de maturidade que viabilize a realização do processo de transição tecnológica indicada no arcabouço conceitual desenvolvido por Utterback e Abernathy, em 1975. Nesse sentido, os resultados teóricos obtidos nessa pesquisa podem apoiar o processo de tomada de decisão no contexto de incentivo a essa tecnologia tanto da perspectiva da firma quanto da perspectiva do governo. / In alignment with the results obtained in the longitudinal research conducted by Yu et al. (2011), the present study possibly enabled the expansion of the theoretical framework developed by Suarez (2004) and Lynn et al. (1996). A descriptive study was developed so as to analyse a 42 year period with views to understanding the factors which influenced the course of development of electric vehicle technology at GM. Thus, to guide empirical observations, the theoretical framework developed by Suarez (2004) was employed. To build the study case, phase one (execution of R&D) battery technology and phase two (prototypes) and three (market shaping) electric vehicle technology secondary data was collected. Findings observed in these phases gave rise to the following results: the possible expansion of Suarez´s (2004) conceptual framework at corporate level (technological survey and learnings, market survey and learnings and knowledge transfer) and at environment level (associated industrial segments, social pressure, international politics and economic issues); and the possible extension of the theoretical market probe and learning line of thought developed by Lynn et al. Over the last decade, a new entrant commotion process sprung within the electric vehicle industry and during this decade, two of the top world manufacturers (GM and Nissan) launched their first electrical vehicles for mass production purposes. This empirical evidence indicates that currently, there is an effective possibility of electric vehicle technology being at a stage of maturity whereby the technological transition mentioned in the conceptual framework developed by Utterback and Abernathy in 1975, is feasible. To this effect, the theoretical results obtained in this study may support decision processes in as much as incentives are concerned, both from a corporate and government perspective.

Tem como pressuposto a análise teórica que articula as alterações ocorridas no interior dos locais de trabalho, em escala global, a um processo mais amplo de reorganização do padrão de acumulação capitalista. Para desenvolvimento da pesquisa tomou-se como objeto de estudo a General Motors do Brasil (GMB), particularmente a planta produtiva instalada no município de São José dos Campos/SP. Especificamente sobre a planta localizada no interior paulista foram analisadas 1.517 Comunicações de Acidentes de Trabalho (CAT), sendo 579 emitidas pela GM e as restantes, 938, pelo Sindicato dos Metalúrgicos de São José dos Campos. A análise destes documentos, da pesquisa bibliográfica, do acesso a outras fontes documentais, assim como a realização de entrevistas focalizadas com os trabalhadores da General Motors do Brasil, possibilitaram a construção de um panorama das condições de trabalho presentes na respectiva planta e seu impacto sobre os trabalhadores. Buscou-se ainda, por meio da pesquisa bibliográfica e documental, a relação do fenômeno estudado a partir de um local específico com processos mais amplos, em andamento, que articulam precarização, aceleração do ritmo e intensidade do trabalho, ao aumento expressivo, no mundo inteiro, da incidência de acidentes e doenças profissionais e do trabalho / Abstract: The present research reveals the significant impact upon labor reorganization and production oriented towards the so-called Toyotism, which is in progress in Brazil since the 1980¿s and closely related to workplace health. The research theoretically focuses on the changes detected in the work environment, influenced by a lengthy process of capitalist accumulation. In order to carry out the study, a General Motors Brazil (GMB) plant located in São José dos Campos was selected. More specifically, 1517 work accident claims were analyzed, of which 579 were filed by GM and 938 by the Labor Union in São José dos Campos. Based on the critical analysis of documents and interviews with GM workers a framework for the working conditions in the aforementioned plant and the impact on workers was developed.
