Previous issue date: 2016-07-27 / O presente trabalho tem como principal objetivo analisar Programa Nacional de Acesso ao Ensino T?cnico e Emprego (PRONATEC) na modalidade FIC, e a forma??o que este programa oferece para classe trabalhadora brasileira. Para isso, foi necess?rio a compreens?o das mudan?as ocorridas em rela??o ao papel do Estado e dos processos de implementa??o de pol?ticas p?blicas voltadas para a qualifica??o da for?a de trabalho utilizando a avalia??o de processo. Desta forma, tentemos responder a seguinte quest?o: Qual o papel do PRONATEC- FIC no processo de educa??o e qualifica??o da for?a de trabalho no Brasil? Tal questionamento foi formulado ao levar em considera??o se a qualifica??o de jovens e adultos ?, de fato, um dos principais objetivos do programa. Por?m, isso n?o se apresenta como uma garantia de fato para a classe trabalhadora tendo em vista que apenas a qualifica??o n?o garante empregabilidade e melhoria na condi??o de vida dos trabalhadores. Al?m desse aspecto, a pr?pria forma??o oferecida se apresenta de maneira aligeirada e ligada a trabalhos precarizado. Para isso, utilizamos as contribui??es de Poulantzas, Clauss Offe e O?Connor sobre o papel do Estado na sociedade capitalista, as contribui??es de Karl Marx e diversas an?lises influenciadas na sua proposta de sociedade sobre a categoria trabalho, al?m da caracteriza??o e identifica??o do PRONATEC nas bases legais do Estado brasileiro. / The main objective of this study is to analyze the National Program of Access to Technical Education and Employment (PRONATEC) in the FIC modality, and the training that this program offers to the Brazilian working class. For this, it was necessary to understand the changes that have occurred in relation to the role of the State and the processes of implementation of public policies aimed at the qualification of the workforce using process evaluation. In this way, let us try to answer the following question: What is the role of PRONATEC-FIC in the process of education and qualification of the workforce in Brazil? Such questioning was formulated when taking into account whether the qualification of young people and adults is, in fact, one of the main objectives of the program. However, this does not present itself as a de facto guarantee for the working class, since only the qualification does not guarantee employability and improvement in the workers' living conditions. In addition to this aspect, the training offered itself is presented in a lightened way and linked to precarious work. For this, we use the contributions of Poulantzas, Clauss Offe and O'Connor on the role of the State in capitalist society, the contributions of Karl Marx and various analyzes influenced in its proposal of society on the labor category, besides the characterization and identification of PRONATEC In the legal bases of the Brazilian State.
