Com isso, as lutas das minorias adquiriram aspectos transnacionais, exigindo o reconhecimento internacional, regional e local de seus direitos. As agendas não são mais exclusivamente realistas ? poder, status quo, segurança nacional - agora envolvem as realidades sociais ? direitos dos excluídos, meio ambiente, etc. Novos atores emergem nas Relações Internacionais contemporâneas como a questão de gênero, consequentemente influenciando e transformando este cenário e as mulheres já dele fazem parte. Dessa forma, usando método indutivo-monográfico, com base na pesquisa bibliográfica, investiga-se sobre a construção de gênero enquanto ator nas Relações Internacionais, indagando-se da necessidade e eficácia da constituição de instrumentos e mecanismo efetivos de proteção aos direitos humanos das mulheres. Este trabalho está estruturado em três capítulos o primeiro procura mostrar como se deu a inserção da categoria de gênero no ensino das Relações Internacionais. Faz uma revisão dos debates ocorridos nesse âmbito. Apresenta também diferenciação entre o que seriam ondas e debates. Aborda gênero enquanto ator emergente, além de explicar como as Relações Internacionais subjazem os direitos humanos. O capítulo segundo enfatiza a questão dos direitos humanos desde sua procedência, suas gerações e consolidação no século XX, principalmente com o surgimento das Nações Unidas. Dá ênfase também aos direito humanos das mulheres, trazendo criticas desde perspectivas feministas, e suas metodologias de pesquisa. O último capítulo, dividido em dois momentos: medidas existentes, analisando os mecanismos e instrumentos legais que garantem os direitos humanos das mulheres de serem cumpridos, e medidas projetadas. Esta última parte, de forma preliminar, aborda aspectos do ativismo transnacional das mulheres em defesa dos direitos humanos e novo recurso denominado de Pachamama: o resgate da natureza do ser espiritual. Nas suas considerações finais é confirmada a hipótese de que são as relações tecidas entre os diversos atores internacionais, estatais, não-estatais e os movimentos de mulheres os fomentadores à construção desses importantes instrumentos e mecanismos de proteção aos direitos humanos das mulheres.<br> / Abstract : The world's society is no longer bounded by boarders, that diluted by the development in technology, allowed the world to be globally connected. Due to this, the struggles of the minorities acquired a transnational characteristic, requiring the international, regional and local recognition of their rights. The agendas are no longer exclusively realistic - power, status quo, national security - now they include the social realities -the rights of excluded, environmental, etc. New players are emerging in the contemporary international society; consequently, they transform and influence this scenario, and the women are now a part of it. Therefore, using the monographic inductive research based on bibliographic methods, the construction of gender is investigated as a factor of International Relations, inquiring about the necessity and effectiveness of creating mechanisms and instruments for the protection of the human rights for women. This work is structured in three chapters the first attempts to show how was the inclusion of the category of gender in teaching International Relations. A review of the debates held in this area. Also features that would differentiate between the waves and debates. Discusses emerging gender while actor and explains how international relations underlie human rights. The second chapter emphasizes the issue of human rights since its origin, its generation and consolidation in the twentieth century, especially with the emergence of the United Nations. Also emphasizes the human rights of women, bringing criticism from feminist perspectives, and their research methodologies. The last chapter is divided into two moments: existing measures, analyzing the mechanisms and legal instruments that guarantee the human rights of women to be enforced, and measures designed. The last part, on a preliminary basis, covers aspects of transnational women's human rights and new feature called Pachamama: the rescue of the nature of spiritual being. In its concluding remarks is confirmed the hypothesis that the relations are woven between the various international actors, state and non-state women's movements the developers to construct these important tools and mechanisms to protect human rights of women.
