da política urbana é fruto de uma evolução histórica que possui, como marcos recentes, a
Constituição Federal de 1988 e o Estatuto da Cidade (Lei nº 10.257/2001). Atribui-se ao
Município a competência para a edição do instrumento básico da política de desenvolvimento
e expansão urbana, aquele que de maneira mais próxima zelará pela função social da cidade e
da propriedade: o Plano Diretor. O município de Três Rios, localizado na região Centro-Sul
fluminense, vem sofrendo, nos últimos anos, um processo acelerado de dinamização
econômica em função do renascimento do setor industrial local. Neste contexto, ganha
destaque o estudo dos mecanismos de planejamento urbano e gestão territorial, capazes de
contribuir na organização espacial da cidade. A presente pesquisa objetiva, assim,
compreender o desenvolvimento histórico das ferramentas de que dispõe o município para
cumprir a tarefa de ordenação de seu crescimento, em uma perspectiva comparativa ao
desenvolvimento da política urbana em âmbito nacional. Para isto, foram analisados os três
Planos Diretores até então editados e um quarto, em fase de elaboração. Desta forma, foi
possível estabelecer uma comparação entre os Planos, notadamente sob os aspectos do
ordenamento territorial (tais como zoneamento e instrumentos urbanísticos específicos), e
visualizar a evolução gradativa das condições para a realização da função social da cidade e
da propriedade. / The current leadership exercised by the municipality on the establishment and
execution of urban policy is the result of a historical development that has the Brazilian
Federal Constitution of 1988 and the City Statute (Federal Law 10.257/2001) as
recent marks. It is attributed to the municipality the authority to issue the basic instrument
of development and urban expansion policy, the one that more closely will guarantee
the social function of the city and property: the Urban Master Plan. Três Rios, a city located
in the south-central region of the state of Rio de Janeiro, has suffered in recent
years, an accelerated process of economic dynamization due to the revival of the local
industrial sector. In this context, the study of the mechanisms of urban planning and land
management, able to contribute to the spatial organization of the city, points out. This
research, therefore, aims to understand the historic development of the tools that the
municipality has to fulfill the task of sorting their growth, in a comparative perspective to the
development of national urban policy. For this, the three Urban Master
Plans previously edited and a fourth, in preparation, were analyzed. So, it was possible to
establish a comparison between the Plans, especially about the aspects of land use (such
as zoning and specific urban instruments), and see the gradual evolution of the conditions for
the realization of the social function of the city and property.
