Previous issue date: 2016 / Unidade de Terapia Renal Ltda / A presente pesquisa teve como foco a Educação Permanente (EP) e a Educação Continuada (EC) aplicadas na área da saúde, enquanto uma metodologia de aprimoramento da formação em saúde dos profissionais da área. Formação que se mostra deficitária diante das demandas contemporâneas, principalmente em relação à atenção básica. Com a trajetória histórica observamos que a EP e a EC estiveram condicionadas às demandas do mundo do trabalho. O diferencial desta pesquisa está no cenário em que foi realizada, a CIES da Região Metropolitana II (Metro II) do Estado do Rio de Janeiro, uma instância de governo responsável por discutir a Educação em Saúde, conforme a política de Regionalização e diretrizes do SUS, assim como a Política Nacional de Educação Permanente em Saúde (PNEPS). Observamos que apesar da EP e da EC serem muito pesquisadas, não existem até o momento, investigações na instância Metro II. Os objetivos desta pesquisa foram conhecer as concepções teóricas de cada integrante dessa CIES acerca da EP, da EC e da EPS; levantar informações sobre o processo de implementação da EPS nos municípios. É uma pesquisa descritiva, de abordagem qualitativa, na qual se realizou uma revisão bibliográfica de artigos relacionados ao tema e foram utilizadas as técnicas de entrevista semiestruturada e observação não participante para a produção dos dados. Foi realizada uma análise de conteúdo, baseadas na orientação de análise temática de Bardin, de forma a permitir atingir uma representação de todo seu conteúdo. A pesquisa apresenta o universo da CIES, pouco explorado e que possui a responsabilidade de - por meio da EP e da EC - aprimorar as práticas de saúde, melhorar a qualidade do cuidado e da atenção em saúde oferecido à população. Os relatos obtidos demonstraram a coexistência da prática da EC e da EP nos municípios, com predominância da EC devido a necessidade de aprofundar e atualizar conhecimentos e, dificuldades na implementação da EP, que tem sido compreendida como responsabilidade de todos e não exclusiva a uma única categoria profissional, mas por si é multiprofissional. A análise do olhar da CIES Metro II, pesquisada no ano de 2015, fornece reflexões que podem auxiliar na implementação das políticas públicas para além do proposto pelo MS / The present research had with focus the Permanent Education (PE) and the Continuous Education (CE) used at health area, as a methodology to approach the health training. A formation that shows deficit in front of the contemporary demands, principally in relation with the basic attention of health. With the historic trajectory it was observed that the PE and the CE was conditioned to the work world demands. This research has a differential that is the scenario where it was realized, the CIES, a public organ responsible to develop the Health Education, like the regionalization and guidelines of SUS, as the National Permanent Health Education Policy (PNEPS), in this research was studied the public organ of the Metropolitan Region II of Rio de Janeiro State, was observed that even the PE and CE are very researched, this organ is not. By means of the integrant of this organ the goals of this research was to know the theoretical conceptions about the PE and CE from this municipal integrant’s; gather information of the PE implementation process, and verify the conception the integrants have about the PE. It is a descriptive research with a qualitative approach, in which was realized an integrative revision of articles relatives to the theme, was used techniques of a semi structured interviews and a non-observation participation to produce the data. We conducted a content analysis based on the orientations of Bardin, to allow to achieve a representation of the entire contents. The research presents the CIES universe, which is less explore and has the responsibility by means of the PE and CE, to increment health practices, improve the health care quality and the attention on health offered to the population. The reports obtained demonstrated the coexistence of CE and PE in the municipalities, with predominance of the CE because of the need to deepen and update knowledge and, difficulties in the implementation of the PE, which has been understood as the responsibility of all and not exclusive to a single professional category, but by itself is multiprofessional. The analysis of the look of the CIES Metro II, researched in the year 2015, provides reflections that can assist in the implementation of the public police in addition proposed by MS
