Previous issue date: 2011 / Resumo: Nessa pesquisa bibliográfica apresentamos primeiramente as teses sobre o declínio do Estado-nação. Teses que giram em torno de três idéias principais: a ineficácia do Estado para o desenvolvimento econômico dos países, pois o mercado sem entraves políticos seria o motor do desenvolvimento material dos povos; a perda da capacidade do Estado de resolver problemas globais, que fogem da sua jurisdição, daí a formação de entidades supranacionais - como a União Européia - para a qual os Estados cedem parte de sua soberania; e o compartilhamento da soberania dos Estados com organizações internacionais - ONU, OTAN, OMC, FMI, Banco Mundial, entre outras -, que formariam uma espécie de rede na qual não só os Estados teriam a prerrogativa da autoridade. Posteriormente, desenvolvemos críticas sobre tais teses. Procuramos questionar o conceito de globalização, uma vez que este freqüentemente é associado a um processo de constituição de uma economia global sem fronteiras, na qual o mercado se coloca em conflito com o Estado. Para tal, trazemos algumas teses sobre o imperialismo. Assim, na economia mundial marcada pela estrutura imperialista, o Estado-nação, mais precisamente o Estado capitalista assume papel central. Analisamos, portanto, a necessidade do Estado para as sociedades capitalistas e do sistema de Estados para a economia capitalista mundial, explicando que um aparato tão importante para o capitalismo está longe de declinar. Por fim, trazemos para nossa discussão as classes dominantes e seu projeto neoliberal de restauração de poder de classe, o que nos permite chegar, em linhas gerais, ao conceito de Estado neoliberal e afirmar que o Estado-nação, longe do declínio, é imprescindível para a dominação e exploração das classes dominantes / Abstract: In this bibliographic research we introduce first the thesis of the decline of the nation state. Thesis which are based on three main ideas: ineffectiveness of the state for the economic development of the countries, because a market without political barriers would be the engine for material development of the peoples; the loss of the capacity of the state in solving global problems, which flee its jurisdiction, therefore the constitution of supranational entities, as the European Union, to which states concede part of its sovereignty; and the share of the sovereignty of the states with international organizations, such as UN, NATO, WTO, IMF, World Bank, among others, that would constitute a kind of net in which not only the states would have the prerogative of authority. Later, we develop critics on such thesis. We question the concept of globalization, once it is often associated to a process of constitution of a global economy without boundaries, in which the market is in conflict against the state. For such task, we bring some thesis about the imperialism. Thus, in a world economy characterized by the imperialist frame, the nation state, more precisely the capitalist state, has a central hole. So we analyze the necessity of the state for the capitalist society and of the states' system for the world capitalist economy, explaining that such important apparatus for the capitalism is not about to decline. At last we bring to our discussion the ruling classes and its neoliberal project of restoration of class power, which enable us to reach, overall, the concept of neoliberal state and assert that the nation state, not in decline, in indispensable for the domination and exploitation of the ruling classes / Mestrado / Relações Internacionais / Mestre em Ciência Política
