This thesis is in collaboration with the building permit department at Eskilstuna municipality. The background to this thesis is that the building permit department experiences a lot of questions that they believe could be avoided with better communication and information to the public. The information design problem that could be identified was the lack of information in the complementary letter that was sent out. It could also be concluded that the existing information in the letters were difficult to understand for the public. The purpose of this thesis was to get to know how templates regarding decisions that include technical terms should be designed so the public can receive clear municipality decisions. Several problems were indicated in the template for complementary letters. Among them were the hierarchy of the text and the lack of explanation of the technical terms used in the letter. It could also be identified that the letters that were sent out could look very different. The reason behind this was that the officials used the template in different ways. The methods used in this project were interviews, self-report, text analysis, observation and literature study. These methods were combined with theories regarding hierarchy, technical terms, communication within organizations and plain language. A first draft was created with and the help of these methods and theories which were tested on the officials at the building permit department. That draft was later tested on workers at the building permit department. The final template was created after feedback from the building department. A checklist of how the new template should be used were created along with the final template.
