This study presents an outlook on the small municipalities in Sergipe, understood as such those located in the range up to 20 thousand inhabitants. Whereas these smaller federal entities represent 70% of the Brazilian municipal framework, a trend followed by the State of Sergipe, this work decided to investigate the profile of planning these spaces, given the new tasks arising from autonomy vested by the Constitution of 1988, designated by many as municipalist Constitution ". The clipping of small towns depends on the nature of the study. In this thesis, we used the limit of 20 000 inhabitants, not considering the obligation of keeping the master plan - the main part of municipal planning - these little political and administrative units. The findings from this study are based on field research conducted by the author. We visited 14 cities, spread across all eight regions defined by the Planning Department of the State of Sergipe. The results of the research confirms the hypothesis raised initially, which is of poor planning of most of these smaller subspaces. There is no strategic planning in any of them. Most are restricted to the elaboration of the basic recipe: multi-annual plan, budget directive law and annual budget law, always with the decisive support of outside consultants. This suggests that the development of these parts follows a predefined pattern. Consequently, the peculiarities that might arise, cease to be contemplated, since a significant basis of official information, accessible to all, is not sufficiently exploited. We can envision then, the urgent need to implement specific policies aimed at planning of these small towns, significant link in the regional development process. / O presente estudo representa um olhar sobre os pequenos municípios sergipanos, entendido como tal aqueles que pelas estimativas do IBGE para o ano de 2009, tinha população ≤ 20 mil habitantes. Considerando que estes pequenos entes federativos representam 70% do quadro municipal brasileiro, tendência seguida pelo Estado de Sergipe, decidiu-se investigar o perfil do planejamento nesses espaços, face às novas atribuições decorrentes da autonomia ensejada pala Constituição de 1988, cognominada municipalista . O recorte de pequenos municípios depende da natureza do estudo. No caso da presente dissertação, usou-se o limite de 20 mil habitantes, considerando a não obrigatoriedade de elaboração de plano diretor principal peça do planejamento municipal nessas pequenas unidades político-administrativas. As conclusões resultantes deste estudo fundamentam-se em pesquisa de campo realizada pelo autor. Foram visitados 14 municípios, espalhados por todos os 8 territórios definidos pela Secretaria de Planejamento do Estado de Sergipe. A análise dos resultados da pesquisa confirma a hipótese inicialmente levantada, qual seja a precariedade no planejamento da maioria destes pequenos subespaços. Não existe planejamento estratégico em nenhum deles. A maioria fica restrita à elaboração do receituário básico: plano plurianual, lei de diretrizes orçamentárias e lei orçamentária anual, sempre com o apoio decisivo de consultorias externas. Isto sugere que a elaboração dessas peças segue um padrão pré-definido. Consequentemente, as peculiaridades que poderiam aflorar, deixam de ser contempladas, haja vista que uma significativa base de informações oficiais, acessível a todos, não é suficientemente explorada. Vislumbra-se então, a premente necessidade da implementação de políticas específicas voltadas para o planejamento destes pequenos municípios, elo significativo no processo de desenvolvimento regional.
