Раскрываются актуальность, описываются цель и задачи работы. Представлены теоретико-методологические основы в изучении системы трудовой мотивации. Рассмотрены нормативно-правовые основы управления мотивацией персонала, которые позволяют сделать вывод о том, что в организациях социального обслуживания система мотивации, определяется законодательными актами различных уровней. Охарактеризованы структура и элементы мотивации и изучены теории мотивации зарубежных и российских ученых; особенности выявлены факторы неудовлетворенности в организациях социального обслуживания населения; данные о системе мотивации в организациях социального обслуживания населения с позиции «руководитель» и «работник»; исследование комплексных центров социального обслуживания населения и интервью с руководителями и фокус-группы со специалистами комплексных центров социального обслуживания. / The relevance is revealed, the purpose and objectives of the work are described. The theoretical and methodological foundations in the study of the system of labor motivation are presented. The normative and legal bases of personnel motivation management are considered, which allow us to conclude that in social service organizations the motivation system is determined by legislative acts of various levels. The structure and elements of motivation are characterized and the theories of motivation of foreign and Russian scientists are studied; the features of the factors of dissatisfaction in social service organizations are revealed; data on the motivation system in social service organizations from the position of "head" and "employee"; a study of integrated social service centers and interviews with managers and focus groups with specialists of complex social service centers.
