The Public Administration in Sweden has been adaptning to the market during the past 20 years. In the last years the Toyota production philosophy or more known as Lean-philosophy, has been introduced in the Swedish public sector. The Lean-philosophy is the idea of maximizing the profit through constant improvement of the production and by minimizing waste of resources. The reason for this measure was to lower expenses of the public sector and makes it more effective. The Swedish Migration Agency is one of the agencies which have been implemented the Lean-philosophy. This paper will investigate if the role of the agency officials changed with Lean-philosophy, during the past years, when the large amount of migrants applied for asylum in Sweden. This study will inquire the requirement that the Public Administration has by the Swedish Constitutional Law to preserve and protect democracy and through looking at the impact that Lean-philosophy have on the public sector. The question is if the Lean-philopsohy is compatible with the Swedish Public Administration?
