Previous issue date: 2005-05-13 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior / This work articulates a discussion about the role of the Non-Governmental Organizations (NGOs) in the social policies scenario, privileging the basic education directed to the poor in Brazil, in the period from 1992 to 2002. It is a relevant theme, particularly due to the importance of the NGOs in both the national and international scope actions. The study assumes that the NGOs are instruments of control (social control) that filter the social demands towards the State, specially regarding the basic education directed to the poor. It also discusses the process of acknowledgement e expansion of the NGOs as a result of the political and economic conjuncture leading to the State reform, which had an impact on the field of social policies. A close examination of these complex relations was only possible through the understanding of the third sector establishment, having the NGOs as the main means. In this movement, relevant information of the reality are considered in order to delimit the extents of this phenomenon, with a brief reference to its origins, to the marks of its conjunctural relations, registering the multiple faces of these Organizations and the constutive elements of the debate among different visions regarding the third sector, having the NGOs as a part of its composition. With this approach, documents and publications by the NGOs and the government are researched. Based on this material, the purposes announced by these organizations are analyzed, considering the Brazilian social, political and economic conjuncture. The State of Maranh?o has been chosen as an example of this context, due to the high levels of poverty and low school performance, and also given that a great many NGOs actions are more and more being held in that location in order to promote social policies. It has been concluded that the NGOs help strengthen the theses that show the decrease in the State responsibilities on free, public and quality education, and that such principle is being negotiated through the partners actions / Este trabalho desenvolve uma reflex?o sobre a atua??o das Organiza??es N?o-Governamentais (ONGs) no cen?rio das pol?ticas sociais, privilegiando a educa??o b?sica dirigida aos pobres no Brasil, no per?odo de 1992 a 2002. Trata-se de uma tem?tica relevante, particularmente pela import?ncia que as ONGs assumem, tanto no plano internacional quanto em ?mbito nacional. Parte-se do pressuposto de que as ONGS s?o instrumentos de controle (social) para filtragem das demandas sociais em dire??o ao Estado, especialmente no que se refere ? educa??o b?sica destinada ? pobreza. Reflete-se sobre o processo de reconhecimento e expans?o das ONGs como reflexo de uma conjuntura pol?tica e econ?mica que deu origem ? reforma do Estado, fato que atingiu o campo das pol?ticas sociais. O exame dessas rela??es complexas somente foi poss?vel pela capta??o das media??es necess?rias para desvelar a constitui??o do terceiro setor, com destaque para as ONGs. Nesse movimento, consideram-se dados relevantes da realidade, para demarcar a amplitude desse fen?meno, com uma breve refer?ncia a suas origens, aos marcos de suas rela??es conjunturais, registrando-se as m?ltiplas faces dessas Organiza??es e os elementos constitutivos do debate entre diferentes vis?es quanto ? quest?o do terceiro setor, tendo as ONGs como parte de sua composi??o. Para tal alcance, prioriza-se o registro de documentos e publica??es das ONGs e do governo. A partir desse material, analisam-se os prop?sitos que estas organiza??es anunciam em correspond?ncia com as necessidades dos segmentos sociais a que prestam seus servi?os, considerando-se a conjuntura social, pol?tica e econ?mica brasileira. Escolheu-se o Estado do Maranh?o como exemplo desse contexto, pelos altos ?ndices de pobreza e baixo desempenho escolar, e tamb?m por ser o espa?o onde se vem expandindo a a??o das ONGs na implementa??o das pol?ticas sociais. Conclui-se que as ONGs procedem de modo a fortalecer as teses que fundamentam a diminui??o da a??o estatal na responsabilidade pela educa??o p?blica, gratuita e com qualidade social, princ?pio que est? sendo negociado por meio da a??o das parceiras
