Tese_2007_CarlosMuller.pdf: 3437899 bytes, checksum: ff00be8f61adbe10d2ba2f38217e1803 (MD5) / Esta tese sustenta que, em linhas gerais, as telecomunicações passaram por três grandes fases históricas desde o seu surgimento, há cerca de 200 anos. Depois de uma “pré-história” em que as tecnologias foram desenvolvidas com apoio ou sob controle governamentais, as operações regulares foram exploradas de forma comercial e competitiva, virtualmente sem regulação estatal. A essa fase, seguiu-se um período caracterizado pela tendência à monopolização e à estatização (caso da Europa e da maioria dos países do mundo) ou monopolização privada sob crescente regulação estatal (como nos Estados Unidos). Esse período se prolongou da segunda metade do século XIX até o último quarto do século XX, quando se registrou uma tendência geral à privatização e à liberalização. Esta tese investiga os momentos críticos desse processo nos países que o lideraram (Estados Unidos e Grã Bretanha) e a aplicabilidade dessa periodização à Argentina e ao Brasil. Compara a evolução das telecomunicações nos dois países latino-americanos entre si e em relação à trajetória internacional. Examina como as
principais correntes da teoria econômica analisaram o papel das telecomunicações nas
economias nacionais e internacional e busca nessa mesma teoria, especialmente nas teorias da
regulação econômica e da mundialização financeira, o instrumental teórico para compreender a evolução das telecomunicações ao longo do período estudado e as particularidades dos sistemas nacionais da Argentina e do Brasil.
___________________________________________________________________________________ ABSTRACT / This dissertation sustains that, in broad lines, telecommunications have gone through three
large historical phases since its beginning, little more than 200 years ago. After a ‘pre-history’
where technologies were developed with governmental support or control, telecommunication
services were commercially exploited in a competitive manner, virtually without state
regulation. Following this phase, there was a period featured by monopolization trend with
state-owning (the case of Europe and most countries in the world) and private monopolization
under growing state regulation like in the USA. This period lasted the second half of the
Nineteenth century until the last quarter from the Twentieth century when there was a general
trend towards privatization and liberalization. This dissertation investigates the critical
moments from this process in the countries which led it (United States and the UK) and the
applicability of this periodization to Argentina and Brazil. It does a comparative analysis of
the evolution from telecommunications in both Latin American countries in relation to the
international trajectory. It scrutinizes how main economic theory streams analyzed the role of
telecommunications in national and international economies and uses the conceptual
framework from such theories, particularly the economic regulation and financial
globalization theories to understand the evolution of telecommunications over the period
studied and the specificities from Argentina’s and Brazil’s systems.
