In October 2023, Swedish collective agreements for scheduling were revised to better align with the EU Working Time Directive. These changes affect all employees in municipalities and regions, while the private sector is still in the negotiation phase. The main requirements adjusted include daily rest, alternating work shifts and rest periods, compensatory rest during on-call duty, and weekly rest. Schemagi, a consultancy specializing in scheduling, currently analyzes schedules manually to ensure they comply with Swedish collective agreements. This process is time-consuming and complex. The study aims to streamline this validation process by translating the Swedish collective agreements for scheduling into mathematical conditions and developing a validation tool in Excel. The tool will automatically analyze proposed schedules and identify any errors, which can then be corrected by Schemagi's staff. The validation tool reviews each day throughout the entire scheduling period to ensure compliance with the regulations on daily rest, alternating work shifts and rest periods, compensatory rest during on-call duty, and weekly rest. Using this tool reduces the time spent on manual review and makes the validation process more efficient. The tool has been tested against several correct and incorrect schedules to ensure it provides reliable results. Analysis of the validation results shows that most scheduling errors pertain to daily rest between evening and day shifts, which aligns with the difficulties identified in interviews with affected companies. The tool has successfully identified all known errors in the analyzed schedules, confirming its ability to detect and flag the types of errors the study focused on. / I oktober 2023 ändrades svenska kollektivavtal för schemaläggning för att bättre stämma överens med EU arbetstidsdirektiv.
