I strävan efter att öka andelen hållbara transporter spelar cykeln en huvudroll - det är därför viktigt att städer planeras för att i största möjliga mån prioritera cyklismen. Den största delen av forskningen inom ämnet har ett tydligt fokus på storstäder. Denna uppsats sätter småstaden i fokus, med Ystad kommun som studieobjekt. Studien bidrar med kunskap om hur pendling mellan tätort och landsbygd upplevs och hur den kan förstås ur ett planeringsperspektiv. Genom en fallstudie och dokumentanalys har vi fått uppleva hur det är cykelpendla i kommunen, samt hur det planeras för dess fortsatta utveckling.Sverige i allmänhet och Skåne i synnerhet har ambitiösa planer för hur cykelanvändandet skall öka. Det har skett ett tydligt skifte från den konventionella transportplaneringen med bilen som huvudfokus, vars ljus nu istället riktas mot cykeln och andra hållbara transportsätt. En av flera utmaningar är att detta skifte sker relativt långsamt då majoriteten av vår infrastruktur är anpassad efter bilen. Att många av de cykelvägar som anläggs blir placerade i samma sträckning som befintliga bilvägar går ofta emot de uttalade kriterierna för cykelväg som ska vara trygg, säker och gen. Trots cykelplaner, strategier och policys som skall främja ökad cykelanvändning, har cyklandet istället minskat. Ystad kommun har blivit studerat utifrån hur de genom sina transport- och cykelplaner arbetar mot ökade cykelnivåer och vilka konkreta åtgärder som planeras för att dessa ska uppnås. Transport är i mångt och mycket förknippat med effektivitet, där det mest attraktiva transportvalet har högst tidseffektivitet och upplevs smidigast. När planer blir verklighet och cykeln blir det mest attraktiva transportsättet för vardagscykling, kan den på riktigt utmana bilen om gaturummet. / In the quest to increase the proportion of sustainable transport, the bicycle plays a key role - it is therefore important that cities are planned to prioritize cyclism as much as possible. Most of the research in the subject has a clear focus on big cities. This essay puts the small town in focus, with Ystad kommun as a study object. The study contributes with knowledge of how commuting between urban and rural areas is experienced and how it can be understood from a planning perspective. Through a case study and document analysis we have been able to experience how it is to commute in the municipality, and how the continued development is planned for.Sweden in general and not least Scania have great plans for increasing bicycle use. We can see the difference between conventional transport planning with the car as the main focus and today’s focus on the bike and other sustainable modes of transport. One of several challenges is that this shift occurs relatively slowly as most of our infrastructure is adapted to the car. The fact that many of the cycle paths that are constructed are placed in the same distance as existing motorways often goes against the stated criteria for cycle paths which must be safe, secure and accurate. Despite bicycle plans, strategies and policies to promote increased bicycle use, cycling has instead declined. Ystad kommun has been studied based on how they, through their transport and bicycle plans, reach towards increased bicycle levels and what concrete measures are planned for these to be achieved. Transport is in many ways linked to efficiency, where the most attractive transport choice has the highest time efficiency and is experienced most smoothly. When plans become reality and the bicycle becomes the most attractive mode of transport for daily commuting, it can challenge the car about the street space.
