Previous issue date: 2009 / Este estudo foi realizado com o objetivo de analisar alguns conflitos socioambientais entre a produção agrícola e a preservação ambiental em áreas rurais de Nova Friburgo. Buscou-se entender a forma como se expressam e se negociam as situações conflitivas referentes ao uso e ao modo de apropriação dos recursos naturais. Parte-se da compreensão de que os recursos naturais se materializam enquanto uma arena de disputas políticas, ideológicas e culturais. Sob esta perspectiva, focalizamos a criação de um parque estadual e uma área de proteção federal com vistas à preservação das vegetações remanescentes da Mata Atlântica. Realizou-se uma pesquisa qualitativa com intuito de compreender oposicionamento de representantes de instituições públicas de meio ambiente, agricultura, saúde, bem como com agricultores, técnicos e ambientalistas, perante a essa problemática.A perspectiva ambiental, no entanto, não tem preocupação explícita com a promoção da saúde no meio rural. Constatou-se que preservação ambiental se tornou um dos vetor espara a repressão ao trabalhador rural e o gerador de um clima hostil na relação entre agricultores e representantes de órgãos públicos de meio ambiente. Contrariamente à prática agrícola convencional, a prática agrícola orgânica se vincula à promoção da saúde e à preservação do meio ambiente. As situações de conflito vêm ampliando a visibilidade política dos atores, com a capacidade de negociação em diversos espaços de mobilização social. Conclui-se que compatibilizar o desenvolvimento rural com a preservação ambiental requer superar a visão de natureza intocada das políticas de meio ambiente e à conversão da produção convencional para uma produção sustentável, visando à manutenção da biodiversidade e à melhoria na qualidade de vida do trabalhador e da comunidade rural. / This study was carried out to examine some social conflicts between agricultural production and environmental preservation in rural areas of Nova Friburgo. We tried to understand how to express and to negotiate the conflicting positions regarding the use and the mode of appropriation of natural resources. It is the understanding that natural resources are materialized as an arena for political disputes, ideological and cultural. From this perspective, we focus to create a state park and an area of federal protection in order to preserve the remnants of Atlantic Forest vegetation. There was a qualitative research in order to understand the position of representatives of public institutions for the environment, agriculture, health, and with farmers, environmentalists and technicians, to this problem. The environmental perspective, however, has no explicit concern with health promotion in rural areas. It was found that environmental preservation has become one of the vectors to prevent the rural worker and for a hostile climate in the relationship between farmers and representatives of public bodies of the environment. Contrary to conventional agricultural practice, practice organic farming is linked to health promotion and
preservation of the environment. The situations of conflict are increasing the political
visibility of the actors with the ability to trade in various areas of social mobilization. It is compatible with the rural environmental preservation requires overcoming the vision of
untouched nature of policies on the environment and the conversion of conventional production for sustainable production, aiming to maintain biodiversity and to improve the quality of life of the worker and the rural community.
