Previous issue date: 2009-12-21 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / In the 1960 s Santa Catarina Island started going through great changes in the occupation of space. At first, the foundation of the Federal University of Santa Catarina,
as well as the presence of public companies, attracted a large population contingent that would go there looking for work a d education. Later, touristic activity took the highlight and started attracting tourists from other Brazilian states as well as from other Mercosul countries. In this context, after the 1980 s Santinho Beach became a touristic spot bolstered by road construction, integrating the North of the Island (where this beach is located) with its commercial center. This lets Florianópolis evolve from its previous rural community status as an ever increasing urban expansion takes place.
Santinho Beach is a coastal area and, as such, it is a fragile environment that has dunes, an aquifer and a lacustrine plain as borders, limiting its occupation. Apart from the natural characteristics of this place s geography, the legislation that rules the occupation of Santinho should act as another limiting factor for disordered growth. This way,
aiming to understand the territorial dynamics of the place, this research presents the urban evolution in Santinho Beach, its sources being the mapping of the area at several
different times (1938, 1957, 1977, 1994, 2002, and 2009), aerial photography and a Geographic Information System (GIS). After the analysis of the expansion, this paper
presents a study of the ruling legislations regarding the use of space in Santinho, always making use of the respective legal norms of the time in question. Having the legislation,
use and occupation mappings, it was possible to cross-reference this data for each year and thus make an analysis of whether th soil occupation holds any consonance with the
ruling legislation of the time / A Ilha de Santa Catarina passou por grandes mudanças na ocupação do espaço a partir da década de 1960. Num primeiro momento a instalação da Universidade Federal de
Santa Catarina e a presença de empresas estatais atraíram um grande contingente populacional que vinha em busca de estudo e trabalho. Posteriormente a atividade turística ganhou destaque e atraiu turistas de outros estados brasileiros e de países do Mercosul. Dentro deste contexto, após a década de 80, a Praia do Santinho passa a
receber turistas incentivados com a construção de rodovias que promoveram a integração do centro com o Norte da Ilha. Com isso deixa de ser uma comunidade rural e sofre uma crescente expansão urbana. Por se caracterizar como área costeira, a Praia do Santinho é um ambiente frágil com a presença de dunas, aqüífero e planície lacustre que limitam a ocupação do lugar. Além das características naturais do meio físico, a legislação que rege sobre a ocupação do Santinho também é um fator que deveria atuar como limitante do crescimento desordenado. Desta forma, procurando entender a
dinâmica territorial que ocorre no local, esta pesquisa apresenta a evolução urbana na Praia do Santinho através do mapeamento da área em diferentes períodos (1938, 1957,
1977, 1994, 2002 e 2009) com a utilização de fotografias aéreas e de um Sistema de Informações Geográficas (SIG). Após a análise da expansão foi realizado um estudo das
legislações vigentes que regulamentam o uso do espaço no Santinho, utilizando as normas jurídicas em vigor para cada período. Com os mapeamentos da legislação e do
uso e ocupação foi possível fazer o cruzamento destes dados para cada ano e assim, analisar se a ocupação do solo possui consonância com a legislação vigente na época
