Previous issue date: 2016-09-12 / Historicamente, a conflitualidade da questão agrária é estabelecida pelas relações
com o território e remetem a posse da terra, representada pela dicotomia
permanente entre o campesinato e o capitalismo, marcada pela luta de classes. A
Zona Rural de Olinda – PE é cenário de múltiplos conflitos dessa natureza. Essa
pesquisa trata-se de um estudo explicativo que tem como objetivo geral conhecer os
desafios territoriais da agricultura familiar na Zona Rural de Olinda – PE, verificando
o(s) seu(s) mecanismo(s) de resistência frente à conflitualidade local, frente ao
processo de expansão urbana da cidade e frente à participação do poder público no
referido processo. Um dos principais conflitos que remetem ao território da Zona
Rural olindense é estabelecido a partir da especulação imobiliária local, subordinada
à prática capitalista e originada da descaracterização e loteamento das propriedades
rurais. Contudo, há núcleos de resistência da agricultura familiar no território em
questão, apesar da frágil realidade que a maioria dos agricultores apresenta, agindo
individualmente, sem o apoio de uma entidade de classe. Cabe ao poder público
local mediar os conflitos e regular as políticas públicas à luz da justiça social, porém
sua atuação é incipiente. A proposta da Zona Rural tornar-se Área de Proteção
Ambiental – APA, efetivada no município em 2014, corrobora legislações anteriores,
apontando que o problema não é a falta instrumentos legais para proteção da área. / Historically, the conflict of the agrarian question is established by the relations with
the territory and remit the ownership of the land, represented by the permanent
dichotomy between the peasantry and capitalism, marked by the class struggle. The
Rural Area of Olinda - PE is the scene of multiple conflicts of this nature. This
research is an explanatory study whose general objective is to know the territorial
challenges of family agriculture in the rural area of Olinda - PE, verifying its
mechanism (s) of resistance to local conflict, To the process of urban expansion of
the city and to the participation of the public power in said process. One of the main
conflicts that refer to the territory of the Olindense Rural Zone is established from the
local real estate speculation, subordinated to the capitalist practice and originated
from the decharacterization and allotment of the rural properties. However, there are
centers of resistance of family farming in the territory in question, despite the fragile
reality that most farmers present, acting individually, without the support of a class
entity. It is up to the local public power to mediate conflicts and regulate public
policies in the light of social justice, but its performance is incipient. The proposal of
the Rural Area to become Environmental Protection Area (APA), carried out in the
municipality in 2014, corroborates previous legislation, pointing out that the problem
is not the lack of legal instruments to protect the area.
