Ett politiskt maktspel inom kontrollfunktionens ramar : En kvalitativ studie om parlamentariska frågor och svar

The conceived notion on the need and purpose for parliamentary questioning rests upon the idea of ministerial accountability. However, previous research suggests that the use of parliamentary questions is rather versatile, and that members of parliament take advantage of this circumstance. The questions can be used to push a political agenda, to attack ministers and their actions or to enhance their status as active and caring members of parliament. There is little known about the functioning of the questioning institute of Sweden today, and even lesser known about the answering of parliamentary questions. This essay intends to depict how parliamentary question are answered, and furthermore, examine whether the Swedish question institute is used strategically. With the help of internal documents and 10 interviews with officials of the Swedish government offices a description of the course of action when answering a parliamentary question has been accounted for in this essay. Additionally, it has been established that parliamentary questions, and to some extent the ministers’ answers, are used strategically in Sweden.
