Gräsrotsbyråkratens Förståelse, Möjlighet och Vilja i Implementeringen av Barnkonventionen : En Kvalitativ Studie av Förskolepersonalens Implementering av Barnkonventionen i Malmö Stad / The Street-Level Bureaucrats Knowledge, Opportunity and Willpower in the Implementation of the Child Convention : A Qualitative Study of the Preschoolstaffs Implementation of the Child Convention in Malmö Municipality

The purpose of this thesis is to explore in which ways the understanding, opportunity and willpower of the Street-Level Bureaucrats can explain the influence that the Child Conventions preparatory work and implementation has had on the preschool staff's implementation after 2020. The aim of the study is achieved by using a qualitative text analysis to analyze interviews and surveys done with preschool staff and staff from the preschool administration in Malmö municipality. The materials from the interviews are categorized based on Lennart Lundquists framework of three conditions for implementation: change in knowledge, opportunities and willpower. The results are then again reviewed through the lens of Michael Lipsky's theory on Street-Level Bureaucrats and Lundquist's implementation theory. Results conclude that the knowledge has increased slightly along with a more systematic working routine and a stronger willpower among the staff to implement the Child Convention. These changes have happened even though the staff as Street-Level bureaucrats has experienced a lack of understanding in how and in which ways the political decision to make the Child Convention law is supposed to affect their workplace. They have also experienced lack of economic resources before and after 2020. The influence that the Street-Level bureaucrats have had can therefore be explained by the willpower, discretion and professional competence that they possess as staff in a local function. It is of importance in the conclusions that the staff already had a willpower to implement the Child Convention before 2020, which shows that the political decision might not have made an extraordinary difference.
