Stockholm Royal Seaport is one of Europe´s largest urban development projects. The city of Stockholm has ambitious environmental goals and a vision for Stockholm Royal Seaport to develop into a world-class environmental urban district. In order to achieve the aspiring goals, requirements are set in the agreement with property developers with land allocation. The city of Stockholm offers a capacity development programme to assure fulfilling of the requirements and simultaneously educate the property developers. The aim of this thesis is to examine how the requirements and capacity development programme in Norra 2, the third leg in the development of Stockholm Royal Seaport, has contributed to spreading knowledge among property developers. The thesis is limited to investigation energy requirements. With focus on the technical solutions used to obtain a low energy usage and what the developers will carry on to future projects. The analysis indicates that the capacity development programme has a positive effect on the developers´s collaboration to achieve more sustainable buildings. Strict verifying of the requirements has been a contributing factor to the positive results in Stockholm Royal Seaport. Several technical solutions are incorporated in the buildings in order to meet the requirements of energy savings. This leads to advanced systems that are difficult to manage and has beeenan issue fort the developers. Another issue is ambiguous and contradictory requirements that according to the developers has taken a consideralble amount of time and resources to fulfil. Setting requirements is important in developing more sustainable buildings. If demans are not made a lot of companies will chose the cheap and simple way to maximize profits. Continuing setting requirements and having a dialouge between stakeholders in an eraly stage is essential for a continuing sustainable development.
