Previous issue date: 2017-08-18 / How can empowerment actions help improve employers' union leaders performance?
Employer??s unions have an important role of representing industrial enterprises, but
their leaders, most of the times, are entrepreneurs who take over their entities without
sufficient management training. Identifying this need, the Brazilian National
Confederation of Industry (CNI), through its Associative Development Program
(PDA), started to structure educational actions focused on this public and offered
through a Project called ???Union advance???. This case study involved documentary
analysis and semi-structured interviews with Union presidents, state and national
program managers. Results indicate that Unions have improved their performance in
several areas, such as communication, advocacy, collective bargaining and service
delivery. In this sense, it is already possible to notice that most leaders have been
awakening for the need of a professional management within their corporate
representation entities. The interviews conducted in this study confirmed the
relevance of capacity building initiatives delivered by the Project ???Union advance??? to
make possible vital changes in the profile and performance of the union leaders in
the last years. / Como a????es de capacita????o podem ajudar a aprimorar a atua????o dos l??deres
sindicais patronais? Os sindicatos possuem um importante papel de representa????o
das empresas industriais de sua base, mas seus l??deres, na maioria das vezes s??o
empres??rios que assumem a gest??o das entidades sem ter qualquer prepara????o.
Identificando esta necessidade de forma????o, a CNI, por meio do Programa de
Desenvolvimento Associativo, passou a estruturar a????es educacionais voltadas a
esse p??blico e ofertadas, via Projeto Avan??a Sindicato. O estudo de caso envolveu
an??lise documental e entrevistas semiestruturadas com presidentes de sindicatos,
gestores estaduais e nacional do Programa. Os resultados evidenciam que h?? um
avan??o na atua????o dos sindicatos no campo da comunica????o, da defesa dos
interesses, da negocia????o coletiva, presta????o de servi??os e j?? ?? poss??vel perceber
que os l??deres v??m despertando para a necessidade de profissionalizar a gest??o das
entidades de representa????o empresarial. As entrevistas confirmaram a import??ncia
das iniciativas de capacita????o do Projeto Avan??a Sindicato para que essas
mudan??as no perfil e na atua????o dos l??deres sindicais acontecessem nos ??ltimos
anos.
