Den politiska styrningen av polismyndigheten : En kvalitativ fallstudie av polisens upplevda handlingsutrymme

In 2015 the Swedish police organization into one police authority and introduced the goal and result management, which aimed to give the police authority clearer steering, better results and greater discretion for the police officers. The reorganization of the police organization has been met with heavy criticism, previous police research indicates that the governance model works less well for the public sector and that the discretion has decreased for the police officers. At the same time, previous research indicates that the governance model has meant that frontline bureaucrats have been given more room for discretion and have become more scrutinized at the same time. The purpose of the thesis is to examine the police officers experience of goal and result management and how this affects their perceived professional discretion. The survey is based on a qualitative case study with an interview study conducted with a total of four police officers in Boden municipality and Örebro municipality. The police officers’ experiences of discretion as well as goal and result management have been processed based on a qualitative data analysis with a coding scheme. The results of the thesis show that the police officers’ experiences of steering are varied, some police officers' experiences of goal and result management were more extensive than other police officers’ experiences. The results also show that the police officers’ perceived discretion is extensive and is not perceived to be significantly affected by the political goal and result management.
