Den här rapporten är framtagen åt Skanska Direkt AB i syfte att finna en vägledning för exteriör renovering av kulturhistoriskt värdefull bebyggelse i Stockholm Stad med fokus på flerbostadshus av folkhemsarkitektur. De utmärkande karaktärsdragen för folkhemsarkitekturen har identifierats för att få en förståelse vad som är viktigt att bevara och därmed kan förvanskas. Genom att undersöka hur Stockholm Stadsmuseum genomför klassificeringar av kulturhistoriskt värdefull bebyggelse och hur dessa används vid bygglovsärenden hos Stockholm Stadsbyggnadskontor gavs en förståelse för innebörden av hur en bebyggelses kulturhistoriska värde kan påverka en bygglovsansökan. Vidare undersöktes vilka lagar som reglerar kulturhistorisk värdefull bebyggelse och ett urval av rättsfall där förvanskning av kulturvärdet var avgörande för domslutet analyserades. Detta har sedan sammanställts i en vägledning och arbetsprocess som förklarar hur man bör gå tillväga innan renovering börjar. Det framkommer tydligt att det inte finns ett enkelt svar på frågan om vad som är förvanskande vid förändring. Däremot identifieras vissa egenskaper som kan vara föremål för förvanskning och som bör tas hänsyn till vid planering inför en renovering. Exempel på detta är fönstrens utformning, material och färg i fasad och balkongens beklädnad. / This report is produced for Skanska Direkt AB and its purpose is to find a guide for renovation of the exterior in buildings that are valuable from a heritage point of view in the city of Stockholm. The focus of this report is on multi-residential buildings from the 1940’s and 1950’s. The attributes that are valuable from this era are identified to gain an understanding of which elements that are important to preserve and therefore is a subject for distortion. Investigating how Stockholm City Museum work when classifying buildings and areas of significant cultural importance and how they are applied in building permits when “Stockholm Stadsbyggnadskontor” is processing permit applications gains an understanding of how the cultural significance can affect a building permit. Also, the laws that regulate buildings of cultural significance are investigated as well as court cases that process the question of distortion of buildings. The material has been compiled into a guide and a working process that explains the procedure that should be followed before renovation is initialized. It becomes clear that there is no simple answer to the question of what changes constitutes a distortion in buildings. Although, certain qualities are identified that can be subject of distortion and that should be considered when planning for a renovation. Examples of this is the configuration of windows, material and color of the facade as well as the covering of the balcony.
