What happens when a private/monopoly market becomes a shared market between private companies and municipal enterprises? What consequences result it and how do you work as performers in order to stay competitive and renewable? Are there objective, measurable, comparable criteria for the quality/service? To create commitment among employees Nordin (2012) says that the organization/the leader need to convey and concretize their goals and visions, both with development but also surveying for the organization. This study aims to increase knowledge about the organization's work in the development stage, motivate and streamline staff and to build a profiling work. To do that, I have done qualitative studies based on three levels, politicians, civil servants and clients/parent. Based on respondents states/response, I can identify a lack of profiling the work of the business and unclear thoughts and directorates regarding customer choice.
