Previous issue date: 2006-08-14T00:00:00Z / This study analyses the Legislative behaviour related to regulatory agencies in Brazil, considering two different moments: the institution moment, when the agencies were created; and the operation moment, when the agencies started to play their role. Therefore, the study considers the way legislators concerns related to accountability were expressed before and after (1998-2004) the building of regulatory framework in Brazil. / A tese procura analisar a atuação do Congresso Nacional no momento de criação das agências reguladoras de primeira geração no Brasil (ANEEL, ANP e ANATEL), assim como no momento posterior à sua instalação. O estudo mostra de que forma a preocupação com a accountability parlamentar se fez presente na concepção e na operação dessas agências entre 1998 e 2004.
