Previous issue date: 2005-12-22 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / A partir da década de 1980, os investimentos em infra-estrutura reduziram-se significativamente, comprometendo a Produtividade Total dos Fatores (PTF) e a competitividade da agropecuária brasileira. O objetivo geral deste trabalho foi determinar os efeitos dos investimentos em infra-estrutura na PTF na agropecuária brasileira, no período de 1985 a 2004. Pretendeu-se também verificar quais os tipos de investimentos em infra-estrutura têm maiores efeitos na PTF; a defasagem no tempo dos efeitos dos investimentos em infra-estrutura na PTF; e o sentido da causalidade entre os diversos tipos de investimentos em infra-estrutura e a PTF. Utilizou-se o modelo de crescimento de Solow, com os dados dispostos em painel para estimar a PTF. O modelo de ZHANG e FAN (2004), estimado pelo método Generalizado de Momentos (GMM), foi aplicado para verificar os efeitos dos investimentos em infra-estrutura na PTF. Os investimentos em infra-estrutura têm forte influência na PTF, tendo magnitudes significativamente maiores que as encontradas no estudo feito para a Índia por ZHANG e FAN (2004) e, portanto, na competitividade do agronegócio brasileiro. Dos elementos de infra-estrutura analisados, investimentos em rodovia tiveram o maior impacto na PTF, seguido por pesquisa, telecomunicações, irrigação e energia elétrica. O período de tempo entre o investimento em infra- estrutura e o aumento da PTF variou entre 0 e 2 anos. A magnitude dos resultados, significativamente maiores, e o período de tempo de retorno menor, em relação ao estudo realizado para a Índia sugerem que maiores esforços devem ser feitos na alocação de recursos para investimentos em infra-estrutura no Brasil, pois a pesquisa demonstra que os retornos são elevados e ocorrem no curto prazo. / From 1980 on, infrastructure investments reduced significantly, compromising Total Factor Productivity (TFP) and Brazilian agricultural competitivity. The overall objective of this research is to determine the effects of the infrastructure investments on TFP in Brazilian agriculture during 1985-2004. It also aimed to verify the types of infrastructure investments affecting TFP the most; the time lag observed between the effects of the infrastructure investments on TFP; and the direction of causality between the various types of infrastructure investments and TFP. Solow’s growth model, with panel data is used to estimate TFP. The analytical model by ZHANG and FAN (2004) for India, applying the Generalized Moment Method (GMM) were used to verify the effects of infrastructure investments on TFP. Infrastructure investments have a strong influence on TFP, with magnitudes significantly higher than those found in the India study, and consequently, on the Brazilian agribusiness competitivity. Among the infrastructure elements analyzed, road investments had the highest impact on TFP, followed by research, telecommunications, irrigation, and electric energy. The time between investment in infrastructure and PTF increase varied from 0 to 2 years. Given the significantly higher magnitude of the results, in relation to the India study, efforts should be made for resources to be allocated for infrastructure investments, since the research shows that such investments yield high, short term returns. / Dissertação importada do Alexandria
