sul. Objetiva analisar o processo de constru??o do territ?rio nacional, partindo da
an?lise da constitui??o das fronteiras mar?timas do Estado brasileiro. Entender como
esse Estado Nacional operacionalizou o esquadrinhamento de um novo territ?rio, na
d?cada de 1970, com a extens?o do Mar Territorial brasileiro para 200 milhas n?uticas,
? o nosso principal problema. Nessa perspectiva, tratamos das modifica??es
administrativas do Estado brasileiro e a forma??o de uma tecnoestrutura estatal, que
acabou dotando a organiza??o governamental brasileira de uma nova l?gica t?cnica e
administrativa para dar sustenta??o aos novos limites mar?timos. Pudemos observar que
a interven??o do Estado brasileiro em pesquisas voltadas para o mar e na propaganda
sobre os novos limites foram um dos pilares de sustenta??o do projeto de constru??o do
territ?rio brasileiro no Atl?ntico Sul. Ao lan?ar m?o de um projeto de constru??o de um
territ?rio mar?timo, identificamos a fragilidade do governo brasileiro em sustentar o mar
territorial de 200 milhas, frente ? imposi??o de acordos de pesca feitos por pa?ses que
n?o reconheciam os novos limites mar?timos do Brasil. / The theme of the present work is the construction of a Brazilian territory in the South
Atlantic. When we observe the national territory building process, based on the analysis
of the constitution of the maritime borders of the Brazilian state, our central problem
concerns to the understanding of how this National State operationalized the full
exploration of a new territory, in the 1970s, with the extension of the Brazilian
Territorial Sea to 200 nautical miles. In this perspective, we handle the administrative
changes of the Brazilian state and the formation of a state technostructure, which ended
up giving the Brazilian government organization of a new technical and administrative
logic to sustain the new maritime boundaries. We observed that the intervention of the
Brazilian government in research for the sea and propaganda about the new limits were
one of the pillars of support of the Brazil construction project in the South Atlantic. To
make use of a construction of a maritime territory project, identified the weakness of the
Brazilian government to support the territorial sea of 200 miles, against the imposition
of fisheries agreements made by countries that did not recognize the new maritime
boundaries of Brazil.
